Abstract A topology, larger than the product topology, is presented as a candidate natural topology for the infinite horizon planning problem. This topology is used to define continuity of social preference. Equity is imposed in order to determine whether it is possible to derive a meaningful social preference relation without recourse to discounting. A generalization of one of Diamond's impossibility theorems is proved. Several other results show the difficulty of satisfying equity except in a trivial way.
