    Notes: Scotland has much higher public expenditure per head than England, but little work has been done to compare Scottish and English needs. We compare their needs for school education, and we show that if the Formula Spending Share approach that is used to estimate English local authorities' needs were applied in Scotland, then Scotland would be found to need about 3 per cent more per pupil than England; however, this English approach may slightly underestimate Scotland's needs. We also show that the Grant Aided Expenditure approach that is actually used to estimate Scottish local authorities' needs may be about 7 per cent more generous than the English approach. Finally, we find that the correlation between the relative education needs for different authorities as assessed by the Scottish approach and their relative needs as assessed by the English approach is only modest; this implies that there may be serious shortcomings in at least one approach.

    Notes: Abstract. The potential for soil organic carbon sequestration, energy savings and the reduction of the emission of greenhouse gases were investigated for a range of changes in the management of tilled land and managed grassland. These parameters were modelled on a regional basis, according to local soils and crop rotations in England, and avoided the use of soil related indices. The largest carbon sequestration and saving contribution possible comes from an increase in the proportion of permanent woodland, such that a 10% change in land use could amount to 9 Mt C yr−1 in the initial years (arable and grassland). Changes in arable management could make a significant contribution to an abatement strategy if carried out in concert with greater use of permanent conservation field margins, increased returns of crop residues and reduced tillage systems, contributing 1.3 Mt C yr−1 in the initial years. It should be noted, however, that true soil carbon sequestration would be only a minor component of this (125 kt C yr−1), the main part being savings on CO2 emissions from reduced energy use, and lower N2O emissions from reduced use of inorganic nitrogen fertilizer.

    Notes: Principal component similarity (PCS) analysis was used to evaluate judge performance from a wine competition. Data were analyzed for five international judges and seven wine makers, for 42 white, 30 red and 25 specialty wines, using a 20-point quality scoring system. Principal similarity plots were used to group judges according to judging 'style’ and to identify outliers, for each wine category. Judge groupings were consistent when three different references were used; however, the most interpretable PCS plot was obtained when the overall mean-judge-score was used as the reference. Results from PCS were compared to principal component analysis (PCA). PCS analysis allowed the information from all significant principal components to be graphically represented in two dimensions and was more successful in classifying judges than plots based on the first three principal components. The technique of PCS is an important complement to existing methodologies, and can provide wine competition coordinators with an objective technique for judge evaluation and selection.

    Notes: A new ‘bipolar’ R-index analysis was proposed and evaluated. Eighteen judges evaluated red color in eight wine samples by comparing each sample with the control. Judges indicated whether the sample had ‘more’, the 'same’, or ‘less’ red color than the control, and whether they were sure or unsure of their decision. Three computational methods were used to examine the results: the ‘traditional’ R-index, the ‘bipolar’ R-index (Rmore or Rless) and the ‘weighted-bipolar’ R-index. While all three methods provided consistent results, the ‘bipolar’ R-indices reflected bidirectional differences among the samples thus providing more information. A refinement to the computation (‘weighted-bipolar’ R-index) was an approach for eliminating the bias associated with overestimation of the sample size and accordingly changed some of the significance levels. Further research is currently underway to expand the scope and application of this method.

    Notes: Cluster analysis, consonance analysis, principal component analysis (PCA) and the GRAPES program (Schlich 1994) were compared for the evaluation of panel performance. Ten judges evaluated 25 Merlot wines for 24 color, aroma and flavor attributes. Cluster analysis grouped similar judges. PCA identified judges according to their attribute use. Consonance analysis determined a numerical index for attribute agreement and the GRAPES program compared judges in their use of the scale, reliability, discrimination and disagreement. Three of the four techniques provided a graphical representation of similarities and differences between judges. Methodologies were best used in conjunction with one another. Ultimately the application of these tools will serve to improve the quality of sensory evaluations.

