Notes: Discusses how many competitive initiatives have been implemented in the quest for competitive advantage; however, these initiatives have frequently failed to yield the sought after improvements in firm competitiveness. Part of the implementation problem is that strategic initiatives often lack the organizational support needed for success. To understand the linkage better between strategic intent and value-added performance, looks at the relationships that exist between strategy, measurement, and operational performance. Reveals that significant gaps exist between selected strategic priorities and both measurement capabilities and performance. Suggests expanding measurement horizons to include a broader range of non-traditional measures. By increasing strategic alignment companies can expect to increase their competitive performance.

Notes: The terminology "supply chain management" is used frequently in today's materials management environment and is generally associated with advanced information technologies, rapid and responsive logistics service, effective supplier management, and increasingly with customer relationship management. Most materials managers are familiar with the supply chain mantra of "suppliers' supplier to customers' customer". However, experience shows that few companies are actually engaged in such extensive supply chain integration. To obtain an accurate view of SCM as it is currently practiced, the experience and insight of industry managers engaged in supply chain initiatives was sought via a multi-method empirical approach involving both surveys and case study interviews. The findings reveal that supply chain practice seldom resembles the theoretical ideal. Three different levels of SCM implementation are identified and a series of limiting factors are discussed. Managers must recognize the tension that exists between SCM's competitive potential and the inherent difficulty of collaboration.

Notes: The complexity, uncertainty, and diminished control found in global operations hinder the development of world-class competencies. For example, as a firm rationalizes manufacturing, logistical challenges increase. As a result, cost advantages achieved through production sharing are often offset by higher logistics costs. This multi-method explores the cross-functional development of quality and cost competencies in an international production sharing setting. Overall, the study found that information and planning capabilities are vital antecedants to cost and quality competencies. The impact of cost on a firm's performance is direct, while the impact of quality is indirect, through productivity enhancements.

Notes: Co-production through maquiladora operations has become an increasingly popular approach to meeting the competitive challenges presented by economic globalization. To take full advantage of the benefits available through co-production, a comprehensive logistics system must be put in place to support the geographically separated production activities. This article explores the level of emphasis companies place on logistics issues in the initial decision to establish maquiladora operations. Findings indicate that much greater emphasis is placed on manufacturing issues than on logistics issues; however, those firms that were classified as high-emphasis firms experienced higher levels of performance than low-emphasis firms.

Notes: Suggests that much of the competitive dilemma experienced by US andEuropean firms in recent years is a result of a persistent failure tomanage the firm as a cohesive value-added system. The complexity of theinteractions among the firm's value-added abilities underlies thischallenge of integrating the firm's value-added activities. Presents aparadigm of the firm that provides both a rationale and a starting pointfor the integration of the firm's value-added materials managementactivities. Suggests a framework, the essence of which is that customervalue is added by the functional areas only when consistency existsamong decisions made in each of four major decision areas. Addressesinformation and measurement issues as facilitators which link thedecisions areas and bridge the gaps among the functional areas.

Notes: Increasing competitive parity in the areas of cost and quality hasforced global manufacturers to seek other sources of competitiveadvantage with new product development rapidly becoming the focal pointin the quest for sustained growth and profitability. The essence oftoday's new product development strategies is the simultaneousdevelopment of the new product and the accompanying manufacturingprocess such that quality is enhanced, costs reduced, and lead timesshortened. The implementation of the integrated product development(IPD) process has come to depend on the use of multi-functional teams.Today, outside suppliers represent increasingly important members of thenew product development team. Supplier involvement promotes betterresource utilization, the development and sharing of technologicalexpertise, and network effectiveness. Explores the state of supplierinvolvement in the IPD process, and compares the practices of US andEuropean firms.

Notes: The growth of production-sharing activities in Mexico hashighlighted the need to explore the nature and competitive impact ofproduction sharing. Presents and discusses some of the experiences firmscan expect to encounter in Mexican operations. Uses an interviewmethodology to collect data regarding key manufacturing and logisticsissues. Chooses to take an integrated approach that looks at bothmanufacturing and logistics at the same time because important cost andperformance trade-offs exist that influence the long-term attractivenessof Mexican operations. Discovers tremendous diversity existing in almostall operating areas and that progress is being made towards theestablishment of world-class logistics and manufacturing practices.

Notes: Notes the various factors, e.g. increased domestic production costs, which have led many US firms to pursue production sharing efforts in overseas regions. Also that areas having attractive trade relationships with the USA have become particularly favourable locations for investment in production facilities catering to export markets. Cites the Caribbean Basin Initiative (CBI), established in 1982, as one trade agreement which has resulted in increased production sharing ventures due to liberal import-export legislation. Notes, however, that these overseas facilities, traditionally are characterized by increased transportation costs and related logistics problems. Investigates the current logistics performance within the value-added strategies of North American firms operating in the Caribbean Basin. A survey of corporate managers responsible for strategic business unit operations was conducted in order to understand better the relative importance of logistics related priorities and information gathering capabilities, the nature of production sharing within the CBI, and the logistics performance of the firms within this region. Discusses managerial implications and conclusions.

Notes: For people to be the bridge to competitiveness, they must be hired and trained not simply for the work their hands can do, but also for their ability to think and learn and make a difference. Building a learning workforce requires that managers cultivate a great working environment and a culture of empowerment. To understand how to manage people so that they become the catalyst to competitive success, a multi-method research study was undertaken that combined both secondary and primary research techniques. The findings revealed that the characteristics of a great working environment include the following: compensation that communicates that people truly are valued, exceptional facilities, a facilitative company culture, good relations between management and employees, a flexible work place, a family-friendly culture, and investments in employee competencies. Similarly, a culture of empowerment is built on a foundation of affirmation, belonging, and competence. Unfortunately, few companies understand that antecedents of effective people management and even fewer are willing to make the sustained investments required to harness the learning and passion of the workforce. Tremendous opportunities exist to leverage the human resource for competitive advantage.
