    Notes: Abstract Lakes Manapouri and Te Anau, in Fiordland National Park, became the center of a major controversy after the New Zealand government offered their water resource to an overseas aluminum smelting consortium for electricity generation. Although the scheme proceeded, the lake levels were not raised as originally proposed. Rather, government sought guidelines to optimize hydroelectric potential while maintaining ecological stability of the vulnerable, largely forested, glaciated lakeshores. Guidelines were derived by relating the vegetation zonation to the natural lake-level fluctuations recorded daily for 37 years. Ahigh operating range in the upper third of the lakes' natural ranges, based on flood tolerances of the woody shoreline species, restricts both duration and frequency. Alow operating range (ca. lower third) safeguards stability of shoreline sediments by limiting drawn-down rates, duration, and frequency. Themain operating range (ca. middle third) has few limitations. These guidelines, which allow utilization of ca. 93% of the water resource, have now been verified by instances of flooding and draw-down rates that exceeded the natural rates recorded earlier. The guidelines were officially accepted by the government in 1977 as a basis for managing the valuable multiple resources of these two lakes and their environs, and they were formalized in legislation in 1981. The details and merits of the guideline approach are discussed.

    Notes: Short tandem repeat (STR) loci are routinely employed for individual identification. We have examined the performance and reproductibility of a highly informative co-amplification system containing the tetranucleotide STR loci: HUMVWFA31/A, HUMTH01, D20S85, D8S1179, HUMFIBRA, D21S11, and D18S51, in conjunction with the amelogenin sex test, in addition to a modified system omitting the locus D20S85. Polymerase chain reaction (PCR) products were fluorescently detected on an automated sequencer and automatically sized against an internal size standard by Genescan software. Both systems were routinely able to type 500 pg of undegraded DNA. At DNA concentrations between 50-500 pg, partial profiles were produced, but no allelic drop-out was observed. Balanced amplification of all loci occurred over a wide range of DNA concentrations from 50 pg to 10 ng. Alteration of reagent concentrations and cycling parameters from optimal resulted in variation in the efficiency of individual locus amplification relative to the other loci within the system. This was also observed at high ionic strength or extreme pH. However, at all reagent concentrations and conditions, allelic drop-out was not observed. These multiplex systems have potential in both routine forensic and intelligence database applications.

    Description: A jointly optimized coded modulation system is described which was designed, built, and tested by COMSAT Laboratories for NASA LeRC which provides a bandwidth efficiency of 2 bits/s/Hz at an information rate of 160 Mbit/s. A high speed rate 8/9 encoder with a Viterbi decoder and an Octal PSK modem are used to achieve this. The BER performance is approximately 1 dB from the theoretically calculated value for this system at a BER of 5 E-7 under nominal conditions. The system operates in burst mode for downlink applications and tests have demonstrated very little degradation in performance with frequency and level offset. Unique word miss rate measurements were conducted which demonstrate reliable acquisition at low values of Eb/No. Codec self tests have verified the performance of this subsystem in a stand alone mode. The codec is capable of operation at a 200 Mbit/s information rate as demonstrated using a codec test set which introduces noise digitally. The measured performance is within 0.2 dB of the computer simulated predictions. A gate array implementation of the most time critical element of the high speed Viterbi decoder was completed. This gate array add-compare-select chip significantly reduces the power consumption and improves the manufacturability of the decoder. This chip has general application in the implementation of high speed Viterbi decoders.
