    Description: This book intends to provide a continuous assessment of the crisis in governance in Africa. As it is, there are huge deficits in the capacity of African states to harness vast human and material resources to promote good governance. This manifests in pervasive corruption, collapsed service delivery, collapsed state-owned enterprises, eroded social trust, capital flight, escalating levels of poverty and wars, human insecurity, and stunted growth. The public sector is the pulse of service delivery because the entire governance system revolves around the sourcing of materials and services, mostly from the private sector, in order to achieve its public policy intents. The procurement process, therefore, ordinarily ought to yield positive economic outcomes and an efficiency-driven system in favour of the government itself and its service recipients. However, this more often than not is not the case. Despite its enormous wealth, the African continent is in an economic quagmire, a dilemma that requires multi-facet research activities. This is the motivation for this book.

    Description: Coping has a myriad of facets: knowledge concerning the circumstances of threats to emotional and physical well being, the ability to meet immediate needs to mitigate, the potential for recurrence, the ability to apply efforts and resources to manage recurrence, and the complex assessment of competing motivations and changing circumstances. Successful coping is measured in the efficiency of efforts in balance with the degree of threat and likelihood of future occurrence. As one means of coping, avoidance encompass thoughts and efforts toward prevention of future aversive experiences and events. Anxiety disorders exemplify an extreme bias toward avoidance. A diathesis learning model focuses research efforts on individual vulnerabilities to acquire and express avoidance, the neurobiology of avoidance learning and its attendant circuitry. A fundamental understanding of avoidance through a diathesis learning model offers will facilitate the development of effective treatment protocols in alleviating anxiety disorders.

    Description: Designing and developing new aircraft systems is time-consuming and expensive. Computational simulation is a promising means for reducing design cycle times, but requires a flexible software environment capable of integrating advanced multidisciplinary and multifidelity analysis methods, dynamically managing data across heterogeneous computing platforms, and distributing computationally complex tasks. Web-based simulation, with its emphasis on collaborative composition of simulation models, distributed heterogeneous execution, and dynamic multimedia documentation, has the potential to meet these requirements. This paper outlines the current aircraft design process, highlighting its problems and complexities, and presents our vision of an aircraft design process using Web-based modeling and simulation.

    Description: The International Space Station (ISS) Environmental Control and Life Support (ECLS) system includes regenerative and non-regenerative technologies that provide the basic life support functions to support the crew, while maintaining a safe and habitable shirtsleeve environment. This paper provides a summary of the U.S. ECLS system activities over the past year, covering the period of time between March 2008 and February 2009. The ISS continued permanent crew operations, with the continuation of Phase 3 of the ISS Assembly Sequence. Work continues on the last of the Phase 3 pressurized elements and the continued manufacturing and testing of the regenerative ECLS equipment.

    Description: We present a new set of global and local sea‐level projections at example tide gauge locations under the RCP2.6, RCP4.5 and RCP8.5 emissions scenarios. Compared to the CMIP5‐based sea‐level projections presented in IPCC AR5, we introduce a number of methodological innovations, including: (i) more comprehensive treatment of uncertainties; (ii) direct traceability between global and local projections; (iii) exploratory extended projections to 2300 based on emulation of individual CMIP5 models. Combining the projections with observed tide gauge records, we explore the contribution to total variance that arises from sea‐level variability, different emissions scenarios and model uncertainty. For the period out to 2300 we further breakdown the model uncertainty by sea‐level component and consider the dependence on geographic location, time horizon and emissions scenario. Our analysis highlights the importance of variability for sea‐level change in the coming decades and the potential value of annual‐to‐decadal predictions of local sea‐level change. Projections to 2300 show a substantial degree of committed sea‐level rise under all emissions scenarios considered and highlights the reduced future risk associated with RCP2.6 and RCP4.5 compared to RCP8.5. Tide gauge locations can show large (〉 50%) departures from the global average, in some cases even reversing the sign of the change. While uncertainty in projections of the future Antarctic ice dynamic response tends to dominate post‐2100, we see a substantial differences in the breakdown of model variance as a function of location, timescale and emissions scenario.
