    Notes: Several investigators have developed hierarchically structured maximal covering location problems, especially for hierarchies with two levels such as clinics and hospitals: Moore and ReVelle developed and applied a hierarchical covering model to a medical service delivery problem in Houduras; and Church and Falon developed two alternate model forms of hierarchical covering that were applied to a medical services planning, problem in Colombia. In this paper, we proposed a hybrid formulation that encompasses all three of these previous models and which allows for the trade-off of up of four different objectives. This new model formulation is also an improvement in that it has a significantly more efficient and compact structure, even while encompassing a more complete location problem, of which the three previous works are special cases. Example solutions are given for two different data sels involving regions in Colombia and Uganda. In addition, two further model formulations of a closely related nature are presented without computational results.

    Notes: The maximal covering location problem is based on locating p facilities in such a manner that coverage is maximized within set distance or time standards. This problem has been extended in a number of different ways where the main theme still involves locating a fixed number of facilities. In many applications site costs are not equal; this should cast doubt on the use of a constraint that fixes the number of facilities at a given number as compared to an approach that minimizes site costs and maximizes coverage. This paper addresses the use of site costs in a maximal covering location problem and presents several approaches to solutions, along with computational results. Theoretical linkages to other location models are also presented.

    Notes: With few exceptions, public facility location models have considered facility accessibility to be solely a function of spatial distribution relative to demand. In this paper, we expand this definition to recognize a temporal component as well, A model is presented that optimally locates a given number of facilities and simultaneously schedules their operations to maximize accessibility to demand. In addition, for the special case when facilities already exist, a model is presented that focuses solely on the optimal scheduling of facility operations. Test results indicate that these models may have significant and varied implications for locational and policy analysis.

    Notes: : The minimization of the sum of absolute deviations and the minimization of the absolute maximum deviation (mini-max) were transformed into equivalent linear programs for the estimation of parameters in a transient and linear hydrologic system. It is demonstrated that these two methods yield viable parameter estimates that are globally optimal and reproduce properly the timing and magnitude of hydrologic events and associated variables such as total runoff. The two linear estimation methods compared favorably with the popular least-squares nonlinear estimation method. The generality of the theoretical developments shows that linear program equivalents are adequate competitors of nonlinear methods of hydrologic estimation and parameter calibration.

    Notes: Location models continue to be recognized as valuable tools for providing insights to decision makers regarding the impacts and relative attributes of potential planning alternatives. An important area of current location modeling research has been devoted to issues associated with siting undesirable facilities. A number of approaches for addressing equity and community impact in locating these facilities are reviewed and developed in this article. Application results for the planning models presented in this article demonstrate their relative benefits and solution characteristics.

    Notes: Many public facility location models have been developed using maximum service distance criteria. Most of these models can be classified as covering models. This paper expands on the notion of service coverage where the value of coverage is not a constant as in previous models. This varying coverage value when coupled with the Maximal Covering Location Problem yields a set of new models which are more complex but still tractable. These new models provide an approach that is sensitive to many of the issues found in public facility location. Both convex and nonconvex coverage functions are discussed along with their potential use in locating noxious activities.

    A comparison of two baseline screening approaches to regional energy facility siting (1981)

    Notes: Abstract Of the many approaches that might be used by policy makers to simulate the future locational pattern of energy facilities, baseline screening is the most straightforward. Based upon some composite of siting criteria measured for appropriate areal units, decision rules are developed to site energy facilities needed for projected demands. Two baseline methods, one developed at Oak Ridge National Laboratory and the other at Teknekron, Inc. are computerized and applied to the six state Middle Atlantic region. An earlier multiobjective optimization model developed by The Johns Hopkins University for the same region is used as a benchmark against which to compare the screening approaches. Both baseline models are found deficient when a trade-off between environmental suitability and economic efficiency is desired. A multiobjective heuristic model and an optimal transshipment model are developed to overcome the deficiencies inherent in baseline screening approaches.
