    Description: The connection between the Van Kampen and Landau representations of the Vlasov equations has been extended to Fourier-Hermite expansions containing more than 1000 terms by taking advantage of the properties of tridiagonal matrices. These numerical results are regarded as conclusive indications of the nonuniformly convergent behavior of the approximation curve in the limit of an infinite number of terms and represent an extension of work begun by Grant (1967) and by Grant and Feix (1967).

    Description: An extended Kalman filter is used to process line-of-sight measurements to stars and known landmarks providing a statistical indication of performance in estimating spacecraft attitude, orbital ephemeris, and the bias drift of a set of three strapdown gyros. The landmark measurements were assumed to have been taken from the imagery of an Earth-observing multispectral scanner. It is shown that filtering of these noisy measurements results in highly accurate estimates of the above parameters. Results are given showing the sensitivity of performance to various system parameters such as star tracker accuracy, errors in the knowledge of landmark position, and number of stars and landmarks processed.

    Description: A method is proposed to introduce instrumented balloons into tornadoes by means of the radial pressure gradient, which supplies a buoyancy force driving to the center. Presented are analytical expressions, verified by computer calculations, which show the possibility of introducing instrumented balloons into tornadoes at or below the cloud base. The times required to reach the center are small enough that a large fraction of tornadoes are suitable for the technique. An experimental procedure is outlined in which a research airplane puts an instrumented, self-inflating balloon on the track ahead of the tornado. The uninflated balloon waits until the tornado closes to, typically, 750 meters; then it quickly inflates and spirals up and into the core, taking roughly 3 minutes. Since the drive to the center is automatically produced by the radial pressure gradient, a proper launch radius is the only guidance requirement.

    Description: The use of known landmark measurements along with an onboard attitude reference system for estimation of both the ephemeris and attitude of an earth orbiting satellite is discussed. Simulation results are presented which show that, although known landmarks alone do not provide sufficient information to bound the uncertainty in attitude and ephemeris, they are useful in combination with other navigation aids, such as star tracking, ground tracking, or satellite tracking. An extended Kalman filter is used for optimal estimation. The result of using a smoothing algorithm is also shown.

    Description: Addition of an inverted lifting device to a simple balloon probe is shown to make possible low-altitude entry to tornado cores with easier launch conditions than for the simple balloon probe. Balloon-lifter combinations are particularly suitable for penetration of tornadoes with average to strong circulation, but tornadoes of less than average circulation which are inaccessible to simple balloon probes become accessible. The increased launch radius which is needed for access to tornadoes over a wide range of circulation results in entry times of about 3 minutes. For a simple balloon probe the uninflated balloon must be first dropped on, or near, the track of the tornado from a safe distance. The increase in typical launch radius from about 0.75 kilometer to slightly over 1.0 kilometer with a balloon-lifter combination suggests that a direct air launch may be feasible.

    Description: Various types of measurements were studied for estimating the orbit and/or attitude of an Earth Observation Satellite. An investigation was made into the use of known ground targets in the earth sensor imagery, in combination with onboard star sightings and/or range and range rate measurements by ground tracking stations or tracking satellites (TDRSS), to estimate satellite attitude, orbital ephemeris, and gyro bias drift. Generalized measurement equations were derived for star measurements with a particular type of star tracker, and for landmark measurements with a multispectral scanner being proposed for an advanced Earth Observation Satellite. The use of infra-red horizon measurements to estimate the attitude and gyro bias drift of a geosynchronous satellite was explored.
