    Description: An essential component in global climate research is accurate cloud cover and type determination. Of the two approaches to texture-based classification (statistical and textural), only the former is effective in the classification of natural scenes such as land, ocean, and atmosphere. In the statistical approach that was adopted, parameters characterizing the stochastic properties of the spatial distribution of grey levels in an image are estimated and then used as features for cloud classification. Two types of textural measures were used. One is based on the distribution of the grey level difference vector (GLDV), and the other on a set of textural features derived from the MaxMin cooccurrence matrix (MMCM). The GLDV method looks at the difference D of grey levels at pixels separated by a horizontal distance d and computes several statistics based on this distribution. These are then used as features in subsequent classification. The MaxMin tectural features on the other hand are based on the MMCM, a matrix whose (I,J)th entry give the relative frequency of occurrences of the grey level pair (I,J) that are consecutive and thresholded local extremes separated by a given pixel distance d. Textural measures are then computed based on this matrix in much the same manner as is done in texture computation using the grey level cooccurrence matrix. The database consists of 37 cloud field scenes from LANDSAT imagery using a near IR visible channel. The classification algorithm used is the well known Stepwise Discriminant Analysis. The overall accuracy was estimated by the percentage or correct classifications in each case. It turns out that both types of classifiers, at their best combination of features, and at any given spatial resolution give approximately the same classification accuracy. A neural network based classifier with a feed forward architecture and a back propagation training algorithm is used to increase the classification accuracy, using these two classes of features. Preliminary results based on the GLDV textural features alone look promising.

    Description: Nuclear and radioisotope powered electric thrusters are being developed as primary in-space propulsion systems for potential future robotic and piloted space missions. Possible applications for high power nuclear electric propulsion include orbit raising and maneuvering of large space platforms, lunar and Mars cargo transport, asteroid rendezvous and sample return, and robotic and piloted planetary missions, while lower power radioisotope electric propulsion could significantly enhance or enable some future robotic deep space science missions. This paper provides an overview of recent U.S. high power electric thruster research programs, describing the operating principles, challenges, and status of each technology. Mission analysis is presented that compares the benefits and performance of each thruster type for high priority NASA missions. The status of space nuclear power systems for high power electric propulsion is presented. The paper concludes with a discussion of power and thruster development strategies for future radioisotope electric propulsion systems,

    Description: Stratocumulus cloud fields in the FIRE IFO region are analyzed using LANDSAT Thematic Mapper imagery. Structural properties such as cloud cell size distribution, cell horizontal aspect ratio, fractional coverage and fractal dimension are determined. It is found that stratocumulus cloud number densities are represented by a power law. Cell horizontal aspect ratio has a tendency to increase at large cell sizes, and cells are bi-fractal in nature. Using LANDSAT Multispectral Scanner imagery for twelve selected stratocumulus scenes acquired during previous years, similar structural characteristics are obtained. Cloud field spatial organization also is analyzed. Nearest-neighbor spacings are fit with a number of functions, with Weibull and Gamma distributions providing the best fits. Poisson tests show that the spatial separations are not random. Second order statistics are used to examine clustering.

    Description: A long duration test of the DSl flight spare ion thruster (FT2) is presently being conducted at the Jet Propulsion Laboratory. To, date the thruster has accumulated over 23,500 hours of operation, and 190 kg of Xenon propellant, over 230% of the initial design life. The primary objectives of the test include the processing of 200 kg of Xenon propellant, the identification of unknown failure modes, the characterization and drivers of these failure modes, and to measure performance degradation as the thruster wears. The test is fitted with an extensive array of diagnostics to measure engine wear and performance degradation. To date the most notable erosion processes include severe discharge cathode keeper erosion, accelerator grid erosion, reduction in electrical isolation of the neutralizer assembly, and deposit formation within the neutralizer orifice, reducing margin from plume mode. Over the past 23,500 hours of operation, performance degradation has been minimal, and it is anticipated that the above erosion processes will not preclude the thruster from processing over 200 kg of Xenon.

    Description: A project representing an effort to reprocess the NASA based solar resource data sets is reviewed. The effort represented a collaboration between NASA, NOAA, NREL and the SUNY-Albany and aimed to deliver a 10 km resolution, 3-hourly data set spanning from 1983 through near-present. Part of the project was to transition project capability to NREL for annual processing to extend data set. Due to delays in the key input project called ISCCP, we evaluate only Beta versions of this data set and also introduce the potential use of another NASA Langley based cloud data set for the CERES project. The CERES project uses these cloud properties to compute global top-of-atmosphere and surface fluxes at the 1x1 degree resolution. Here, we also briefly discuss these data sets in potential usage for solar resource benchmarking.

    Description: Background: Considering the likelihood of global climatic weather pattern changes and the global competition for energy resources, there is an increasing need to provide improved and continuously updated global Earth surface solar resource information. Toward this end, a project was funded under the NASA Applied Science program involving the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC), National Renewable Energy Laboratory (NREL), the State University of New York/Albany (SUNY) and the NOAA National Climatic Data Center (NCDC) to provide NREL with a global long-term advanced global solar mapping production system for improved depiction of historical solar resources and variability and to provide a mechanism for continual updates of solar resource information. This new production system is made possible by the efforts of NOAA and NASA to completely reprocess the International Satellite Cloud Climatology Project (ISCCP) data set that provides satellite visible and infrared radiances together with retrieved cloud and surface properties on a 3-hourly basis beginning from July 1983. The old version of the ISCCP data provided this information for all the world TMs available geosynchronous satellite systems and NOAA TMs AVHRR data sets at a 30 km effective resolution. This new version aims to provide a new and improved satellite calibration at an effective 10 km resolution. Thus, working with SUNY, NASA will develop and test an improved production system that will enable NREL to continually update the Earth TM solar resource. Objective and Methods: In this presentation, we provide a general overview of this project together with samples of the new solar irradiance mapped data products and comparisons to surface measurements at various locations across the world. An assessment of the solar resource values relative to calibration uncertainty and assumptions are presented. Errors resulting assumptions in snow cover and background aerosol amount are described. These uncertainties and the statistics of the agreement between the measurements and new satellite estimates are also reviewed and compared to other solar data sets. Findings and Conclusions: Preliminary results show that insolation values show an overall small bias (less than 1%) with a RMS of 25% relative to surface measurements. Exceptions at certain locations were found and will be discussed relative to the uncertainties identified above. Lastly, we will identify the next steps in the development and improvement of this production system including some accuracy goals in preparation for ultimate delivery to NREL.
