Addresses the general issue of the effective management of publicrelief programmes. Proposes that in the search for an appropriateguiding framework, public administrators could overcome some of theperennial problems stemming from lack of management continuity betweenad hoc programmes by adopting the so-called "privatizationparadigm". Develops a comparative analysis based on the Bureau ofIndian Affairs' (USA) recent effort to assist American Indians start andmaintain viable business ventures. Argues that the substantialnon-securing management costs of business relief programmes could bereduced if administrators applied management models provided byprivatization theory to the direction of their programmes.
