    Description: Quantitative observational guidelines have been developed for the study and forecasting of mesoscale events and cyclone events; many of these guidelines have resulted from major meteorological field programs. Increasingly sophisticated satellite-borne instruments in low and geosynchronous orbits have provided valuable measurements of these events. The major deficiencies in the measurements taken from geosynchronous orbit today, relative to guidelines, are (1) the lack of temperature profiles and moisture profiles below clouds, and the poor vertical resolution of these profiles; (2) the insufficient combination of spatial resolution and temporal resolution and spectral intervals available in generating images (imaging); and (3) the lack of accurate precipitation mapping. Considerably more-powerful instrumentation is possible on geosynchronous satellites that can substantially reduce these deficiencies. The capability of advanced geosynchronous observations and those expected with future instrumentation in low-orbit are evaluated with respect to tropical cyclone and severe local-storm observational guidelines. A high percentage of the guidelines are expected to be fulfilled with geosynchronous measurements: (1) using microwave instruments for imaging and for obtaining temperature profiles and moisture profiles, (2) very high spectral-resolution infrared profiling, (3) very high spatial-resolution and very high temporal-resolution imaging, and (4) ozone mapping.

    Description: Details of a simulated lightning effects test facility for testing live and inert missiles, motors, and explosive components are described. The test facility is designed to simulate the high current, continuing current, and high rate-of-rise current components of an idealized direct strike lightning waveform. The Lightning Test Facility was in operation since May, 1988, and consists of: 3 separate capacitor banks used to produce the lightning test components; a permanently fixed large steel safety cage for retaining the item under test (should it be ignited during testing); an earth covered bunker housing the control/equipment room; a charge/discharge building containing the charging/discharging switching; a remotely located blockhouse from which the test personnel control hazardous testing; and interconnecting cables.

    Description: This paper describes the airborne differential absorption lidar (DIAL) system developed at the NASA Langley Research Center for remote measurement of water vapor (H2O) and aerosols in the lower atmosphere. The airborne H2O DIAL system was flight tested aboard the NASA Wallops Flight Facility (WFF) Electra aircraft in three separate field deployments between 1989 and 1991. Atmospheric measurements were made under a variety of atmospheric conditions during the flight tests, and several modifications were implemented during this development period to improve system operation. A brief description of the system and major modifications will be presented, and the most significant atmospheric observations will be described.

    Description: The Earth Radiation Budget Experiment (ERBE) observations are just becoming available for scientific use. These represent the third generation of measurements with steadily improving accuracy and resolution. Beginning in the 1960's observations by spherical detectors established the mean albedo of the Earth near 30 percent in substantial variance from presatellite estimates. The Nimbus 6 and 7 wide field of view ERB measurements represent a long-term climatology of measurements at 1000 km resolution. The ERBE measurements introduce higher accuracy and higher space and time resolution result. Comparisons will be presented of several April ERB measurements to illustrate what this improvement in resolution and accuracy can yield. Simultaneous ERBE and Nimbus 7 measurements for April 1985 show nearly identical results on the large scale. Comparison of measurements of direct solar energy from ERBE, Solar Max Mission and Nimbus 7 suggest a 'solar constant' value of 1368 w/sq m for the 1979 to 1986 period. The long-term record of earth radiation budget (Aprils from 1976 to 1985) over large regions is shown to have interannual variation of plus or minus 20 to 30 w/sq. m. The new ERBE data will allow this climate record measurement to continue.

    Description: Results of tropical thin cirrus cloud retrievals using International Satellite Cloud Climatology Project (ISCCP) and Stratospheric Aerosol and Gaseous Experiment (SAGE-II) data from January 1985 are presented. A preliminary analysis of the results shows that thin cirrus increases with increasing height in both data sets, and SAGE-II exhibits a high frequency of occurrence. The thin cirrus extinction coefficient shows maxima around the convective regions of South America and the western Pacific Ocean.

    Description: Special Sensor Microwave Imager (SSM/I) data are analyzed using a new direct method to estimate mean monthly precipitation between 50 deg S and 50 deg N. A brief description of the algorithm used is presented along with preliminary results for January and July 1990. The amounts of the precipitation estimates are in good agreement with the mean monthly climatological values.

    Description: The difference between the brightness temperature structure over a typical tropical rain system and that of the midlatitude thunderstorms is examined. It is also determined how the brightness temperature and the rain rate relationship at the microwave frequencies deviates from that in the thunderstorms. It is shown, in particular, that the theoretical brightness temperature and rain rate relationship at 19.35 GHz provides good estimates of the surface rain rates for either convective or stratiform precipitation, but the relationship at 37 and 85.5 GHz may result in a significant overestimation of surface rain rate, especially for stratiform precipitation.

    Description: The relationship between clear sky water vapor anomalies and the SST anomalies (SSTAs) was investigated with the purpose of providing data for evaluating the clear sky greenhouse effect predicted in many global warming scenarios, by statistically analyzing anomaly data sets of SST and the water vapor anomaly data (obtained by subtracting the mean value of the six years of data for a given month from the observed values). Results show that clear sky water vapor anomalies increase in association with increases in SSTAs. The clear sky water vapor anomalies high in the troposphere were also found to increase with increasing SSTA.

    Description: A simple physical scheme is proposed for retrieving cloud liquid water over the ice-free global oceans from Special Sensor Microwave/Imager (SSM/I) observations. Details of the microwave retrieval scheme are discussed, and the microwave-derived liquid water amounts are compared with the ground radiometer and AVHRR-derived liquid water for stratocumulus clouds off the coast of California. Global distributions of the liquid water path derived by the method proposed here are presented.

    Description: Broadband observations from the Nimbus-7 Earth Radiation Budget (ERB) instrument package were used to calculate the outgoing-longwave-radiation (OLR) anomalies as well as the net balance anomalies. The areas of anomalous net balance and OLR were correlated with the ECMWF 500-mb geopotential height anomalies, and many areas of significant correlation were found. Their most interesting teleconnection area was associated with the net balance anomaly near Indonesia, where a series of alternating correlation waves was found similar to the wave pattern reported by Hoskins and Karoly (1981) in their model study of tropical heat sources. The strongest OLR anomaly correlation occurred in central Pacific.
