Debido al riesgo en que se encuentran los habitantes de las zonas costeras colombianas ante una amenaza de ascenso del nivel medio del mar y por otra parte, debido también a la ausencia de Modelos Digitales del Terreno (DTM´s) con exactitud horizontal y vertical centimétrica, se establecieron espacialmente las zonas del litoral Caribe colombiano que se inundarán en el sector de la Boquilla, así como también se evaluaron los efectos de esta inundación sobre la población y sus viviendas, a través de la utilización de las tecnologías del sensor LIDAR (Light Detection and Ranging), cámara métrica digital y del SIG ArcGis 9.0. En términos de alcance y relevancia, los resultados de la investigación proporcionan un elemento de soporte técnico para la toma de decisiones relacionadas con el control y administración de los litorales por parte de la Autoridad Marítima Nacional (DIMAR) y de sus Capitanías de Puerto.
El desarrollo de la investigación incluyó la toma de fotografías aéreas digitales simultáneamente con la operación del sensor LIDAR, la posterior ortorectificación digital del material aerofotográfico y el filtrado de la información tridimensional obtenida con el sensor LIDAR durante su operación en Diciembre de 2005; así como también la adopción de escenarios de inundación, la utilización de las funciones del SIG ArcGis 9.0
para la generación de los DTM´s; la recopilación de información sobre cantidad de población y sus viviendas; la determinación del riesgo y finalmente, la evaluación de la cantidad de población afectada. Los resultados de la investigación además, de la utilidad para la Autoridad Marítima Nacional, proporcionan información adecuada para el conocimiento, análisis y gestión del riesgo debido al ascenso del nivel medio del mar en el litoral Caribe colombiano, por parte de autoridades nacionales, regionales y locales, encargadas de formular y poner en marcha, las políticas de desarrollo social y económico del país.

Due to the risk in that the inhabitants of the Colombian coastal areas can be by an event of sea level rise, and on the other hand, the absence of Digital Terrain Models (DTM´s)
with horizontal and vertical accuracy of centimeters, it was stablished the colombian Caribbean littoral areas that will be flooded in the Boquilla sector, as well as the effects of this flood on the population and their housings, through the use of the technologies of LIDAR (Light Detection and Ranging) sensor, digital metric camera and the ArcGis 9.0. In reach terms and relevance, the results of the research provides technical support elements for the taking of decisions related with the control and administration of coasts by National Maritime Authority (DIMAR) and their Captaincies of Port.
The development of the research included the simultaneously taking of digital aerial
photographs with the operation of LIDAR sensor, the later digital orthorectificación of the photographs and the filtrate of the threedimensional information obtained with the LIDAR sensor during its operation in December 2005; as well as the adoption of flood scenarios, the use of the functions of the ArcGis 9.0 for the generation of the DTM´s; the compile of information about the quantity of population and its housings; the determination of the risk and finally, the evaluation of the quantity of affected population. The results of the investigation in adition, of the utility for the National Maritime Authority, they provide useful information for the knowledge, analysis and administration of the risk due sea level rise in the colombian Caribbean coasts to national, regional and local authorities, responsaibles of to formulate and to start up social and economic policies.
