    Notizen: ‘Tax avoidance’ and ‘tax evasion’ are terms so frequently referred to in economic and business relationships today that they constitute part of our conversational language and people in general use these terms even without knowing their exact meaning and difference. Whereas tax avoidance implies a situation in which the taxpayer reduces his tax liability by taking advantage of the loop-holes and ambiguities in the legal provisions, in the case of tax evasion, facts are deliberately misinterpreted and the tax liability is understated. Thus, while tax avoidance is perfectly legal and is, at times, referred to as ‘tax planning’, tax evasion is illegal and, therefore, carries with it the risk of penalties and prosecutions under the tax laws. As such, the black economy comprises the sum total of all the various methods of tax evasion but does not include tax avoidance. Accordingly, whereas the consequences of the two phenomena are different for the taxpayers, both reduce the revenue of the Exchequer and consequently need to be checked to the greatest extent possible.

    Notizen: Abstract A novel hardware architecture for extracting region boundaries in two raster scan passes through a binary image is presented. The first pass gathers statistics regarding the size of each object contour. This information is used by the hardware to allocate dynamically off-chip memory for storage of boundary codes. In the second raster pass the same architecture constructs lists of grid-joint codes to represent the perimeter pixels of each object. These codes, referred to variously as “crack” codes or “raster-chain” codes in the literature, are later decoded by the hardware to reproduce the ordered sequence of coordinates surrounding each object. This list of coordinates is useful for a variety of shape recognition and manipulation algorithms that utilize boundary information. We present results of software simulations of the VLSI architecture, along with measurements on the coding efficiency of the basic algorithm, and estimates of the overall complexity of a proposed VLSI chip.

    Notizen: Abstract. Typical digital video search is based on queries involving a single shot. We generalize this problem by allowing queries that involve a video clip (say, a 10-s video segment). We propose two schemes: (i) retrieval based on key frames follows the traditional approach of identifying shots, computing key frames from a video, and then extracting image features around the key frames. For each key frame in the query, a similarity value (using color, texture, and motion) is obtained with respect to the key frames in the database video. Consecutive key frames in the database video that are highly similar to the query key frames are then used to generate the set of retrieved video clips. (ii) In retrieval using sub-sampled frames, we uniformly sub-sample the query clip as well as the database video. Retrieval is based on matching color and texture features of the sub-sampled frames. Initial experiments on two video databases (basketball video with approximately 16,000 frames and a CNN news video with approximately 20,000 frames) show promising results. Additional experiments using segments from one basketball video as query and a different basketball video as the database show the effectiveness of feature representation and matching schemes.

    Notizen: Abstract Three-dimensional object recognition entails a number of fundamental problems in computer vision: representation of a 3D object, identification of the object from its image, estimation of its position and orientation, and registration of multiple views of the object for automatic model construction. This paper surveys three of those topics, namely representation, matching, and pose estimation. It also presents an overview of the free-form surface matching problem, and describes COSMOS, our framework for representing and recognizing free-form objects. The COSMOS system recognizes arbitrarily curved 3D rigid objects from a single view using dense surface data. We present both the theoretical aspects and the experimental results of a prototype recognition system based on COSMOS.

    Notizen: Abstract This paper presents a new approach to the extraction of the contour of a moving object. The method is based on the fusion of a motion segmentation technique using image subtraction and a color segmentation technique based on the split-and-merge paradigm and edge information obtained from using the Canny edge detector. The advantages of this method are the following: it can detect large moving objects, the background can be arbitrarily complicated and contain many nonmoving objects, and it requires only three image frames that need not be consecutive provided that the moving object is entirely contained in the three frames. It is assumed that there is only one moving object in the image and the objects are not blurred by their motion so that the edges in the image are sharp. The method was applied to road images containing a moving vehicle, and the results show that the contour was correctly extracted in 18 of the 20 cases. We show that this contour extraction method gives good results for other types of moving objects as well. We also describe how the extracted contour can be used to classify a given vehicle into five generic categories. In this study, 19 out of the 20 vehicles were correctly classified. These results demonstrate that integration of multiple cues obtained from relatively simple image analysis techniques leads to a robust extraction of the object of interest in complex outdoor scenes.

    Beschreibung: Human identification by fingerprints is based on the fundamental premise that ridge patterns from distinct fingers are different (uniqueness) and a fingerprint pattern does not change over time (persistence). Although the uniqueness of fingerprints has been investigated by developing statistical models to estimate the probability of error in comparing two random samples of fingerprints, the persistence of fingerprints has remained a general belief based on only a few case studies. In this study, fingerprint match (similarity) scores are analyzed by multilevel statistical models with covariates such as time interval between two fingerprints in comparison, subject’s age, and fingerprint image quality. Longitudinal fingerprint records of 15,597 subjects are sampled from an operational fingerprint database such that each individual has at least five 10-print records over a minimum time span of 5 y. In regard to the persistence of fingerprints, the longitudinal analysis on a single (right index) finger demonstrates that (i) genuine match scores tend to significantly decrease when time interval between two fingerprints in comparison increases, whereas the change in impostor match scores is negligible; and (ii) fingerprint recognition accuracy at operational settings, nevertheless, tends to be stable as the time interval increases up to 12 y, the maximum time span in the dataset. However, the uncertainty of temporal stability of fingerprint recognition accuracy becomes substantially large if either of the two fingerprints being compared is of poor quality. The conclusions drawn from 10-finger fusion analysis coincide with the conclusions from single-finger analysis.
