Notizen: This paper looks at a model in which two countries trade agricultural and manufactured commodities. The manufactured-goods sector produces with increasing returns to scale under conditions of monopolistic competition. It is shown that an increase in land endowment (or an increase in agricultural productivity) can have negative welfare implications for both countries. This outcome can result under three different scenarios: asymmetries across countries, i.e. a North-South model, a neoclassical labor market instead of a Lewisian market in the home country, and alternative utility functions.

Notizen: In a reciprocal market model with imperfectly competitive firms, domestic policies will differ across countries that are economically and politically diverse. We explore the implications of this standard result with regard to harmonization of environmental policies between corrupt and non-corrupt countries. Imposing a more stringent policy on a non-corrupt government will be welfare reducing to the 'receiving' country, but may be welfare enhancing for the 'imposing' country. However, where environmental standards are under the control of a corrupt government, it is possible that harmonization is welfare enhancing to both countries.

Notizen: Edward Barbier and Geoffrey Heal explain an emerging field aimed at valuing ecosystems, whose purpose is to help policy makers decide things like how best to get New York clean water or the role that expanded wetlands might play in limiting storm damage in New Orleans.

Notizen: The global market failure problem of international biodiversity loss can be mitigated through the use of trade interventions or by the creation of new international markets and institutions for the global environmental benefits generated by the biodiversity conserved by host countries. However, it may be difficult to reach a mutually agreed "trade for nature" deal when the biodiversity in the host country is threatened mainly by habitat conversion. On the other hand, if the threat is from over-exploitation, unilateral trade interventions by the recipient countries are also likely. Although there may be strong incentives for the latter countries to negotiate an international biodiversity agreement, if such incentives exist, then these countries may act unilaterally to compensate host countries for their conservation efforts. Rich countries therefore need convincing that they are likely to gain from reducing global biodiversity loss.

Notizen: This paper uses panel analyses to estimate relationships for agricultural planted area and beef cattle numbers at the state level in Mexico during the period 1970–85, in order to determine the main factors affecting forest land conversion. Of the key policy variables, maize and fertilizer prices appear to be the main influences on the expansion of planted area, whereas beef prices and credit disbursement influence cattle numbers. Population growth also affects both livestock and agricultural activities, and income per capita is positively correlated with cattle expansion. These estimated relationships are used to examine the effects both of agricultural and livestock sectoral policy changes and of trade liberalization in Mexico resulting from the North American Free Trade Agreement (NAFTA). To avoid any unintended impacts of NAFTA on deforestation, it may be necessary for Mexico to make complementary investments in land improvements, especially for existing cultivation on rainfed land.
