    Notes: Abstract This article estimates and evaluates the economic impacts from a catastrophic earthquake within regional and national contexts, emphasising the inter-industry relationship in conjunction with regional commodity flows and the assessment of seismic damages on a transportation network. The analytical methods employed are twofold: a multi-regional input-output model and a regional commodity flow model.Using the above analytical framework, the economic impacts from a catastrophic earthquake are estimated and evaluated based on hypothetical scenarios of the event, by analysing the magnitude and extent of direct and indirect impacts. Furthermore, as possible extensions, the models developed here can be used as tools for strategic management of the recovery and reconstruction efforts after the event.

    Notes: The paper addresses specific problems associated with formulating investment priorities for national road improvements in Korea. More specifically, the objectives of the paper are (1) to present a model for formulating investment priorities for road improvements that may be useful to developing countries. (2) to test the model with simplified data for deriving investment priorities for Korea's road improvements. and (3) to learn lessons that can be applicable to other developing countries with particular respect to recommending investment priorities for road improvements. The study results are useful for planners in developing countries, and also for evaluation analysts in funding institutions who are confronted with evaluating investment priorities for deteriorating road conditions.

    Notes: Abstract. The main purpose of this paper is to explore a possible integration for the entire transportation modeling procedure – from data inventory to future demand forecasting – by implementing integrated land use and transportation models with a geographic information system (GIS). In order to make an integrated, procedural modeling system possible, Land Use and Transportation modeling system with GIS (LUTGIS) has been developed and presented in this paper.  There are four sub-systems in LUTGIS: (1) a data inventory system, (2) a traffic analysis zone generation system, (3) an integrated land use and transportation modeling system, and (4) a graphic user interface (GUI) system. Since the main target of this paper is to explore a possible way to create a viable system, LUTGIS integrates currently available and user-friendly computing technologies. For both transportation planners and administrative decision-makers, such an operable system is very desirable for sharing information so they may arrive at a consensus through the use of LUTGIS, an integrated land use and transportation modeling system.

    Notes: Abstract Nonlinear bilevel programming problems, of which the equilibrium network design problem is one, are extremely difficult to solve. Even if an optimum solution is obtained, there is no sure way of knowing whether the solution is the global optimum or not, due to the nonconvexity of the bilevel programming problem. This paper reviews and discusses recent developments in solution methodologies for nonlinear programming models of the equilibrium network design problem. In particular, it provides a primer for descent-type algorithms reported in the technical literature and proposes certain enhancements thereof.

    Notes: Abstract The study analyzes linkages between the policy recommendation resulting from a multiregional-multicommodity national transportation development model and its implementation programs that the government of Korea has adopted and revised for its Fifth Five Year Development Plans in the transportation sector, examining differences between model results and implementation programs in light of political and socio-economic factors involved during the 1980–1983 period.     Notes: Abstract. Digital spatial data is an attempt to model and describe the real world for use in computer analysis and graphic display of information. To insure that data is not misused; the assumptions and limitations affecting the collection of the data must be fully documented. As geo-spatial data producers and users handle more and more data, proper documentation will provide them with a keener knowledge of their holdings and allow them to better manage data production, storage, updating and reuse.  The need for standards for geo-spatial data becomes, thus, self-explanatory. The objective of the standard is to provide a clear procedure for the description of digital geo-spatial datasets so users will be able to determine whether the data in a holding will be of use to them and how to access the data. One of the important standards in GIS is metadata. Metadata allows a producer to fully describe a dataset so users can understand the assumptions and limitations and evaluate the dataset's applicability for their intended use.  A number of metadata are being used or are being proposed worldwide. This paper reviews eight important metadata structures in current use or development in order to develop an alternative simpler, yet inclusive, globally applicable metadata standard.

    Notes: Abstract In the United States, the Clean Air Act Amendments of 1977 require that all non-attainment metropolitan areas evaluate the potential of transportation controls in meeting 1982 National Ambient Air Quality Standards. Many of these controls are designed to impact on mobile source emissions by altering vehicular speed. The paper discusses differences in results obtained by two alternative methods for estimating the same area's mobile source emissions. The findings suggest that alternative zonal speed aggregation procedures can lead to widely diverging emission estimates. The paper further discusses the inherent assumptions in the aggregation procedures and the potential consequences of their uses in transportation planning for air quality controls.
