Conclusions The commission of experts of the Government Committee for Construction of the USSR gave a general evaluation of the design and construction of the Plyavin'sk hydroelectric plant, in which it is stated that the construction of this plant is an example of creative purposeful work of a collective of designers, scientific workers, constructors, and operators. At the same time, it is recommended that the Ministry of Power and Electrification of the USSR put into effect the following measures: a) in order to provide a wide dissemination of the experience with the design, construction, and operation of the Plyavin'sk hydroelectric plant, to speed up the publication of the technical reports from the Gidroproekt Institute on the design, construction, and experience with its operation; b) to make wider use in the reinforced-concrete structures of the projected hydraulic developments of the precast reinforced concrete elements used at the Plyavin'sk plant; c) to apply at other construction projects of the Ministry the experience with the operating control of the quality of the construction-erection work; d) with a view to increasing the power effectiveness of the Plyavin'sk hydroelectric plant and of all the plants being constructed on the Lower Daugav, to ensure the required financing contemplated under the Five-Year Plan for the period 1971–1975, and to expand the Kegumsk hydroelectric plant, in order to speed up the introduction of highly effective additional capacity; e) to work out measures for eliminating the design and technical deficiencies discovered in the design and construction of the Plyavin'sk plant, and to control the introduction of these measures.
