Abstract A formal comparative description of international system operation in the presence and in the absence of force as a perturbing factor is proposed. In Section I a model of international system structure and behavior is sketched. Section II deals with models of goal-oriented behavior of individual actor-States, and Section III with the relationship between individual and collective behavior. Section IV contains a formal description of the force-factor in international relations, its operation, and its perturbing effects. In Section V a measure of political manageability of international relations is proposed. Section VI contains conclusions related to conditions for improving a given international conjuncture. Thus it is proved that, under certain hypotheses, the increasing participation in the international game, the independence of partners, and especially the nonuse of force are factors that improve the political manageability of world affairs.
