    Description: Issues and studies involved in the process for developing earth to orbit (ETO) space transportation options are listed. Space transportation options must consider not only future national needs, but how such options best fit into an overall space transportation architecture. Using total architecture life cycle cost, for example, as an optimization factor may suggest different vehicle options for various payload classes and missions. NASA studies of vehicle options over the past several years have examined these relationships. Air and ground launch concepts and airbreathing systems are covered.

    Description: The paper discusses the process and measures involved in the design and development efforts now underway to achieve the construction of a new NASA/DOD heavy-lift launch system, the National Launch System. Special attention is given to the extensive technology development program initiated with the purpose of achieving robustness, operability, and low cost per flight for the NLS.     Description: In August of 1982, an internal NASA team was chartered by the Associate Administrators for the Office of Space Flight (OFS) and the Office of Aeronautics and Space Technology (OAST) to assess the status of the nation's liquid chemical space propulsion test facilities and their adequacy to support current, near-term, and long-range national program requirements. This paper describes the results of that assessment, including the government and industry test capabilities in exisitence at that time, facility deficiencies that existed relative to what was needed to meet the perceived future test requirements, an integrated facility implementation plan recommended by the team, and the state of the liquid rocket propulsion industry at the time the assessment was made.

    Description: The critical technology requirements of space power for future NASA missions such as humans on Mars and the lunar base mission are reviewed, and ongoing research and technology efforts are discussed. Activities of the new Civil Space Technology Initiative will focus on photovoltaic and solar dynamic conversion system technologies with relevant electrical and thermal energy storage devices. Advanced solar array systems with specific powers of 300 W/kg are projected. The electrochemical energy storage goal is to improve the energy density by a factor of five up to 100 W h/kg, and the solar dynamic technology goal is to develop power systems with a specific power of 20 W/kg.

    Description: NASA's Office of Aeronautics and Space Technology has undertaken a series of manned space presence-development efforts under the aegis of the Civil Space Technology Initiative (CSTI) and Project Pathfinder. Typical of these CSTI efforts is the Aeroassist Flight Experiment, which will demonstrate techniques suitable in aerobrake design for slow trajectories to Mars and for lunar mission return. Long-duration human operations in space are a major element of Pathfinder, giving attention to such problems as space radiation exposure effects that could be several orders of magnitude greater on interplanetary exploration missions than on typical Space Shuttle flights. Mars Observer and Lunar Observer orbital missions are planned as a steppingstone to manned planetary exploration.

    Description: The newly developed microgravity Research Program Office was created to consolidate and integrate NASA's microgravity research efforts, comprised of the microgravity Science and Applications Program and Space Product Development Program. This resulted in an integrated agency program serving the science and industrial research communities, providing leadership, management, direction and overview of all agency microgravity research activities. This paper provides an overview of NASA's microgravity Research Program, with particular emphasis on the Space Product Development Program activities, the potential economic impact and quality of life improvements resulting from this research, and future plans for commercial microgravity research in space. The goal of the Space Product Development Program is to facilitate the use of space for commercial products and services. The unique attributes of space are exploited to conduct industry driven research in the areas of crystallography, bio-systems, agriculture, electronic and non-electronic materials. Industry uses the knowledge gained from focused space research to create new products and processes, to gain economic competitive advantages, to create new jobs and improve the quality of life on earth. The objectives of the program are implemented through NASA's Commercial Space Centers, non-profit consortia of industry, academia and government, that provide the mechanism for communication and technical expert exchange between NASA and industry. Over 200 commercial research activities have been conducted by the Commercial Space Centers and their industrial affiliates over the last four and one-half years during Space Shuttle mission, as well as sounding rocket flights. The results of this research will have a significant impact on competitive products, jobs and quality of life improvements.

    Description: The status of the existing space transportation systems in the U.S. and options for increased capability is being examined in the context of mission requirements, options for new vehicles, cost to operate the existing vehicles, cost to develop new vehicles, and the capabilities and plans of other suppliers. This assessment is addressing the need to build and resupply the space station, to maintain necessary military assets in a rapidly changing world, and to continue a competitive commercial space transportation industry. The Department of Defense (DOD) and NASA each conducted an 'access to space' study using a common mission model but with the emphasis on their unique requirements. Both studies considered three options: maintain and improve the existing capability, build a new launch vehicle using contemporary technology, and build a new launch vehicle using advanced technology. While no decisions have been made on a course of action, it will be influenced by the availability of funds in the U.S. budget, the changing need for military space assets, the increasing competition among space launch suppliers, and the emerging opportunity for an advanced technology, low cost system and international partnerships to develop it.

    Description: The prospects for the use of nuclear thermal rockets in manned interplanetary exploration are examined. These rockets offer the possibility for trip times on the order of a year or less in the next two decades. Mission prospects for gas-core concepts are emphasized, showing how such concepts meet the mission requirements.
