    Description: The use of small Unmanned Aircraft Systems (sUAS) as platforms for data capture has rapidly increased in recent years. However, while there has been significant investment in improving the aircraft, sensors, operations, and legislation infrastructure for such, little attention has been paid to supporting the management of the complex data capture pipeline sUAS involve. This paper reports on a four-year, community-based investigation into the tools, data practices, and challenges that currently exist for particularly researchers using sUAS as data capture platforms. The key results of this effort are: (1) sUAS captured data—as a set that is rapidly growing to include data in a wide range of Physical and Environmental Sciences, Engineering Disciplines, and many civil and commercial use cases—is characterized as both sharing many traits with traditional remote sensing data and also as exhibiting—as common across the spectrum of disciplines and use cases—novel characteristics that require novel data support infrastructure; and (2), given this characterization of sUAS data and its potential value in the identified wide variety of use case, we outline eight challenges that need to be addressed in order for the full value of sUAS captured data to be realized. We conclude that there would be significant value gained and costs saved across both commercial and academic sectors if the global sUAS user and data management communities were to address these challenges in the immediate to near future, so as to extract the maximal value of sUAS captured data for the lowest long-term effort and monetary cost.

    Description: This paper will describe the information technologies developed by NASA and NOAA for the February 2016 Sensing Hazards with Operational Unmanned Technology (SHOUT) El Nio Southern Oscillation (ENSO) Campaign. The air vehicle is a NASA Global Hawk UAS, with a primary payload of four instruments, two developed by NASA, two developed by NOAA. The aircraft is based at the NASA Armstrong Flight Research Center, Edwards Air Force Base, California. The payload components are remotely operated by scientists at various facilities, and the data collected downloaded over satellite links in real time for analysis and collaboration. NOAA: Advanced Vertical Atmospheric Profiling System (AVAPS), developed by NCAR, which deploys dozens of dropsondes at altitudes up to 65,000 ft to collect high vertical resolution measurements of the temperature, pressure, relative humidity, and wind speed and direction. NASA: High-Altitude Imaging Wind and Rain Airborne Profiler (HIWRAP), a radar designed to examine the factors of storm intensity: formation, structure and intensification. NOAA: O3 Photometer (UAS-O3), designed specifically for autonomous, precise, and accurate O3 measurements in the upper troposphere and lower stratosphere (UT/LS). NASA JPL: High Altitude MMIC Sounding Radiometer (HAMSR), an atmospheric microwave temperature and humidity sounder instrument that looks at the microwave spectrum.

    Description: An experimental airborne remote sensing system includes a remotely controlled, lightweight, solar-powered airplane (see figure) that carries two digital-output electronic cameras and communicates with a nearby ground control and monitoring station via a wireless local-area network (WLAN). The speed of the airplane -- typically 〈50 km/h -- is low enough to enable loitering over farm fields, disaster scenes, or other areas of interest to collect high-resolution digital imagery that could be delivered to end users (e.g., farm managers or disaster-relief coordinators) in nearly real time.

    Description: A SensorWeb is a set of sensors, which can consist of ground, airborne and space-based sensors interoperating in an automated or autonomous collaborative manner. The NASA SensorWeb toolbox, developed at NASA/GSFC in collaboration with NASA/JPL, NASA/Ames and other partners, is a set of software and standards that (1) enables users to create virtual private networks of sensors over open networks; (2) provides the capability to orchestrate their actions; (3) provides the capability to customize the output data products and (4) enables automated delivery of the data products to the users desktop. A recent addition to the SensorWeb Toolbox is a new user interface, together with web services co-resident with the sensors, to enable rapid creation, loading and execution of new algorithms for processing sensor data. The web service along with the user interface follows the Open Geospatial Consortium (OGC) standard called Web Coverage Processing Service (WCPS). This presentation will detail the prototype that was built and how the WCPS was tested against a HyspIRI flight testbed and an elastic computation cloud on the ground with EO-1 data. HyspIRI is a future NASA decadal mission. The elastic computation cloud stores EO-1 data and runs software similar to Amazon online shopping.

    Description: This research effort prototypes an implementation of a standard interface, Web Coverage Processing Service (WCPS), which is an Open Geospatial Consortium(OGC) standard, to enable users to define, test, upload and execute algorithms for on-orbit sensor systems. The user is able to customize on-orbit data products that result from raw data streaming from an instrument. This extends the SensorWeb 2.0 concept that was developed under a previous Advanced Information System Technology (AIST) effort in which web services wrap sensors and a standardized Extensible Markup Language (XML) based scripting workflow language orchestrates processing steps across multiple domains. SensorWeb 3G extends the concept by providing the user controls into the flight software modules associated with on-orbit sensor and thus provides a degree of flexibility which does not presently exist. The successful demonstrations to date will be presented, which includes a realistic HyspIRI decadal mission testbed. Furthermore, benchmarks that were run will also be presented along with future demonstration and benchmark tests planned. Finally, we conclude with implications for the future and how this concept dovetails into efforts to develop "cloud computing" methods and standards.

    Description: The disaster management community has an on-going need for real-time data and information, especially during catastrophic events. Currently, twin engine or jet aircraft with limited altitude and duration capabilities collect much of the data. Flight safety is also an issue. Clearly, much of the needed data could be delivered via over-the-horizon transfer through a uninhabited aerial vehicles (UAV) platform to mission managers at various locations on the ground. In fact, because of the ability to stay aloft for long periods of time, and to fly above dangerous situations, UAV's are ideally suited for disaster missions. There are numerous situations that can be considered disastrous for the human population. Some, such as fire or flood, can continue over a period of days. Disaster management officials rely on data from the site to respond in an optimum way with warnings, evacuations, rescue, relief, and to the extent possible, damage control. Although different types of disasters call for different types of response, most situations can be improved by having visual images and other remotely sensed data available. "Disaster Management" is actually made up of a number of activities, including: - Disaster Prevention and Mitigation - Emergency Response Planning - Disaster Management (real-time deployment of resources, during an event) - Disaster / Risk Modeling All of these activities could benefit from real-time information, but a major focus for UAV-based technology is in real-time deployment of resources (i.e., emergency response teams), based on changing conditions at the location of the event. With all these potential benefits, it is desirable to demonstrate to user agencies the ability to perform disaster management missions as described. The following demonstration project is the first in a program designed to prove the feasibility of supporting disaster missions with UAV technology and suitable communications packages on-board. A several-year program is envisioned, in which a broad range of disaster-related activities are demonstrated to the appropriate user communities.

    Description: The Interagency Coordinating Committee for Airborne Geosciences Research and Applications (ICCAGRA) was established to improve cooperation and communication among agencies sponsoring airborne platforms and instruments for research and applications, and to serve as a resource for senior level management on airborne geosciences issues. The Interagency Working Group for Airborne Data and Telecommunications Systems (IWGADTS) is a subgroup to ICCAGRA for the purpose of developing recommendations leading to increased interoperability among airborne platforms and instrument payloads, producing increased synergy among research programs with similar goals, and enabling the suborbital layer of the Global Earth Observing System of Systems.
