    Description: Building on a 2010 RAND study of the 30 insurgencies begun and completed between 1978 and 2008, this study added 41 new cases to the data set, allowing comparisons across all 71 insurgencies begun and completed worldwide since World War II to distill the paths to victory. With many more cases to compare, the study was able to more rigorously test the previous findings and address several critical questions that the earlier study could not.

    Description: Insurgency is the most prevalent form of armed conflict and the subject of countless studies, yet the U.S. military has only recently begun to review doctrine and training in this area. An examination of approaches to counterinsurgency from 30 recent resolved campaigns reveals, for example, that good COIN practices tend to "run in packs" and that the balance of selected good and bad practices perfectly predicts the outcome of a conflict.

    Counterinsurgency Scorecard (2023)

    Description: A key finding of previous RAND research on insurgencies worldwide since World War II was that an overall score on a scorecard of 15 equally weighted good and 11 equally weighted bad counterinsurgency factors and practices perfectly discriminated conflicts’ historical outcomes. Using the scorecard approach and an expert elicitation (Delphi) exercise, a RAND study sought to extend the findings to the case of Afghanistan in early 2013.

    Applications of Magnetic Suspension Technology to Large Scale Facilities: Progress, Problems and Promises (1997)

    Description: This paper will briefly review previous work in wind tunnel Magnetic Suspension and Balance Systems (MSBS) and will examine the handful of systems around the world currently known to be in operational condition or undergoing recommissioning. Technical developments emerging from research programs at NASA and elsewhere will be reviewed briefly, where there is potential impact on large-scale MSBSS. The likely aerodynamic applications for large MSBSs will be addressed, since these applications should properly drive system designs. A recently proposed application to ultra-high Reynolds number testing will then be addressed in some detail. Finally, some opinions on the technical feasibility and usefulness of a large MSBS will be given.

    Description: In order to examine the state of technology of all areas of magnetic suspension and to review recent developments in sensors, controls, superconducting magnet technology, and design/implementation practices, the Third International Symposium on Magnetic Suspension Technology was held at the Holiday Inn Capital Plaza in Tallahassee, Florida on 13-15 Dec. 1995. The symposium included 19 sessions in which a total of 55 papers were presented. The technical sessions covered the areas of bearings, superconductivity, vibration isolation, maglev, controls, space applications, general applications, bearing/actuator design, modeling, precision applications, electromagnetic launch and hypersonic maglev, applications of superconductivity, and sensors.
