    Description / Table of Contents: Zusammenfassung Die plastische Wellengeschwindigkeit eines dünnwandigen Rohres aus geschwindigkeitsunempfindlichem Werkstoff unter kombinierter Axial- und Torsionsbelastung kann in geschlossener Form ermittelt werden. Für einen gegebenen Spannungszustand wird die Wellengeschwindigkeit bestimmt, ausgehend von Theorien die sich in der Berücksichtigung der radialen Trägheit unterscheiden. Für Axialspannungszustände wird gezeigt, daß für bestimmte Werte des Tangentenmoduls die Geschwindigkeit schneller und langsamer Wellen mit der elastischer Scherwellen übereinstimmt und die Berücksichtigung der radialen Trägheit diese kritischen Werte des Tangentenmoduls deutlich beeinflußt.
    Notes: Summary The plastic wave speeds in a thin-walled tube of rate insensitive material subject to combined axial and torsional loading may be calculated in closed form. For a given stress state the wave speeds are determined from theories which differ in their formulation only by the inclusion of radial inertia. For axial stress states it is shown that for specific values of the tangent modulus both the fast and slow wave speeds coincide with the elastic shear wave speed and that the inclusion of radial inertia markedly affects these critical values of tangent modulus.

    Description: The meaningful evaluation of the NASA Space Grant Consortium and Fellowship Programs must overcome unusual difficulties: (1) the program, in its infancy, is undergoing dynamic change; (2) the several state consortia and universities have widely divergent parochial goals that defy a uniform evaluative process; and (3) the pilot-sized consortium programs require that the evaluative process be economical in human costs less the process of evaluation comprise the effectiveness of the programs they are meant to assess. This paper represents an attempt to assess the context in which evaluation is to be conducted, the goals and limitations inherent to the evaluation, and to recommend appropriate guidelines for evaluation.
