    Description: Tropospheric winds are an important driver of the design and operation of space launch vehicles. Multiple types of weather balloons and Doppler Radar Wind Profiler (DRWP) systems exist at NASA's Kennedy Space Center (KSC), co-located on the United States Air Force's (USAF) Eastern Range (ER) at the Cape Canaveral Air Force Station (CCAFS), that are capable of measuring atmospheric winds. Meteorological data gathered by these instruments are being used in the design of NASA's Space Launch System (SLS) and other space launch vehicles, and will be used during the day-of-launch (DOL) of SLS to aid in loads and trajectory analyses. For the purpose of SLS day-of-launch needs, the balloons have the altitude coverage needed, but take over an hour to reach the maximum altitude and can drift far from the vehicle's path. The DRWPs have the spatial and temporal resolutions needed, but do not provide complete altitude coverage. Therefore, the Natural Environments Branch (EV44) at Marshall Space Flight Center (MSFC) developed the Profile Envision and Splice Tool (PRESTO) to combine balloon profiles and profiles from multiple DRWPs, filter the spliced profile to a common wavelength, and allow the operator to generate output files as well as to visualize the inputs and the spliced profile for SLS DOL operations. PRESTO was developed in Python taking advantage of NumPy and SciPy for the splicing procedure, matplotlib for the visualization, and Tkinter for the execution of the graphical user interface (GUI). This paper describes in detail the Python coding implementation for the splicing, filtering, and visualization methodology used in PRESTO.

    Description: NASA's LSP and other programs at Vandenberg Air Force Base (VAFB) use wind forecasts issued by the 30th Operational Support Squadron (30 OSS) to determine if they need to limit activities or protect property such as a launch vehicle due to the occurrence of warning level winds at VAFB in California. The 30 OSS tasked the AMU to provide a wind forecasting capability to improve wind warning forecasts and enhance the safety of their customers' operations. This would allow 30 OSS forecasters to evaluate pressure gradient thresholds between pairs of regional observing stations to help determine the onset and duration of warning category winds. Development of such a tool will require that solid relationships exist between wind speed and the pressure gradient of one or more station pairs. As part of this task, the AMU will also create a statistical climatology of meteorological observations from the VAFB wind towers.

    Description: SLS heritage hardware and legacy designs have shown load exceedances at several locations during Design Analysis Cycles (DAC): MPCV Z bending moments; ICPS Electro-Mechanical Actuator (EMA) loads; Core Stage loads just downstream of Booster forward interface. SLS Buffet Loads Mitigation Task Team (BLMTT) tasked to study issue. Identified low frequency buffet load responses are a function of the vehicle's total angle of attack (AlphaTotal). SLS DOL Wind Biasing Trade team to analyze DOL wind biasing methods to limit maximum AlphaTotal in the M0.8 - 2.0 altitude region for EM-1 and EM-2 missions through investigating: Trajectory design process; Wind wavelength filtering options; Launch availability; DOL process to achieve shorter processing/uplink timeline.     Description: Space launch vehicles develop day-of-launch steering commands based upon the upper-level atmospheric environments in order to alleviate wind induced structural loading and optimize ascent trajectory. Historically, upper-level wind measurements to support launch operations at the National Aeronautics and Space Administration's (NASA's) Kennedy Space Center co-located on the United States Air Force's Eastern Range (ER) at the Cape Canaveral Air Force Station use high-resolution rawinsondes. One inherent limitation with rawinsondes consists of taking approximately one hour to generate a vertically complete wind profile. Additionally, rawinsonde drift during ascent by the ambient wind environment can result in the balloon being hundreds of kilometers down range, which results in questioning whether the measured winds represent the wind environment the vehicle will experience during ascent. This paper will describe the use of balloon profile databases to statistically assess the drift distance away from the ER launch complexes during rawinsonde ascent as a function of season and discuss an alternative method to measure upper level wind environments in closer proximity to the vehicle trajectory launching from the ER.

    Description: This paper presents results of the new Kennedy Space Center (KSC) 50-MHz Doppler Radar Wind Profiler (DRWP) Operational Acceptance Test (OAT). The goal of the OAT was to verify the data quality of the new DRWP against the performance of the previous DRWP in order to use wind data derived by the new DRWP for space launch vehicle operations support at the Eastern Range. The previous DRWP was used as a situational awareness asset for mission operations to identify rapid changes in the wind environment that weather balloons cannot depict. The Marshall Space Flight Center's Natural Environments Branch assessed data from the new DRWP collected during Jan-Feb 2015 against a specified set of test criteria. Data examination verified that the DRWP provides complete profiles every five minutes from 1.8-19.5 km in vertical increments of 150 m. Analysis of 49 concurrent DRWP and balloon profiles presented root mean square wind component differences around 2.0 m/s. Evaluation of the DRWP's coherence between five-minute wind pairs found the effective vertical resolution to be Nyquist-limited at 300 m for both wind components. In addition, the sensitivity to rejecting data that do not have adequate signal was quantified. This paper documents the data, quality control procedures, methodology, and results of each analysis.

