    Notes: Stephen Bach, who is Lecturer in Industrial Relations at the Warwick Business School and an Associate Fellow of its Industrial Relations Research Unit, examines the impact of the internal market in the NHS on the role, organisation and influence of the personnel function. He argues that personnel specialists have not been able to fulfil expectations of them and occupy a peripheral role within NHS trusts. This has occurred because of their limited involvement in corporate decision making, the difficulties of decentralising personnel practice and the absence of a strategic direction for the management of human resources at national level. In this context, he argues that the prospects for the personnel function and the potential for an integrated, long-term approach to the management of staff in the NHS remain at best uncertain.

    Notes: Abstract A positive integern is a perfect power if there exist integersx andk, both at least 2, such thatn=x k . The usual algorithm to recognize perfect powers computes approximatekth roots fork≤log 2 n, and runs in time O(log3 n log log logn). First we improve this worst-case running time toO(log3 n) by using a modified Newton's method to compute approximatekth roots. Parallelizing this gives anNC 2 algorithm. Second, we present a sieve algorithm that avoidskth-root computations by seeing if the inputn is a perfectkth power modulo small primes. Ifn is chosen uniformly from a large enough interval, the average running time isO(log2 n). Third, we incorporate trial division to give a sieve algorithm with an average running time ofO(log2 n/log2 logn) and a median running time ofO(logn). The two sieve algorithms use a precomputed table of small primes. We give a heuristic argument and computational evidence that the largest prime needed in this table is (logn)1+O(1); assuming the Extended Riemann Hypothesis, primes up to (logn)2+O(1) suffice. The table can be computed in time roughly proportional to the largest prime it contains. We also present computational results indicating that our sieve algorithms perform extremely well in practice.

    Description: Serial human immunodeficiency virus type-1 (HIV-1) isolates were obtained from five individuals with acquired immunodeficiency syndrome (AIDS) who changed therapy to 2',3'-dideoxyinosine (ddI) after at least 12 months of treatment with 3'-azido-3'-deoxythymidine (zidovudine, AZT). The in vitro sensitivity to ddI decreased during the 12 months following ddI initiation, whereas AZT sensitivity increased. Analysis of the reverse transcriptase coding region revealed a mutation associated with reduced sensitivity to ddI. When this mutation was present in the same genome as a mutation known to confer AZT resistance, the isolates showed increased sensitivity to AZT. Analysis of HIV-1 variants confirmed that the ddI resistance mutation alone conferred ddI and 2',3'-dideoxycytidine resistance, and suppressed the effect of the AZT resistance mutation.     Description: One of the functions of U1 small nuclear ribonucleoprotein (snRNP) in the splicing reaction of pre-mRNA molecules is the recognition of the 5' splice site. U1 snRNP proteins as well as base-pair interactions between U1 snRNA and the 5' splice site are important for the formation of the snRNP-pre-mRNA complex. To determine which proteins are needed for complex formation, the ability of U1 snRNPs gradually depleted of the U1-specific proteins C, A, and 70k to bind to an RNA molecule containing a 5' splice site sequence was studied in a nitrocellulose filter binding assay. The most significant effect was always observed when protein C was removed, either alone or together with other U1-specific proteins; the binding was reduced by 50 to 60%. Complementation of protein C-deficient U1 snRNPs with purified C protein restored their 5' splice site binding activity.     Description: AMPA (alpha-amino-3-hydroxy-5-methyl-4-isoxazolepropionic acid) receptor channels mediate the fast component of excitatory postsynaptic currents in the central nervous system. Site-selective nuclear RNA editing controls the calcium permeability of these channels, and RNA editing at a second site is shown here to affect the kinetic aspects of these channels in rat brain. In three of the four AMPA receptor subunits (GluR-B, -C, and -D), intronic elements determine a codon switch (AGA, arginine, to GGA, glycine) in the primary transcripts in a position termed the R/G site, which immediately precedes the alternatively spliced modules "flip" and "flop."
