    Abstract: This book offers a comprehensive guide to the identification, detection, characterization, classification and management of plant pathogens and other beneficial microbes in agriculture.     Abstract: This book reviews the structure, applications, technologies, governance, environmental sustainability, smart communities, gender space and other issues related to smart cities.     Notes: This letter describes the passivation of GaAs field-effect transistors (FET's) using sputtered silicon nitride films. A low-power reactive sputtering process for silicon nitride film deposition was developed and applied to both metal-semiconductor FET (MESFET) and high electron mobility transistor (HEMT) passivation. It is shown that the shifts in the FET parameters such as threshold voltage, breakdown voltage, and transconductance, after nitride deposition, depend not only on the stress states of the nitride films but also on the surface composition and recess geometry of the passivated surfaces. With proper deposition parameters, the sputtered silicon nitride film can be successfully used for both MESFET and HEMT passivation with only minor degradation (less than 10%) of the device performance.

    Notes: (Ba,Ca)TiO3 samples with the ratio of (Ba+Ca) to Ti as unity but prepared by (i) a semiwet route involving (Ba,Ca)CO3 solid solution precursors and TiO2 and (ii) the conventional dry route involving BaCO3, CaCO3, and TiO2 powders, exhibit diffuse and BaTiO3-type sharp ferroelectric phase transitions, respectively. Rietveld analysis of neutron powder diffraction data from the two types of samples shows that, whereas in the samples prepared by the semiwet route, Ca2+ exclusively occupies the Ba2+ site, nearly half of the substituted Ca2+ occupies the Ti4+ site in the case of samples prepared by the dry route. We show that Ca replacement at the Ba site leads to diffuseness whereas Ca introduction at the Ti site leads to sharpening of the transition. To our knowledge, this is the first clear demonstration of the powder synthesis procedure affecting the substitutional sites in multicomponent ceramics and this, in turn, influencing their physical behavior drastically.

    Notes: Over the past five years, the e-rate program has been instrumental in reducing the digital divide in America's schools. However, right from its inception, a number of controversies have surrounded the program including the right of the FCC to impose a "tax" on the telecommunications industry, the status of the Universal Service Administration Company, allegations of fraud in the allocation of funds to schools and libraries, and questions whether Internet access to schools was furthering the cause of educational equity. A number of these questions have been settled through court cases and administrative reform, but doubts about the future of the program still persist so much so that the US Congress is currently considering proposals to terminate or reform the e-rate program. Keeping in mind these controversies and the achievements to date of the program, this paper compares a number of policy proposals that have been put forward recently. It recommends among other things that the future effectiveness of the e-rate program may be best served by enabling a shift of funding from telecommunications access to software and content development.
