    Description: The Center for Remote Sensing at Michigan State University is developing a statewide data base of land-surface information on an ERDAS 400 microcomputer system. The raster file structure uses 1 square-kilometer grid cells and contains 633 columns and 733 rows. The initial elements of this data base include (1) augmented Level I land cover; (2) average available soil water capacity; (3) topographic information; and (4) multiple-vector, windward distance to the Great Lakes. Other elements will be added to the data base in the future in order to serve the multidisciplinary needs of the research community at Michigan State University.

    Description: A set of photo interpretation keys is presented to provide a structured approach to the identification of land cover/use categories as specified in the Michigan Resource Inventory Act. The designated categories are urban and; built up lands; agricultural lands; forest land; nonforested land; water bodies; wetlands; and barren land. The keys were developed for use with medium scale (1:20,000 to 1:24,000) color infrared aerial photography. Although each key is generalized in that it relies only upon the most distinguishing photo characteristics in separating the various land cover/use categories, additional interpretation characteristics, distinguishing features and background material are given.

    Description: Aerial photography and information system technology were used to generate information required for the effective operation of three water-related programs in Michigan. Potential mosquito breeding sites were identified from specially acquired low altitude 70 mm color photography for the city of Lansing; the inventory identified 35% more surface water areas than indicated on existing field maps. A comprehensive inventory of surface water sources and potential access sites was prepared to assist fire departments in Antrim County with fire truck water-recharge operations. Remotely-sensed land cover/use data for Windsor Township, Eaton County, were integrated with other resource data into a computer-based information system for regional water quality studies. Eleven thematic maps focusing on landscape features affecting non-point water pollution and waste disposal were generated from analyses of a four-hectare grid-based data file containing land cover/use, soils, topographic and geologic (well-log) data.

    Description: This paper introduces a general procedure for automatic registration of two images which may have translational, rotational, and scaling differences. This procedure involves (1) segmentation of the images, (2) isolation of dominant objects from the images, (3) determination of corresponding objects in the two images, and (4) estimation of transformation parameters using the center of gravities of objects as control points. An example is given which uses this technique to register two images which have translational, rotational, and scaling differences.

    Description: The accuracy of mapping and estimating the area of forestlands in southwestern Michigan from winter and fall LANDSAT images was evaluated. All omission and commission errors in the LANDSAT forest maps were identified and mapped through comparison with an existing detailed forest cover type map. Accuracies ranged from 74.0% to 98.5% and were higher for the winter imagery. Most errors (85%) occurred along the perimeter of forestlands and were less than 4 hectares (10 acres) and size. Other factors affecting interpretation are reported as well as time and image availability considerations.

    Description: State and regional planning agencies in Michigan are aware of remote sensing technology, however, many agencies at the county and township level have not been introduced to its potential. This paper describes an educational effort undertaken by the MSU Remote Sensing Project and the Michigan Cooperative Extension Service aimed at reaching local decision makers. Remote sensing materials and a questionnaire were used to elicit interest and aid in planning the program. A series of seven workshops were held throughout Michigan for governmental officials and the staff of public agencies from 38 counties. Emphasis was placed on the characteristics, availability and usefulness of remotely-sensed data through a series of successful applications conducted in the state. The workshops were highly successful and many local decision makers are not aware of a new tool to call upon in their responses to land use and natural resource concerns.

    Description: This report describes a computer-based information system designed to assist in the integration of commonly available spatial data for regional planning and resource analysis. The Resource Analysis Program (RAP) provides a variety of analytical and mapping phases for single factor or multi-factor analyses. The unique analytical and graphic capabilities of RAP are demonstrated with a study conducted in Windsor Township, Eaton County, Michigan. For this study, soil, land cover/use, topographic and geological maps were used as a data base to develop an eleven map portfolio. The major themes of the portfolio are land cover/use, nonpoint water pollution, waste disposal, and ground water recharge.

    Description: The procedures and costs associated with mapping land cover/use and forest resources from high altitude color infrared (CIR) imagery are documented through an evaluation of several inventory efforts. CIR photos (1:36,000) were used to classify the forests of Mason County, Michigan into six species groups, three stocking levels, and three maturity classes at a cost of $4.58/sq. km. The forest data allow the pinpointing of marketable concentrations of selected timber types, and facilitate the establishment of new forest management cooperatives. Land cover/use maps and area tabulations were prepared from small scale CIR photography at a cost of $4.28/sq. km. and $3.03/sq. km. to support regional planning programs of two Michigan agencies. procedures were also developed to facilitate analysis of this data with other natural resource information. Eleven thematic maps were generated from Windsor Township, Michigan at a cost of $1,500 by integrating grid-geocoded land cover/use, soils, topographic, and well log data using an analytical computer program.
