    Notes: Abstract In the single-photon counting mode, we have obtained images of germinating soybeans and other plant tissues using only the ultraweak light emitted by the specimen. The emission described here is to be distinguished from bioluminescence and is not induced by previous exposure to light, chemical agents or other means, but is a naturally occurring emission associated with normal biochemical processes. The images of germinating soybeans show that emission is strongest in areas of active mitosis, demonstrating that the technique of singlephoton counting imaging can provide useful morphological information.

    Notes: Abstract Selenium is an important essential nutritional trace element which has been shown to provide protection against certain other metal poisoning. However, it is a suspected carcinogen and teratogen. The uptake, depuration, and toxicity of selenium inDaphnia pulex have been examined. The LC50 at 48 and 96 hr for juvenile animals is 0.6 mg/L and 0.1 mg/L respectively, and for adults it is 1.3 mg/L and 0.5 mg/L respectively. Uptake in adult unfed animals is rapid, reaching a maximum at about 12 hr, but depuration is slow. In fed animals, uptake is slower, reaching a maximum at 96 hr, but initial depuration is followed by a slower prolonged loss. Localization in cells is primarily in the cytoplasmic compartment although evidence is presented which suggests nucleolar localization. Ultrastructural damage is detected by 16 hr after exposure and is initially confined to the mitochondria. Dense deposits accumulate in the mitochondrial matrices. The nature of these deposits is unknown; they may represent a calcium-or phosphate-selenium complex. With time, the mitochondria degenerate. It is clear that relatively low concentrations of selenium are toxic to these aquatic organisms and render them incapable of survival in the natural environment. Concentrations higher than those lethal toDaphnia can be expected, at least in local areas, from the burning or conversion of fossil fuels.

    Notes: Summary The total nucleotide sequence of the rDNA of Giardia muris, an intestinal protozoan parasite of rodents, has been determined. The repeat unit is 7668 basepairs (bp) in size and consists of a spacer of 3314 bp, a small-subunit rRNA (SSU-rRNA) gene of 1429, and a large-subunit rRNA (LSU-rRNA) gene of 2698 bp. The spacer contains long direct repeats and is heterogeneous in size. The LSU-rRNA of G. muris was compared to that of the human intestinal parasite Giardia duodenalis, to the bird parasite Giardia ardeae, and to that of Escherichia coli. The LSU-rRNA has a size comparable to the 23S rRNA of E. coli but shows structural features typical for eukaryotes. Some variable regions are typically small and account for the overall smaller size of this rRNA. The structure of the G. muris LSU-rRNA is similar to that of the other Giardia rRNA, but each rRNA has characteristic features residing in a number of variable regions.

    Notes: Abstract Recoil Spectrometry covers a group of techniques that are very similar to the well known Rutherford backscattering Spectrometry technique, but with the important difference that one measures the recoiling target atom rather than the projectile ion. This makes it possible to determine both the identity of the recoil and its depth of origin from its energy and velocity, using a suitable detector system. The incident ion is typically high-energy (30–100MeV)35C1,81Br or127I. Low concentrations of light elements such as C, O and N can be profiled in a heavy matrix such as Fe or GaAs. Here we present an overview of mass and energy dispersive recoil Spectrometry and illustrate its successful use in some typical applications.

