    Description: The primary goal of the NASA New Millennium Program (NMP) is to develop technology for use on future operational missions. The Program consists of two thrust areas, one oriented towards developing technologies for Deep Space Probes and one oriented towards developing technology for Earth Observing Probes. Each thrust area intends to fly several technology demonstrator space designated DS-X and EO-X respectively where X is the mission number. Each mission has an approximately $100 million cap on total mission cost. The EO-1 mission has been selected and is under development. The instrument discussed here was submitted by NASA MSFC as a potential candidate for the EO-2 or EO-3 missions due to launch in 2001 and late 2002 or early 2003 respectively. This report summarizes and follows the format of the material provided to NMP.

    Description: A brief description of enhancements made to the NASA MSFC coherent lidar model is provided. Notable improvements are the addition of routines to automatically determine the 3 dB misalignment loss angle and the backscatter value at which the probability of a good estimate (for a maximum likelihood estimator) falls to 50%. The ability to automatically generate energy/aperture parametrization (EAP) plots which include the effects of angular misalignment has been added. These EAP plots make it very easy to see that for any practical system where there is some degree of misalignment then there is an optimum telescope diameter for which the laser pulse energy required to achieve a particular sensitivity is minimized. Increasing the telescope diameter above this will result in a reduction of sensitivity. These parameterizations also clearly show that the alignment tolerances at shorter wavelengths are much stricter than those at longer wavelengths. A brief outline of the NASA MSFC AEOLUS program is given and a summary of the lidar designs considered during the program is presented. A discussion of some of the design trades is performed both in the text and in a conference publication attached as an appendix.

    Description: The Laser Communication Relay Demonstration is NASAs multi-year demonstration of laser communication to a geosynchronous satellite. We are currently assembling the optical system for the first of the two baseline ground stations. The optical system consists of an adaptive optics system, the transmit system and a camera for target acquisition. The adaptive optics system is responsible for compensating the downlink beam for atmospheric turbulence and coupling it into the modems single mode fiber. The adaptive optics system is a woofer/tweeter design, with one deformable mirror correcting for low spatial frequencies with large amplitude and a second deformable mirror correcting for high spatial frequencies with small amplitude. The system uses a Shack-Hartmann wavefront sensor. The transmit system relays four beacon beams and one communication laser to the telescope for propagation to the space terminal. Both the uplink and downlink beams are centered at 1.55 microns. We present an overview of the design of the system as well as performance predictions including time series of coupling efficiency and expected uplink beam quality.

    Description: As a precursor to and validation of the core technology necessary for NASA's Active Sensing of CO2 Emissions over Nights, Days,and Seasons (ASCENDS) mission, we flew JPL's Carbon Dioxide Laser Absorption Spectrometer (CO2LAS) in a campaign of five flights onboard NASA's DC-8 Airborne Laboratory in July 2010. This is the latest in a series of annual flight campaigns that began in 2006, and our first on the DC-8 aircraft.

    Description: An evaluation of the performance of a coherent Doppler lidar proposed by a team comprising the NASA Marshall Space Flight Center, Lockheed Martin Space Company, University of Wisconsin and Los Alamos National Laboratory to NASA's Earth System Science Pathfinder (ESSP) program was performed.     Description: Line of sight velocity and measurement position sensitivity analyses for an orbiting coherent Doppler lidar are developed and applied to two lidars, one with a nadir angle of 30 deg. in a 300 km altitude, 58 deg. inclination orbit and the second for a 45 deg. nadir angle instrument in a 833 km altitude, 89 deg. inclination orbit. The effect of orbit related effects on the backscatter sensitivity of a coherent Doppler lidar is also discussed. Draft performance estimate, error budgets and payload accommodation requirements for the SPARCLE (Space Readiness Coherent Lidar) instrument were also developed and documented.

    Description: The final report for work done during the reporting period of January 25, 1990 to January 24, 1991 is presented. A literature survey was conducted to identify the required parameters for effective preionization in TEA CO2 lasers and the methods and techniques for characterizing preionizers are reviewed. A numerical model of the LP-140 cavity was used to determine the cause of the transverse mode stability improvement obtained when the cavity was lengthened. The measurement of the voltage and current discharge pulses on the LP-140 were obtained and their subsequent analysis resulted in an explanation for the low efficiency of the laser. An assortment of items relating to the development of high-voltage power supplies is also provided. A program for analyzing the frequency chirp data files obtained with the HP time and frequency analyzer is included. A program to calculate the theoretical LIMP chirp is also included and a comparison between experiment and theory is made. A program for calculating the CO2 linewidth and its dependence on gas composition and pressure is presented. The program also calculates the number of axial modes under the FWHM of the line for a given resonator length. A graphical plot of the results is plotted.

    Description: A review of the history and current state of atmospheric sensing lidar from Earth orbit was conducted and it was found that space based earth remote sensing is still in its infancy with only one limited success extended duration autonomous mission to date. An analysis of the basic requirements for some candidate geo-synchronous lidar concepts was completed and it was concluded that significant basic work is required in all areas of lidar development.
