    Description: Global transportation energy use is steeply rising, mainly as a result of increasing population and economic activity. Petroleum fuels remain the dominant energy source, reflecting advantages such as high energy density, low cost, and market availability. The movement of people and freight makes a major contribution to economic development and social well-being, but it also negatively impacts climate change, air quality, health, social cohesion, and safety. Following a review published 20 years ago in the Annual Review of Environment and Resources (then named the Annual Review of Energy and the Environment) by Lee Schipper, we examine current trends and potential futures, revising several major global transport/energy reports. There are significant opportunities to slow travel growth and improve efficiency. Alternatives to petroleum exist but have different characteristics in terms of availability, cost, distribution, infrastructure, storage, and public acceptability. The transition to low-carbon equitable and sustainable transport will take time but can be fostered by numerous short- and medium-term strategies that would benefit energy security, health, productivity, and sustainability.

    Description: The development and certification of airborne forward-looking wind shear detection systems has required a hazard definition stated in terms of sensor observable wind field characteristics. This paper outlines the definition of the F-factor wind shear hazard index and an average F-factor quantity, calculated over a specified averaging interval, which may be used to judge an aircraft's potential performance loss due to a given wind shear field. A technique for estimating airplane energy changes during a wind shear encounter is presented and used to determine the wind shear intensity, as a function of the averaging interval, that presents significant hazard to transport category airplanes. The wind shear hazard levels are compared to averaged F-factor values at various averaging intervals for four actual wind shear encounters. Results indicate that averaging intervals of about one kilometer could be used in a simple method to discern hazardous shears.

    Description: A piloted simulation designed to examine the effects of terrain proximity and control system design on helicopter performance during one-on-one air combat maneuvering (ACM) is discussed. The NASA Ames vertical motion simulator (VMS) and the computer generated imagery (CGI) systems were modified to allow two aircraft to be independently piloted on a single CGI data base. Engagements were begun with the blue aircraft already in a tail-chase position behind the red, and also with the two aircraft originating from positions unknown to each other. Maneuvering was very aggressive and safety requirements for minimum altitude, separation, and maximum bank angles typical of flight test were not used. Results indicate that the presence of terrain features adds an order of complexiaty to the task performed over clear air ACM and that mix of attitude and rate command-type stability and control augmentation system (SCAS) design may be desirable. The simulation system design, the flight paths flown, and the tactics used were compared favorably by the evaluation pilots to actual flight test experiments.

    Description: This paper will describe the objectives of the Marshall Space Flight Center (MSFC) Solar Ultraviolet Magnetograph Investigation (SUMI) and the optical components that have been developed to meet those objectives. In order to test the scientific feasibility of measuring magnetic fields in the UV, a sounding rocket payload is being developed. This paper will discuss: (1) the scientific measurements that will be made by the SUMI sounding rocket program, (2) how the optics have been optimized for simultaneous measurements of two magnetic lines CIV (1550Angstroms) and MgII (2800Angstroms), and (3) the optical, reflectance, transmission and polarization measurements that have been made on the SUMI telescope mirrors and polarimeter.