    Description: Atmospheric wind data are required by space launch vehicles in order to assess flight vehicle loads and performance on day-of-launch. Space launch ranges at NASA's Kennedy Space Center co-located with the United States Air Force's (USAF) Eastern Range (ER) at Cape Canaveral Air Force Station and USAF's Western Range (WR) at Vandenberg Air Force Base have extensive networks of in-situ and remote sensing instrumentation to measure atmospheric winds. Each instrument's technique to measure winds has advantages and disadvantages in regards to use within vehicle trajectory analyses. Balloons measure wind at all altitudes necessary for vehicle assessments, but two primary disadvantages exist when applying balloon output. First, balloons require approximately one hour to reach required altitudes. Second, balloons are steered by atmospheric winds down range of the launch site that could significantly differ from those winds along the vehicle ascent trajectory. These issues are mitigated by use of vertically pointing Doppler Radar Wind Profilers (DRWPs). However, multiple DRWP instruments are required to provide wind data over altitude ranges necessary for vehicle trajectory assessments. The various DRWP systems have different operating configurations resulting in different temporal and spatial sampling intervals. Therefore, software was developed to combine data from both DRWP-generated profiles into a single profile for use in vehicle trajectory analyses. This paper will present details of the splicing software algorithms and will provide sample output.

    Description: The National Aeronautics and Space Administration's (NASA) Kennedy Space Center (KSC) operates a 48-MHz Tropospheric/Stratospheric Doppler Radar Wind Profiler (TDRWP) on a continual basis generating wind profiles between 2-19 km (approximately 6.6-62.3 kft) in the support of space launch vehicle operations. A benefit of the continual operability of the system is the ability to provide unique observations of severe weather events such as hurricanes. On the evening of 10 September 2017, Hurricane Irma passed within 160 km (87 nmi) to the west of KSC through the middle of the Florida peninsula. The hurricane was responsible for power outages to approximately 2/3 of Florida's population (Stein, 2017). This paper will provide an overview of the TDRWP system, describe the characteristics of the wind observations from the TDRWP during Irma passage, provide a comparison to previous TDRWP observations from Hurricane Matthew in 2016, and provide the location where TDRWP data is available to the meteorological community.

    Description: The National Aeronautics and Space Administration's (NASA) Marshall Space Flight Center (MSFC) Natural Environments Branch (EV44) has provided atmospheric databases and analysis in support of space vehicle design and day-of-launch operations for NASA and commercial launch vehicle programs launching from the NASA Kennedy Space Center (KSC), co-located on the United States Air Force's Eastern Range (ER) at the Cape Canaveral Air Force Station. The ER is one of the most heavily instrumented sites in the United States measuring various atmospheric parameters on a continuous basis. An inherent challenge with the large databases that EV44 receives from the ER consists of ensuring erroneous data are removed from the databases, and thus excluded from launch vehicle design analyses. EV44 has put forth great effort in developing quality control (QC) procedures for individual meteorological instruments; however, no standard QC procedures for all databases currently exist resulting in QC databases that have inconsistencies in variables, methodologies, and periods of record. The goal of this activity is to use the previous efforts by EV44 to develop a standardized set of QC procedures from which to build flags within the meteorological databases from KSC and the ER, while maintaining open communication with end users from the launch community to develop ways to improve, adapt and grow the QC database. Details of the QC checks are described. The flagged data points will be plotted in a graphical user interface (GUI) as part of a manual confirmation that the flagged data do indeed need to be removed from the archive. As the rate of launches increases with additional launch vehicle programs, more emphasis is being placed to continually update and check weather databases for data quality before use in launch vehicle design and certification analyses.

    Description: Atmospheric parameters are essential in assessing the flight performance of aerospace vehicles. The effects of the Earth's atmosphere on aerospace vehicles influence various aspects of the vehicle during ascent ranging from its flight trajectory to the structural dynamics and aerodynamic heatmg on the vehicle. Atmospheric databases charactenzing the wind and thermodynamic environments, known as Range Reference Atmospheres (RRA), have been developed at space launch ranges by a governmental interagency working group for use by aerospace vehicle programs. The National Aeronantics and Space Administration's (NASA) Space Shuttle Program (SSP), which launches from Kennedy Space Center, utilizes atmosphenc statistics derived from the Cape Canaveral Air Force Station Range Reference Atmosphere (CCAFS RRA) database to evaluate environmental constraints on various aspects of the vehlcle during ascent.
