    Description: We have measured the spectra of H and He isotopes during the 1987 solar minimum with the cosmic-ray detector system (CRS) on the Voyager 2 spacecraft. By carrying out the measurement near solar minimum and at large heliospheric distances, the effects of solar modulations were reduced. In particular, the adiabatic energy losses were smaller, and these results from 23 AU over the solar minimum period of cycle 21 represent observations at energies not accessible from previous measurements near 1 AU. The modulated spectra with the diffusion coefficient constant k(sub 0) = 3.15 x 10(exp 22) sq cm/s (which corresponds to a solar modulation parameter of 360 MV at 23 AU and 500 MV at 1 AU) agree well with both our data at 23 AU and the previous solar minimum measurements at 1 AU. The measured H-1 and H-2 spectra are both consistent with the calculated spectra, using standard Galactic and heliospheric propagation models without invoking an anomalous hydrogen component. With the fixed modulation parameter of 360 MV, the mean pathlengths, source spectra, and cross sections were varied to study the effects of different input parameters on the spectra and relative abundances. At this stage of our work, we have not found any strong evidence from the low-energy H-2 and He-3 data that H-1 and He-4 should have a different propagation history, or different types of source spectra from the heavier cosmic-ray nuclei.

    Description: The hydromagnetic flow configurations associated with the cosmic ray modulation in 1977-1980 were determined using solar wind plasma and magnetic field data from Voyager 1 and 2 and Helios 1. The modulation was related to two types of large-scale systems of flows: one containing a number of transients such as shocks and postshock flows, the other consisting primarily of a series of quasi-stationary flows following interaction regions containing a stream interface and often bounded by a forward-reverse shock pair. Each of three major episodes of cosmic ray modulation was associated with the passage of a system of transient flows. Plateaus in the cosmic ray intensity-time profile were associated with the passage of systems of corotating streams.

    Description: We report the first observation near Earth of the time behavior of anomalous cosmic-ray N, O, and Ne ions through the period surrounding the maximum of the solar cycle. These observations were made by the Wind spacecraft during the 1995-2002 period spanning times from solar minimum through solar maximum. Comparison of anomalous and galactic cosmic rays provides a powerful tool for the study of the physics of solar modulation throughout the solar cycle.

    Description: The major features of the profile of 〉70 MeV/nuc cosmic ray intensity (CRI) observed by Voyager 1 (V1) in the heliosheath from 2005.8 - 2010.24 are described by the empirical "CR-B" relation as the cumulative effect of variations of the magnetic field strength B. The CRI profile observed by Voyager 2 (V2) from 2008.60 to 2010.28 in the heliosheath is also described by the CR-B relation. On a smaller scale, of the order of a hundred days, a sequence of 3 CRI decreases observed by V1 during 2006 was interpreted as the effect of a propagating interplanetary shock first interacting with the termination shock, then moving past V1, and finally reflecting from the heliopause and propagating back to V1. Our observations show that the second CRI decrease in this sequence began during the passage of a "Global Merged Interaction Region" (GMIR), approx. 40 days after the arrival of the GMIR and its possible shock. The first and third CRI decreases in the sequence were associated with local enhancements of B. The magnetic field observations associated with the second sequence of 3 cosmic ray intensity decreases observed by V1 in 2007/2008 are more difficult to reconcile with the scenario of Webber et al. and the CR-B relation. The discrepancy might indicate the importance of latitudinal effects.

    Description: The isotopic composition of C, N, O, Ne, Mg, Si cosmic ray nuclei has been measured in the energy range 50-200 MeV per nucleon using data collected by the High-Energy Telescope of the cosmic-ray subsystem experiment on the Voyager 1 and 2 spacecraft. These data were collected during the period of minimum solar activity in 1986-1988 at an average distance of 27 AU with an effective solar modulation that was much less than at the Earth. The isotope analysis, based on the energy loss - total energy method, has a mass resolution of 0.2 amu for carbon and 0.4 amu at silicon. We find a (C-13)/(C-12) ratio slightly lower and a (O-18)/(O-16) ratio slightly enhanced over their solar system value. We also observe the previously reported enhancement of the (Ne-22)/(Ne-20) ratio relative to solar at the cosmic-ray source but only a weak, if any, enhancement of the (Mg-25)/(Mg-24), (Mg-26)/(Mg 24), and (Si-30)/(Si-28) ratios.

    Description: The galactic cosmic-ray intensity was at approximately solar minimum levels from early 1972 to December 1977. Beginning in early 1978 and ending in June, steady decreases in the galactic proton and helium intensities were observed at 1 AU by IMP-7 and 8. No significant decrease was observed at Pioneer 10 at 16 AU until the second half of April; this time sudden transitions to new intensity levels were observed for protons and helium at low and high energies. The new intensity levels were maintained through January 1979, both at 1 AU and at Pioneer 10. Differential energy spectra from IMP-8, Pioneer 11 and Pioneer 10 are presented and their changes discussed.
