Abstract This article is published to stimulate discussion. The methodologic questions are emphasized, and the mathematical results are very simple and play a mere illustrative role. Results of observations processed by means of statistical procedures contain errors. In this paper we discuss some preliminary assumptions whose aim is to study the influence of errors on the properties of statistical procedures. Our goal is to formulate one possible research program in this field. An example of its partial realization is the paper [1]. Earlier, some research programs in stability [2, 3] and in statistics of objects of non-numerical nature [5, 6] were formulated.
