    Notes: The potential welfare gains from further liberalizing agricultural markets are shown in this paper to be huge, both absolutely and relative to gains from liberalizing textiles or other manufacturing, according to new simulation results of the Global Trade Analysis Project. The probability of the WTO delivering sizeable farm protection cuts in the next round of multilateral trade negotiations would be greater if industrial and service sector negotiations were undertaken simultaneously as part of a comprehensive new round. The immediate challenge for analysts and negotiators is to identify and assess feasible policy packages that facilitate genuine agricultural reform rather than encourage inefficient re-instrumentation of farm support measures. Such assessment will require significant improvements in both analytical tools and databases.

    Notes: Abstract.  China's rapid industrialization and recent accession to the WTO makes it difficult for the country to maintain self-sufficiency in agricultural products. Genetic modification technology could ease the situation, but is not without controversy. This paper focuses on the implication of GMO controversy for China. It explores the potential economic effects of China's not adopting versus adopting GMOs when some of its trading partners adopt that technology. The effects are shown to depend to a considerable extent on the trade policy stance taken in high-income countries that are opposed to GMOs, and/or on the liberalization of China's trade in textiles and apparel.

    Notes: The rise in intraregional trade shares and the proliferation of regional trade agreements does not necessarily mean economies excluded from those agreements are harmed. Trade data show that the share of each region's GDP that is traded extraregionally has been growing steadily following its fall in the 1930s. That is, the rapid growth of OECD countries' trade among neighbors has been accompanied by (albeit somewhat less rapid) growth in extraregional trade. This does not constitute proof that regional agreements benefit outsiders, but it at least throws doubt on the opposite conclusion.

    Notes: After a brief review of the literature to the early 1970s, this paper assesses the contributions by economists during the past three decades to measuring the distortionary effects of trade policies. It does not pretend to be a comprehensive survey, but draws on selections from the literature that give a sense of the distance the profession has travelled from a trade policy practitioner's viewpoint since Corden's first paper on the subject in 1957. Phenomenal though that progress has been, there is ample room for further improvement in computing the economic (and other) effects of trade-related policies and their reform. The paper concludes with suggestions of where the priorities should be in global modelling of trade policy reform, as the world moves into the next round of multilateral trade negotiations.

    Notes: This paper examines the extent to which various regions, and the world as a whole, could gain from multilateral trade reform over the next decade. The World Bank's Linkage model of the global economy is employed to examine the impact first of current trade barriers and agricultural subsidies, and then of possible outcomes from the WTO's Doha Round. The results suggest moving to free global merchandise trade would boost real incomes in sub-Saharan Africa and Southeast Asia (and in Cairns Group countries) proportionately more than in other developing countries or high-income countries. Real returns to farmland and unskilled labour, and real net farm incomes, would rise substantially in those developing-country regions, thereby helping to reduce poverty. A Doha partial liberalisation could take the world some way towards those desirable outcomes, but more so the more agricultural subsidies are disciplined and applied tariffs are cut, and the more not just high-income but also developing countries choose to engage in the process of reform.