    Notes: Abstract Richards Island, Northwest Territories, Canada, is characterized by thermokarst lakes which record Holocene limnological change. This study is the first report of thecamoebian assemblages and continuous annual lake water temperatures from these Arctic lakes. Ecological environments on Richards Island are influenced by a climatic gradient resulting from the contrasting influences of the cold Beaufort Sea to the north and the warm waters of the Mackenzie Delta to the east and west. This climatic gradient in turn influences modern thecamoebian assemblages, and is an indication of the complexity involved in interpreting past conditions from core material in this area. Population abundance and species diversity of thecamoebian assemblages on Richards Island are not significantly different from those reported from temperate and semi-tropical latitudes. However, certain assemblage characteristics, such as large and coarse agglutinated tests, dominance of assemblages by one or two species and low morphological variation are interpreted to be diagnostic of Arctic conditions. Thecamoebian assemblages in core material from the area indicate that the local paleolimnological conditions may have changed within the last 3 ka, and this is unrecorded in previously reported pollen data. Paleoenvironmental interpretations in a permafrost landscape have to take into account morphological instability of thermokarst lakes, which can be the cause of paleolimnological and consequently faunal change. In this area ecosystem development is clearly related to geomorphology and local climatic effects and is not exclusively controlled by regional climate change.

    Notes: Summary and Conclusions Discussants of the electric power industry point to three principal reasons for corporately unaffiliated electric utility companies to establish formal interorganizational relations: optimal short-run dispatching of production facilities, the “scale economies” (more precisely, the subadditivity) of long-run costs, and the advantage of pooling the risk of equipment failure. This paper has analyzed the organizational properties of power pools established to realize the advantages of subadditive long-run costs. A formal organizational model of a power pool was presented, recognizing the economic and normative structure of a pool. The normative structure chosen was the “subsidy freedom” equity concept familiar in the literature on natural monopoly and in game theory. The principal result of the paper is the construction of a subsidy-free cost allocation rule for the deterministic multiple-technology long-run system planning problem. The applicability of this result depends on the organization of the “power pool” as an entity capable of contracting for the power needed by the members. Conspicuously in the model used here, the optimal poolwide cost is allocated but ownership of the generating plants is not. In power ppols of independently owned utilities (IOUs), capacity planning may be centralized but, with the exception of joint ventures in individual generating plants, ownership is maintained at the level of the member firms. IOU power pools allocate separately the fixed and variable costs of the system. Pool members often take turns in building new plants for the pool, thereby indirectly allocating system capacity costs. Having identifiable ownership in the generating plants, the members can allocate the energy costs of the system in a subsidy-free manner using the short-run marginal cost of energy established by central dispatching or energy brokering (Herriot 1985). But that is an approach to short-run energy charges which is very differet from the energy charge in the peaker rule studied here, and it may result in an allocation of total costs that is not subsidy-free. There are partnership among rural electric distribution cooperatives, called “generation and transmission (G&T) co-ops,” which do share costs without allocating ownership interests. G&T co-ops build generating plants or secure power contracts from IOUs sufficient to meet their members' requirements at an agreed level of reliability. Ownership of the plants, and liability for the contracts, is not disaggregated. Yet in most cases the G&T co-op does not sell power to non-members, so all costs must be allocated among the member firms. The ownership structure presumed here could also obtain under the scenarios for electric power deregulation envisioned by Joskow and Schmalensee (1983). If the distribution segment is disaggregated from generation and transmission, then locally franchised distribution firms mist face in common the subadditive long-run cost function discussed in the second section. The regional bulk power market would therefore have the structure of a natural monopsony, so the distribution firms would have an incentive to pool their forecast loads and collectively negotiate long-term power contracts with the independent generating firms. Ownership of generation would rest with the generation firms, but the cost of the regionally optimal portfolio of power contracts would have to be allocated among the pooled distribution firms The deterministic system planning model used here is somewhat simplistic, certainly as must any model to be admit a closed-form solution in a contexts where the “real” capacity planning problems are solved using very large scale linear programs and simulation. However, the cost allocation rule derived for this model may be useful guidepost for the development of practical cost-sharing rules in power pools. An important implication of the peaker rule (4) is the equity of not attempting to allocate separately the fixed and variable costs of a system. Though adjustments must be made to the peaker rule to account fully for the uncertainties, indivisibilities, unreliabilities, and nonhomogeneities faced by system planners, as well as for the growth of future loads and the development of new generation technologies, this cost-allocation rule appears to be helpful as a starting point in power pool rate design.
