    Description: Understanding ongoing trends at local level is fundamental in research on climate change. However, in the Global South it is hampered by a lack of data. The scarcity of land-based observed data can be overcome through satellite-derived datasets, although performance varies according to the region. The purpose of this study is to compute the normal monthly values of precipitation for the eight main inhabited areas of North Horr Sub-County, in northern Kenya. The official decadal precipitation dataset from the Kenyan Meteorological Department (KMD), the Global Precipitation Climatology Centre (GPCC) monthly dataset and the Climate Hazards Group Infrared Precipitation with Stations (CHIRPS) monthly dataset are compared with the historical observed data by means of the most common statistical indices. The GPCC showed the best fit for the study area. The Quantile Mapping correction is applied to combine the high resolution of the KMD dataset with the high performance of the GPCC set. A new and more reliable bias-corrected monthly precipitation time series for 1983–2014 results for each location. This dataset allows a detailed description of the precipitation distribution through the year, which can be applied in the climate change adaptation and tailored territorial planning.

    Description: In Kenyan rural areas belonging to the Arid and Semi-Arid Lands (ASALs), water quantity and water quality are major issues for the local population. In North Horr Sub-County water quality is threatened by nitrate contamination due to fecal matter pollution. This research, hence, aims at assessing the vulnerability of open shallow water sources to nitrate contamination due to fecal intrusion following flooding events and nitrate percolation in groundwater. The present research, indeed, provides, on one hand, new insights into the analysis of the vulnerability in a scant data context; on the other hand, it assesses the adaptation measures contained in the local development plan. Applying the reference definition of the Intergovernmental Panel on Climate Change (IPCC), the results demonstrate that the open shallow water sources in the northern part of the sub-county are more vulnerable to nitrate contamination. Furthermore, the consistency of the results proves the suitability of the methodology selected. Understanding the vulnerability at the local scale is key to planning risk-reduction strategies as well to increasing the local population’s knowledge about flood-related risks and water quality.

    Description: Despite the interest in detecting the extremes of climate in the West African Sahel, few studies have been specifically conducted on the Republic of Niger. This research focuses on past, present, and future precipitation trends for the city of Niamey through the combined assessment of WMO precipitation indices using RClimDex and the Standardized Precipitation Index. Past daily precipitation data were derived from a 60-year reconstructed meteorological dataset for the Niamey airport station for the period of 1950–2009 and validated through comparison with an observed time series at Niamey airport (1980–2012). Precipitation analysis confirms the literature’s findings, in particular, a decreasing trend in total precipitation over the period of 1950–2009, and a positive trend for data that spans over the period of 1980–2009, suggesting a precipitation recovery after the dry epoch (1968–1985), even if the deficit with the wettest years in the period of 1950–1968 has not been made up. Furthermore, WATCH-Forcing-Data-ERA-Interim projections, elaborated under RCP 4.5 and RCP 8.5 socio-economic conditions, show that precipitation will increase in the future. Therefore, the Nigerien population will benefit from increased rainfall, but will also have to cope with the exacerbation of both flood and drought risks due to a great interannual variability that can positively or negatively influence water availability.

    Description: Urban flooding has become a serious issue in most Chinese cities due to rapid urbanization and extreme weather, as evidenced by severe events in Beijing (2012), Ningbo (2013), Guangzhou (2015), Wuhan (2016), Shenzhen (2019), and Chongqing (2020). The Chinese “Sponge City Program” (SCP), initiated in 2013 and adopted by 30 pilot cities, is developing solutions to manage urban flood risk, purify stormwater, and provide water storage opportunities for future usage. Emerging challenges to the continued implementation of Sponge Cities include (1) uncertainty regarding future hydrological conditions related to climate change projections, which complicates urban planning and designing infrastructure that will be fit for purpose over its intended operating life, and (2) the competing priorities of stakeholders and their reluctance to make trade-offs, which obstruct future investment in the SCP. Nature-Based Solutions (NBS) is an umbrella concept that emerged from Europe, which encourages the holistic idea of considering wider options that combine “Blue–Green” practices with traditional engineering to deliver “integrated systems of Blue–Green–Grey infrastructure”. NBS includes interventions making use of natural processes and ecosystem services for functional purposes, and this could help to improve current pilot SCP practices. This manuscript reviews the development of the SCP, focusing on its construction and design aspects, and discusses how approaches using NBS could be included in the SCP to tackle not only urban water challenges but also a wide range of social and environmental challenges, including human health, pollution (via nutrients, metals, sediments, plastics, etc.), flood risk, and biodiversity.

