    Notes: This paper presents a critique of the energy efficiency aspects of the Building Regulations for England and Wales as they relate to dwellings. It is argued that a significant improvement in the regulations is required if large reductions in CO2 emissions are to be achieved in the first half of the next century and that considerable scope for regulation improvement exists (almost 90 per cent reductions in space heating are achievable). The paper identifies the shortcomings of the methods used to demonstrate compliance and proposes new approaches which would increase consistency and enable a clear programme of improvement to be established.

    Notes: If the building control system is to deliver housing which achieves major reductions in carbon dioxide emissions, it is important to ensure not only that energy efficiency standards are set at an appropriate level but also that the specification of standards takes into account realised performance. It is argued in this paper that, in many cases, there is a large gap between notional performance, as defined by the calculation methods embodied in the Building Regulations, and performance achieved in practice. Although it is accepted that some variation in performance is to be expected, there are a number of areas where closer attention to the methods used to estimate thermal performance, and the inclusion of hitherto unregulated aspects, could help to achieve a much closer match between what is expected and what is achieved. In particular, the paper discusses ways in which the Regulations could be improved so that the impact of thermal bridging, construction quality, window performance and airtightness are more closely controlled.

    Notes: The pleasantness of a food declines with consumption and this phenomenon has been demonstrated reliably in the short-term. To investigate long-term effects of repeat consumption on pleasantness, preference and intake, 21 volunteers consumed either a salty snack (french fries) or sweet snack (chocolate) every day for 15 days. Four dependent variables were measured: pleasantness ratings, ranked preference, frequency of consumption and ad libitum intake. Daily pleasantness of taste ratings decreased across the exposure period only for chocolate. Ranked preference for chocolate declined during the sweet snack condition and increased during the salty snack condition. Preference for french fries remained the same during the salty snack condition and increased during the sweet snack condition. Frequency of consuming chocolate outside the laboratory decreased during the sweet snack exposure. No such pattern was found for french fries in either condition. Ad libitum intake in the laboratory remained the same over time for both foods. Short-term sensory-specific satiety within the eating episode was consistent over time. Therefore, long-term monotony effects were found only for pleasantness, preference and frequency of eating chocolate following repeated exposure, but these changes had no impact on ad libitum intake. Systematic, repeat exposure to a single food provides a useful paradigm for investigating the development of monotony.

    Notes: In this final paper in the series we set out the energy efficiency standards which should be pursued over the next five to ten years. Compared with a business as usual scenario based on past improvements, our proposed standards could go a long way to nullify the increase in carbon dioxide emissions which would be expected from the projected increase in the size of the housing stock in the next 20 years (an increase of some 4 million by 2021). Such an approach would provide an important breathing space so as to allow the development of even higher new build standards and to allow improvements in the efficiency of the existing stock. In addition to establishing an improvement programme for 2000/1 and 2005/6 the paper also assesses a number of important implementation issues. It deals with the barriers of practicability, technical risk and cost and concludes that such barriers are largely perceptual. We argue that with the establishment of very clear goals and implementation programmes, the Government together with the house building industry could achieve significantly higher standards than current regulations without major upheaval and, in the process, take a very large step towards the overall goal of creating a truly sustainable housing stock.

The project was designed to inform the next review of Part L of the Building Regulations for England and Wales, which, following the publication of the UK government's white paper on energy policy, is expected in 2005. The project explores the implications of an enhanced standard in the context of timber frame construction. Although for programming reasons it was necessary to terminate the research project at the end of the design phase, the results suggest that the standard investigated is well within the capacity of the industry but it was clear that the whole supply chain will need to take a positive approach to the development of new solutions. The secret to a smooth and cost optimised transition is for the necessary development work to begin immediately, not when regulation changes.

    Notes: Through a literature review, this paper demonstrates that there is a lack of knowledge about quality management within the mental health services. Ideas about quality from the wider services sector are then discussed, and a case study of a mental health scenario is provided. It is argued that health services generally, and mental health services in particular, have much to gain from becoming more closely aligned with the wider field of knowledge of quality management. Concludes that the wider techniques of managing service quality may prove useful, particularly in mental health services, due to the nature of such services and their inherent variability.

    Notes: The Internet is causing fundamental changes in the economics of service industries as new, network-based global e-business models emerge, where small- and medium-sized enterprises (SMEs) have been identified as key users of Internet commerce. Initially the paper contextualises the research issues via a review of the theoretical opportunities afforded firms of all sizes. Correspondingly, an examination of the practical impediments from an SME perspective suggests that, among other things, there are major hurdles for SMEs going online including strategic appreciation of the dynamics of the Web and the development of capabilities for managing the information infrastructure for e-business. To illustrate the inherent issues, the findings of empirical research are presented. Both inductive and deductive methodological approaches were employed to investigate e-business awareness, attitudes and activities among a sample of Irish (north and south) service sector SMEs.

    Notes: Given the growth of services and their importance in the economy, e-business and the Internet have the potential to increase the competitiveness and growth of small firms. However, the general pattern is that the smaller the enterprise, the less likely they are to be prepared to adapt their business processes to accommodate this "new" technology. To illustrate the inherent issues this qualitative research utilised various projective techniques: construction, completion, and associative "tests" that have challenged the pseudo-scientific age of business as a great human "subjective" exercise. A methodology that in the less traditional academic sense is "unusual, intriguing, fun and engaging" is innovatively employed in this small tradable service firm study to facilitate self-expression among the respondents about particular e-business scenarios in a less structured, indirect and more imaginative way. Consequently, the depth of the analysis and interpretation generated from the study has provided the researcher with a rich source of new leads and ideas about potential e-business inhibitors and facilitators among SMEs not previously considered.
