    Description: One of the performance goals for NASA's enterprise of Human Exploration and Development of Space (HEDS) is to develop methods, data bases, and validating tests for material flammability characterization, hazard reduction, and fire detection/suppression strategies for spacecraft and extraterrestrial habitats. This work addresses these needs by applying the fundamental knowledge gained from low stretch experiments to the development of a normal gravity low stretch material flammability test method. The concept of the apparatus being developed uses the low stretch geometry to simulate the conditions of the extraterrestrial environment through proper scaling of the sample dimensions to reduce the buoyant stretch in normal gravity. The apparatus uses controlled forced-air flow to augment the low stretch to levels which simulate Lunar or Martian gravity levels. In addition, the effect of imposed radiant heat flux on material flammability can be studied with the cone heater. After breadboard testing, the apparatus will be integrated into NASA's White Sands Test Facility's Atmosphere-Controlled Cone Calorimeter for evaluation as a new materials screening test method.

    Description: The development of standards and standard activities at the JSC White Sands Test Facility (WSTF) has been expanded to include the transfer of technology and standards to voluntary consensus organizations in five technical areas of importance to NASA. This effort is in direct response to the National Technology Transfer Act designed to accelerate transfer of technology to industry and promote government-industry partnerships. Technology transfer is especially important for WSTF, whose longterm mission has been to develop and provide vital propellant safety and hazards information to aerospace designers, operations personnel, and safety personnel. Meeting this mission is being accomplished through the preparation of consensus guidelines and standards, propellant hazards analysis protocols, and safety courses for the propellant use of hydrogen, oxygen, and hypergols, as well as the design and inspection of spacecraft pressure vessels and the use of pyrovalves in spacecraft propulsion systems. The overall WSTF technology transfer program is described and the current status of technology transfer activities are summarized.

    Description: The standard oxygen consumption (cone) calorimeter (described in ASTM E 1354 and NASA STD 6001 Test 2) is modified to provide a bench-scale test environment that simulates the low velocity buoyant or ventilation flow generated by or around a burning surface in a spacecraft or extraterrestrial gravity level. The Equivalent Low Stretch Apparatus (ELSA) uses an inverted cone geometry with the sample burning in a ceiling fire (stagnation flow) configuration. For a fixed radiant flux, ignition delay times for characterization material PMMA are shown to decrease by a factor of three at low stretch, demonstrating that ignition delay times determined from normal cone tests significantly underestimate the risk in microgravity. The critical heat flux for ignition is found to be lowered at low stretch as the convective cooling is reduced. At the limit of no stretch, any heat flux that exceeds the surface radiative loss at the surface ignition temperature is sufficient for ignition. Regression rates for PMMA increase with heat flux and stretch rate, but regression rates are much more sensitive to heat flux at the low stretch rates, where a modest increase in heat flux of 25 kW/m2 increases the burning rates by an order of magnitude. The global equivalence ratio of these flames is very fuel rich, and the quantity of CO produced in this configuration is significantly higher than standard cone tests. These results [2] demonstrate the ELSA apparatus allows us to conduct normal gravity experiments that accurately and quantifiably evaluate a material s flammability characteristics in the real-use environment of spacecraft or extra-terrestrial gravitational acceleration. These results also demonstrate that current NASA STD 6001 Test 2 (standard cone) is not conservative since it evaluates materials flammability with a much higher inherent buoyant convective flow.

Prototype unit testing results are presented in this paper. Ignition delay times and regression rates for PMMA are presented over a range of radiant heat flux levels and equivalent stretch rates which demonstrate the ability of ELSA to simulate key features of microgravity and extraterrestrial fire behavior.

    Description: The objective of this research is to modify the well-instrumented standard cone configuration to provide a reproducible bench-scale test environment that simulates the buoyant or ventilation flow that would be generated by or around a burning surface in a spacecraft or extraterrestrial gravity level. We will then develop a standard test method with pass-fail criteria for future use in spacecraft materials flammability screening. (For example, dripping of molten material will be an automatic fail.)

    Description: A theoretical investigation of the factors controlling the stress rupture life of the National Aeronautics and Space Administration's (NASA) composite overwrapped pressure vessels (COPVs) continues. Kevlar (DuPont) fiber overwrapped tanks are of particular concern due to their long usage and the poorly understood stress rupture process in Kevlar filaments. Existing long term data show that the rupture process is a function of stress, temperature and time. However due to the presence of a load sharing liner, the manufacturing induced residual stresses and the complex mechanical response, the state of actual fiber stress in flight hardware and test articles is not clearly known. This paper is a companion to a previously reported experimental investigation and develops a theoretical framework necessary to design full-scale pathfinder experiments and accurately interpret the experimentally observed deformation and failure mechanisms leading up to static burst in COPVs. The fundamental mechanical response of COPVs is described using linear elasticity and thin shell theory and discussed in comparison to existing experimental observations. These comparisons reveal discrepancies between physical data and the current analytical results and suggest that the vessel s residual stress state and the spatial stress distribution as a function of pressure may be completely different from predictions based upon existing linear elastic analyses. The 3D elasticity of transversely isotropic spherical shells demonstrates that an overly compliant transverse stiffness relative to membrane stiffness can account for some of this by shifting a thin shell problem well into the realm of thick shell response. The use of calibration procedures are demonstrated as calibrated thin shell model results and finite element results are shown to be in good agreement with the experimental results. The successes reported here have lead to continuing work with full scale testing of larger NASA COPV hardware.

    Description: ASTM G 86 and ASTM G 74 are commonly used to evaluate materials susceptibility to ignition in liquid and gaseous oxygen systems. However, the methods have been known for their lack of repeatability. The inherent problems identified with the test logic would either not allow precise identification or the magnitude of problems related to running the tests, such as lack of consistency of systems performance, lack of adherence to procedures, etc. Excessive variability leads to increasing instances of accepting the null hypothesis erroneously, and so to the false logical deduction that problems are nonexistent when they really do exist. This paper attempts to develop and recommend an approach that could lead to increased accuracy in problem diagnostics by using the 50% reactivity point, which has been shown to be more repeatable. The initial tests conducted indicate that PTFE and Viton A (for pneumatic impact) and Buna S (for mechanical impact) would be good choices for additional testing and consideration for inter-laboratory evaluations. The approach presented could also be used to evaluate variable effects with increased confidence and tolerance optimization.

    Description: Studies were conducted of the detonation of gas-phase mixtures of n-hexane and JP-4, with oxidizers as varied as air and pure oxygen, measuring detonation velocities and cell sizes as a function of stoichiometry and diluent concentration. The induction length of a one-dimensional Zeldovich-von Neumann-Doering detonation was calculated on the basis of a theoretical model that employed the reaction kinetics of the hydrocarbon fuels used. Critical energy and critical tube diameter are compared for a relative measure of the heavy hydrocarbon fuels studied; detonation sensitivity appears to increase slightly with increasing carbon number.
