    Description: The application of matrix transfer function design techniques to the problem of disturbance rejection on a flexible space structure is demonstrated. The design approach is based on parameterizing a class of stabilizing compensators for the plant and formulating the design specifications as a constrained minimization problem in terms of these parameters. The solution yields a matrix transfer function representation of the compensator. A state space realization of the compensator is constructed to investigate performance and stability on the nominal and perturbed models. The application is made to the ACOSSA (Active Control of Space Structures) optical structure.

    Description: A titanium multiwall/reusable surface insulation (MW/RSI) TPS concept designed to prevent local erosion of the RSI tiles on the upper surface of the Space Shuttle Orbiter body flap was investigated. The concept, which consisted of a combination of a titanium multiwall tile and an RSI tile, was evaluated by thermal analysis and structural and thermal testing of one configuration to assess the attachment scheme and thermal behavior. Results indicate that the MW/RSI concept will remain attached to the vehicle and provide the required thermal protection.

    Description: The results of a NASA in-house team effort to develop a concept definition for a Commercially Developed Space Facility (CDSF) are presented.     Description: SEPAC (Space Experiments with Particle Accelerators) flew on Spacelab 1 (SL 1) in November and December 1983. SEPAC is a joint U.S.-Japan investigation of the interaction of electron, plasma, and neutral beams with the ionosphere, atmosphere and magnetosphere. It is scheduled to fly again on Atlas 1 in August 1990. On SL 1, SEPAC used an electron accelerator, a plasma accelerator, and neutral gas source as active elements and an array of diagnostics to investigate the interactions. For Atlas 1, the plasma accelerator will be replaced by a plasma contactor and charge collection devices to improve vehicle charging meutralization. This paper describes the SEPAC instrumentation in detail for the SL 1 and Atlas 1 flights and includes a bibliography of SEPAC papers.

    Description: A new edition of the AFGL trace gas compilation is now available. Absorption line parameters of positions, intensities, and half-widths are given for the major bands of thirteen gases covering the spectral region from 0 to 10,000/cm. In addition to updating the original gases (NO, SO2, NO2, and NH3), the molecules HNO3, OH, HF, HCl, HBr, HI, ClO, OCS, and H2CO have been added to the compilation. The sources for the additions and modifications are described.

    Description: The paper discusses a Nike-Tomahawk rocket launched north over quiet, late evening auroral arcs in March 1975. A northward magnetic disturbance was observed on the ground under the rocket trajectory; south of the arcs the northward electric field was 60 mV/m, indicating strong westward plasma flow. An eastward electrojet current layer was penetrated in the upward flight, and precipitating electrons were observed over each arc. Using the observed electron flux and a model of the ionosphere, the Hall and Pedersen conductivities were calculated which were used to compute the eastward and northward components of the horizontal ionospheric currents. The joule power decreased abruptly in the auroral arcs, as the precipitating electron power increased; the total dissipated power was the same inside the arcs, between them and southward. North of the aurora the electric field and dissipated power remained low; field-aligned currents carried by the observed electrons were about a factor of 3 lower than those inferred from the magnetic field measurements.

    Description: Direct measurements of the plasma velocity distributions and simultaneous observations of magnetic fields are used to examine the character of field-aligned currents in the earth's magnetotail during the recovery phase of a magnetic substorm. Three contiguous field-aligned current sheets are identified at the interface between the magnetotail lobe and plasma sheet. Average current densities within these three current sheets are, in order of decreasing distance to the plasma sheet, +3.3 x 10 to the -9th, -1.3 x 10 to the -8th, and +1.1 x 10 to the -8th A/sq m, respectively.

    Description: In the LIMS experiment using thermal IR limb scanning to sound the composition and structure of the upper atmosphere, one of the LIMS channels was spectrally centered at 6.9 micrometers to measure the vertical profile and global distribution of stratospheric water vapor. This channel's characteristics, the data from it, and the steps taken to validate results are described. The mean difference between the LIMS measurements and data from 13 balloon underflights is about 0.6 ppmv with LIMS mixing ratios biased high; this difference is of about the same order as estimated LIMS accuracy and less than the sum of the errors for LIMS and the balloon techniques. In-orbit precision is 0.2-0.3 ppmv and accuracy is estimated at 20-30 percent from 50 mbar to the stratopause. An unexplained diurnal variation exists in the vertical profile data which is largest at the 1-mbar level and virtually nonexistent at 10 mbar; day values are higher than night. More confidence is placed in zonal mean distributions averaged over several days than in single profiles. A zonal mean pressure-latitude cross section is described for January 5-9, 1979.

    Description: Identification of an effective space construction concept is a current objective of NASA studies. One concept, described in this memorandum, consists of repetitive use of operational modules, which minimizes on-orbit stay time for the shuttle. A space station constructed of operational modules may benefit from fabrication and system checkout in ground-based facilities, and since the modules are the primary structure of the space station, a minimum of additional structure, and trips and on-orbit stay time of the shuttle are required.

    Description: The neutral wind pattern over the summer polar cap can be driven by plasma convection to resemble the convection pattern. For a north-south component of the interplanetary magnetic field Bz directed southward, the wind speeds in the conducting E-region can become approximately 25 percent of the electric field drift speeds. If convection ceases, this neutral wind distribution can drive a significant polar cap current system for approximately 6 hours. The currents are reversed from those driven by the electric fields for southward Bz, and the Hall and field-aligned components of the current system resemble those observed during periods of northward Bz. The current magnitudes are similar to those observed during periods of small, northward Bz; however, observations indicate that electric fields often contribute to the currents as much as, or more than, the neutral winds.
