    Notes: Precautionary behavior serves a valuable protective purpose as a first response to the new. It causes a quick retreat to the safety of the familiar; it provides time for a realistic “friend or foe” assessment of a new event. This rational assessment is often delayed by the sluggishness of government bureaucratic processes, or stopped by an implied challenge to a status quo. At the public level, reassurance may be slow to overcome an early uncertainty. However, a precautionary response does not provide an operational governing principle, although it makes publicly plausible an indefinite concealment of de facto political actions, or nonaction. The alternative of rational decision making at the policy level should flow from a comparative benefit/cost/risk analysis. Such early risk analyses have pragmatic uncertainties based on the limited available knowledge base and, accordingly, require judgmental application.

    Notes: Hypothetical fears are concepts, not quantities. Their conceptual nature makes impractical conventional quantitative risk analyses (QRA) based on benefit/cost/risk, so they become an unmeasured influence in national decision making. The decision process involves two steps, the Analytic Stage (QRA based) and the Priority Stage (resource allocation competition). This article suggests that a quantitative estimate of the social cost of fear reduction to acceptable levels be used as a surrogate QRA input to the Priority Stage.

    Notes: The philosophic and practical aspects of intergenerational planning for a 50 – 100-year time frame are reviewed, with recognition of its speculative quality. Society's near term choice of future physical pathways based on comparative quantitative benefit/cost/risk analyses of alternatives is usually modified by the intervention of a variety of time-dependent, nontechnical value systems. Further, the continuous competition among society's disparate technical systems, capital investment choices, and planning objectives all contribute to the uncertainty of the intergenerational outcome of any plan. Nevertheless, the quantitative planning process provides an essential base. Benefit/cost/risk projections are discussed for both the case with a historical database and the case without such a historical base. The end-objectives and continuous nature of such benefit/cost/risk analyses are described.

    Notes: Criteria are proposed for both an acceptable upper bound of nuclear power plant risk and a lower bound as a design target. Recognizing that the public risk associated with a power plant can be estimated only by probabilistic analysis of the design features, the spread between the lower design target and the upper bound provides a margin for uncertainty in th probabilistic estimate. The combination of a low probabilistic design target and this margin provides a reasonable expectation that the overall performance will be in the domain of an acceptable risk level. Because the exposure to potential risk is chiefly in the locality of the nuclear station, it is also proposed that compensatory benefits should be provided locally and that these be included as a cost of operation. It is suggested that the upper bound be set at a risk level equivalent to those risks of routine living which are normally accepted, i.e., about 10-4 deaths per year per person (100 deaths/yr/million). The proposed lower design target is 10-8 (0.1 deaths/yr/million), about one-hundredth of the minimal risk from the natural hazards all people are exposed to.
