    CONTRASTS IN COMMUNITY ACTION AND OPINION (1974)

    Notes: . Opinion or attitude surveys and observations of people's actions are complementary research tools, but they often provide different results. This was the case where two communities, one rural, one suburban, made waste water management decisions which would promote population growth while survey data indicated that community attitudes were neutral or slightly opposed to population growth. Observation of action, and expanding the range of survey response variation revealed that the structure of both community opinion and action was primarily influenced by small groups of people with very strong feelings favoring and disfavoring population growth. Those with very strong feelings were the ones observed to be acting to promote or retard growth.

    Notes: : The Tualatin is the first watershed in Oregon to implement the Total Maximum Daily Load provisions of the Clean Water Act to deal with nonpoint source pollution. Local officials cite residential yard care practices as potential contributors to nonpoint source pollution in the basin. Qualitative and quantitative methods, including observation of yard maintenance styles, suggest behaviors potentially harmful to water quality and conservation. Yard maintenance is influenced by the importance of neighborhood appearance and concern for aesthetics. These concerns stimulate residents to water, fertilize, and apply weed control at more frequent intervals than yard care experts recommend. Better understanding of the effects that relations with neighbors and yard maintenance knowledge have on residential yard care practices can help improve water quality.

    Notes: : Oregon watershed council leaders, members, and government supporters are working to improve watershed health. To identify the institutional assets that are most helpful in taking action, we assemble the lessons learned from several synthesis studies. The institutional assets fall into seven categories — leadership, vision, trust, social networks, capital, power, and local and technical knowledge. Scientific knowledge, leadership, vision, and social networks are the assets most widely recognized and available. Power, trust, and capital are challenges that must be met for actions to be successful. Most people affected by watershed council actions can appeal to more powerful interests to get these actions changed. Trust, particularly of scientific recommendations and government, is lacking. This distrust limits opportunities for watershed council actions.

    Notes: Attitudes toward the development of the American West have undergone important changes over the past century just as the nature of water resources as factors in development have changed. Viewing these changes processually, stages for water resources definition and use can be identified in the total process of western cultural development. The first stage involves the value of water resource development as a stimulus to population and economic growth in the West. The second stage, still in process', adopts a dominant cultural norm which sees water resource development as inevitable if not necessary to keep up with growth. A third stage to this evolutionary process is incipient. Future cultural values and thinking with respect to water resource development will be to look at development as a means for controlling or managing both the location and quantity of population and economic growth. To this end planners will have to become concerned with the questions of human adaptation. Concern will have to be given to the problems of getting a living which enables individuals to meet the subsistence needs of self and family, to establishing community which provides for cooperation among individuals and the management of conflict, to establishing improved communication which promotes interpersonal interaction, and for fostering innovation which provides the new ideas necessary to adapt to new environmental situations.,

    Notes: Abstract Law of the Sea negotiations and The Fishery Conservation and Management Act of 1976 create new options in fisheries management. Historical analysis of two major management programs in the United States of America, Columbia River chinook salmon (Oncorhynchus tshawytscha) and Pacific halibut (Hippoglossus stenolepis), shows two unresolved management problems. One is the innovativeness of fishermen in seeking ways to improve their harvests. The other is changing social priorities that are largely unpredictable and outside the control of fisheries managers. A method for analysis of patterning associated with management goals is illustrated. Since the general management goals are harvest improvement and more predictability, measures are used which show the adequacy of fit and reduction in variability between actual and predicted management outcomes.

    Notes: Abstract The responses of ecological computer simulations are significantly changed by the inclusion of human behavior patterns. Two computer simulations illustrate this principle for internal and external decision making. The Northwest Educational Trawler Simulation (NETS) models the interaction between fish populations, fishing effort, markets, and a fishing community. This simulation includes an internal decision making submodel for changing fishing effort based on observed behaviors of fishermen. NOGERO, a simulation of a mythical coastal fishing culture, uses external decision making where simulation users act as stewards. The patterns of model response vary depending on the attitudes and goals of decision makers. This shows how human behavior interacts with ecosystem dynamics to produce a variety of results.

These value judgements result in optimizing some goals over others. Since the public, fishermen, and consumers weight goals differently than managers, frustration and conflict result. The correspondence between social goals specified by the public and those inherent in management concepts needs to be evaluated.
