    Notes: Under reasonable assumptions about production technologies, international competition for factors of production will lead to convergence of per capita output. Is there an analogous process that leads to convergence of public sector activity? We provide a simple model that predicts convergence in government spending under certain assumptions. We show that Barro's (1990) model of endogenous growth with government spending provides one justification for the necessary assumptions and therefore supports the convergence hypothesis. We also discuss the possibility that increasing globalization has led to convergence in government spending. Our cross-country empirical investigation provides compelling evidence of convergence in per capita government consumption spending, per capita government capital spending, and per capita government education spending. These findings provide a new framework for explaining the underlying dynamic forces that determine growth of government.

    Notes: In order to permeate water from a water-ethanol mixture by pervaporation on the basis of the difference in solubility between two components toward a polymer membrane, polymer membrane having polar group, poly(methyl acrylate) (PMA) membrane crosslinked with diethylene triamine (DETA) was prepared. The permselectivity of the membrane was investigated with attention to the feed composition of water-ethanol mixture and the effect of introduction of DETA into the membrane. It is found that water was permeated through PMA-DETA crosslinked membrane preferentially in all ranges of feed composition, the highest permselectivity being observed at 25% ethanol aqueous solution. Moreover, the pervaporation rate of water was found to depend on the ratio of DETA introduction into the membrane. When the ratio of introduction into the membrane was 0.144, water was permeated through the membrane from 25% ethanol aqueous solution at a rate of 1.26 × 10-1 g m/m2 h. These results can be explained by high diffusivity of the membrane due to the low glass transition temperature of PMA and permeation of water through polar DETA moiety in the membrane.

    Description: A global revolution in information and communication technologies (ICT) has occurred over the past few decades, emerging first in industrialized countries and then in developing countries. While researchers have examined many facets of the ICT revolution, relatively little work has systematically examined the degree to which ICT has reduced natural disaster vulnerability. In this article we use cross-country data over the 1980–2013 period to estimate the relationship between newly-emerging cell phone access/use and disaster-induced fatalities. Our estimates suggest that a one-standard-deviation increase in cell phone usage reduces disaster fatalities by nearly one half. The estimated effect increases to almost three quarters for geologic events where people are typically afflicted without warning. The largest marginal benefit from cell phones in terms of saving lives come from events where there is typically no warning, thus, many are caught by surprise; cell phones are used to call for help and coordinate assistance.
