    Notizen: : Since 1957, Texans have had the opportunity to vote on eight referenda concerning the allocation of state funds for water resources development and the maintenance of water quality. In 1976, a water development amendment and a water quality amendment were presented simultaneously to the voters of Texas, affording a unique opportunity for electoral-geographic comparison of county-level returns on the two issues. In this paper, cartographic and statistical analyses of the county-level voting outcomes for each referendum are presented. In both cases, the referenda were supported by voters in water-deficient West Texas, especially those counties dependent on irrigated crop production. In contrast, urban voters and East Texans tended to oppose both amendments. However, support for the water quality amendment in the urbanized areas of Dallas-Fort Worth, Austin, and San Antonio enabled this amendment to pass statewide while its counterpart failed. The results highlight the importance of local differences in perceived water policy needs, and in doing so they illustrate that geographical anlaysis of returns from initiatives and referenda is a useful tool for understanding the locational conflicts underlying water resources and other policy efforts.

    Notizen: This paper examines the politics of ground-water management reform in Oklahoma. It argues that the geographic distribution of water supplies and uses significantly modifies the distribution of costs and benefits of reform among political constituencies. Effective restrictions on ground-water withdrawals would raise large and immediate threats to irrigators and farm communities dependent on irrigation in western Oklahoma. Municipal and industrial water users, concentrated in eastern Oklahoma and reliant on more plentiful surface-water supplies, would receive more diffuse, longer-range benefits to management reform. These effects have significant implications for the politics of ground-water management. The results of the analysis suggest that approaches taken to ground-water management reform in Oklahoma, and the other eastern Ogallala states, may be more effective and realistic than might initially be thought.Oklahoma's present ground-water law, adopted in 1973, is based on a utilization policy of planned depletion and represents a major change in direction entailing significant implementation costs. Agricultural interests, seeking to protect their irrigation rights, were influential in both the adoption and implementation processes. Considering the problems encountered, the immediate outlook for effective state management of ground water remains unfavorable. Future prospects, however, are more favorable. Oklahoma has developed an institutional structure capable of responding to changing priorities and needs of irrigators. This long-run approach to ground-water management matches the interests of the most relevant political constituency and may prove to be the most effective strategy.

    Notizen: Surface Impoundment Assessment (SIA) is a methodology for determining the potential for ground- water contamination from pits, ponds and lagoons. SIA produces a numerical rating of a site, based on the sum of scores assigned to four categories: vadose zone properties, ground-water availability, ground-water quality, and waste characteristics. The SIA for New Mexico was conducted as part of a nationwide survey of potentially hazardous waste-disposal sites. Comparisons of the contamination potential scores and observed ground-water contamination from mining, milling, and industrial impoundments in New Mexico using histograms, Mann-Whitney U-Test, and linear logistic regression indicate that vadose zone properties and the nature of the waste contribute most to the general success of the SIA method to predict contamination. The remaining two categories which rate ground-water availability and natural ground-water quality do not appear to be reasonable measures of ground-water contamination potential. Rather, these categories are more indicative of the value of the ground-water resources.

    Notizen: Abstract Biomass increase, C and N content, C2H2 reduction, percentage dry weight and chlorophyll a/b ratios were determined for clones of Azolla caroliniana Willd., A. filiculoides Lam., A. mexicana Presl., and A. pinnata R. Br. as a function of nutrient solution, pH, temperature, photoperiod, and light intensity in controlled environment studies. These studies were supplemented by a glasshouse study. Under a 16 h, 26°C day at a light intensity of 200 μmol m−2 s−1 and an 8 h, 19° C dark period, there was no significant difference in the growth rates of the individual species on the five nutrient solutions employed. Growth was comparable from pH 5 to pH 8, but decreased at pH 9. Using the same photoperiod and light intensity but constant growth temperatures of 15–40°C, at 5°C intervals, the individual species exhibited maximum growth, nitro-genase (N2ase) activity and N content at either 25° or 30°C. There was no difference in the temperature optima at pH 6 and pH 8. The tolerance of the individual species to elevated temperature was indicated to be A. mexicana〉 A. pinnata〉 A. caroliniana〉 A.filiculoides. At the optimum temperature, growth rates increased with increasing photoperiod at both pH 6 and pH 8 but N2ase activity was usually highest at a 16 h light period. At photon flux densities of 100, 200, 400 and 600 μmol m−2 s−1, during a 16 h light period and optimum growth temperature of the individual species, N2ase activity was saturated at less than 200 μmol m−2 s−1 and growth at 400 μmol m−2 s−1.No interacting effects of light and pH were noted for any species, nor were light intensities up to 1700 μmol m−2 s−1 detrimental to the growth rate or N content of any species in a 5 week glasshouse study with a natural 14.5 h light period and a constant temperature of 27.5°C. Using the optimum growth temperature, a 16 h light period, and a photon flux density of at least 400 μmol m−2 s−1, the Azolla species all doubled their biomass in 2 days or less and contained 5–6% N on a dry weight basis.

    Notizen: Loss due to channel erosion in the Dallas, Texas, area is estimated to approach one-half million dollars in the last several years. Hydrogeomorphic analysis of natural and urban chalk and shale watersheds was performed in the central Texas area on watersheds ranging in size from 0.5 to 10 square miles in an effort to more adequately predict channel enlargement due to urbanization.Chalk watersheds were found to have greater drainage density, greater channel slope, lower sinuosity, and greater discharge per unit area than similar sized shale watersheds under natural conditions. With subsequent urbanization of the watersheds, chalk channel enlargement was from 12 to 67 percent greater than shale channel enlargement for similar sized watersheds. Greater enlargement in chalk channels is attributed to greater channel velocities and unit tractive force. Vegetation seems to play a significant role in influencing channel adjustments to the new flow regimes brought on by urbanization.Channel response to urbanization is documented and specific nonstructural guidelines are proposed which could reduce structural loss along urban stream channels.