    Description: In Sahelian countries, a vast number of people are still affected every year by flood despite the efforts to prevent or mitigate these catastrophic events. This phenomenon is exacerbated by the incessant population growth and the increase of extreme natural events. Hence, the development of flood management strategies such as flood hazard mapping and Early Warning Systems has become a crucial objective for the affected nations. This study presents a comprehensive hazard assessment of the Nigerien reach of the Sirba River, the main tributary Middle Niger River. Hazard thresholds were defined both on hydrological analysis and field effects, according to national guidelines. Non-stationary analyses were carried out to consider changes in the hydrological behavior of the Sirba basin over time. Data from topographical land surveys and discharge gauges collected during the 2018 dry and wet seasons were used to implement the hydraulic numerical model of the analyzed reach. The use of the proposed hydraulic model allowed the delineation of flood hazard maps as well the calculation of the flood propagation time from the upstream hydrometric station and the validation of the rating curves of the two gauging sites. These significative outcomes will allow the implementation of the Early Warning System for the river flood hazard and risk reduction plans preparation for each settlement.

    Description: The Sahelian regions are affected by an increasing number of catastrophic floods in recent years as a consequence of climate and land use/land cover changes. River flow data is key to understanding river behavior and develop flood mitigation and prevention strategies. The present study provides a revision and an update of the existing discharge dataset of the Sirba River with the aim of enhancing the reliability of these data. The revision also includes the recalibration of the Garbey Kourou rating curves. The analysis of the revised discharge time series strengthens the previous findings, evidencing a positive trend in flood frequency and intensity over the entire analyzed period of 1956–2018. This positive trend is more pronounced for the last 40 years due to a significant underestimation of the rating curves used. A relevant finding is a new changepoint in the time series, detected for 2008, which represents the beginning of the period in which the highest flood magnitudes were registered. The effect of land use/land cover changes and climate changes on the water resource is depicted using flow duration curves. This research produces a revised and more reliable discharge time series that will be a new starting point for future hydrological analyses.

    Description: The international debate on resilience has grown around the ability of a community to prepare for and adapt to natural disasters, with a growing interest in holistically understanding complex systems. Although the concept of resilience has been investigated from different perspectives, the lack of understanding of its conceptual comprehensive aspects presents strong limitations for spatial planning and for the adoption of policies and programs for its measurement and achievement. In this paper, we refer to “territorial resilience” as an emerging concept capable of aiding the decision-making process of identifying vulnerabilities and improving the transformation of socio-ecological and technological systems (SETSs). Here, we explore the epistemology of resilience, reviewing the origins and the evolution of this term, providing evidence on how this conceptual umbrella is used by different disciplines to tackle problem-solving that arises from disaster management and command-control practices to augment the robustness. Assuming the SETSs paradigm, the seismic and structural engineering, social sciences and history, urban planning and climatology perspectives intersects providing different analytical levels of resilience, including vulnerability and patrimony from a community and cultural perspective. We conclude that territorial resilience surpasses the analytical barriers between different disciplines, providing a useful concept related to complex problem-solving phenomena for land use planning, opening a new research question: how can territorial resilience be measured, acknowledging different units and levels of analysis aiding decision-making in spatial plans and projects? In attempting to understand a resilient system, quantitative and qualitative measurements are crucial to supporting planning decisions.

    Description: In the last decades, the Sahelian area was hit by an increase of flood events, both in frequency and in magnitude. In order to prevent damages, an early warning system (EWS) has been planned for the Sirba River, the major tributary of the Middle Niger River Basin. The EWS uses the prior notification of Global Flood Awareness System (GloFAS) to realize adaptive measures in the exposed villages. This study analyzed the performances of GloFAS 1.0 and 2.0 at Garbey Kourou. The model verification was performed using continuous and categorical indices computed according to the historical flow series and the flow hazard thresholds. The unsatisfactory reliability of the original forecasts suggested the performing of an optimization to improve the model performances. Therefore, datasets were divided into two periods, 5 years for training and 5 years for validation, and an optimization was conducted applying a linear regression throughout the homogeneous periods of the wet season. The results show that the optimization improved the performances of GloFAS 1.0 and decreased the forecast deficit of GloFAS 2.0. Moreover, it highlighted the fundamental role played by the hazard thresholds in the model evaluation. The optimized GloFAS 2.0 demonstrated performance acceptable in order to be applied in an EWS.