    Notes: Ongoing decline of water levels in the confined basalt aquifers of the Pullman-Moscow Basin of Washington and Idaho has prompted study of the timing, amount and distribution of recharge to the system. Previous radiocarbon ages indicate residence times on the order of 103 years and greater and suggest a low rate of recharge to the lower basalt aquifer since the end of Pleistocene time. By contrast, more recent hydrodynamic flow modeling studies invoke a larger Holocene recharge rate through the unconfined loess unit to the upper and lower basalt aquifers, which implies relatively short residence times (102 years). Stable isotopes were used to independently assess contrasting recharge models by comparing 18O/16O and D/H ratios of late-Holocene shallow ground water and deep ground water. Linear regression of local precipitation ratios yields δD = 6.9 δ18O −18.5. There is no evidence of fractionation of ground water ratios by recharge processes or water-rock interactions. Deep basalt ground water δ18O values are depleted by 0.4 to 4.9 per mil relative to shallow, recently recharged ground waters and have δ18O values statistically distinct from waters sampled from other stratigraphic units. These findings suggest that the deep waters in the basin were not precipitated under current climate conditions and that aquifer recharge rates to the deep basalt aquifer are substantially lower than have been recently estimated. This in turn suggests that a sustainable ground water exploitation scheme must reduce reliance on the deep ground water resource.

    Notes: This study compared effects amino acid structure and type on the pasting properties and crystallinity of rice starch isolated from flour. Amino acids were added at 2 and 6% of the starch (dry basis) for RVA analyses. Charged amino acids had more of an influence on pasting properties than neutral amino acids. Our results indicated that the negatively charged amino acids had a similar effect as that of the positive charged amino acids for decreasing cooking stability of the starch, but opposite effects on retrogradation tendency. Charged amino acids increased the crystallinity of the starch, potentially enhancing resistant starch nature.

    Notes: : Turfgrass systems are one of the most intensively managed land uses in the United States. Establishment and maintenance of high quality turfgrass usually implies substantial inputs of water, nutrients, and pesticides. The focus of this work was to quantify the concentration and loading of a typically maintained municipal turfgrass environment on surface water. Water quantity and quality data were collected from a golf course in Austin, Texas, and analyzed for a 13-month period from March 20, 1998, to April 30, 1999. Twenty-two precipitation events totaling 722 mm, produced an estimated 98 mm of runoff. Nutrient analysis of surface runoff exiting the course exhibited a statistically significant (p 〈 0.05) increase in median nitrate plus nitrite nitrogen (NO3+NO2-N) concentration compared to runoff entering the course, a statistically significant decrease in ammonia nitrogen (NH4-N), but no difference in orthophosphate (PO4-P). During the 13-month period, storm runoff contributed an estimated 2.3 kg/ha of NO3+NO2-N and 0.33 kg/ha of PO4-P to the stream. Storm flow accounted for the attenuation of 0.12 kg/ha of NH4-N. Baseflow nutrient analysis showed a statistically significant increase in median NO3+NO2-N, a significant reduction in NH4-N, and no change in PO4-P. Estimated NO3+NO2-N mass in the baseflow was calculated as 4.7 kg/ha. PO4-P losses were estimated at 0.06 kg/ha, while 0.8 kg/ha of NH4-N were attenuated in baseflow over the study period. Even though nutrient concentrations exiting the system rarely exceeded nutrient screening levels, this turfgrass environment did contribute increased NO3+NO2-N and PO4-P loads to the stream. This emphasizes the need for parallel studies where management intensity, soil, and climate differ from this study and for golf course managers to utilize an integrated management program to protect water quality while maintaining healthy turfgrass systems.

    Notes: This paper is an example of applied military geography focusing on a particular problem arising from the Panama Canal Treaty of 1977. One of the provisions of the treaty required the United States (US) military to completely withdraw from and relinquish its military and government facilities to the Republic of Panama prior to midnight on 31 December 1999. In so doing, the US army turned over to the Panama government all of its military bases, some of which had been used since World War I to test materiel, equipment and systems within a tropical environment. Given its global mission and responsibilities, the US army has a well-established practice of testing its materiel, equipment and systems throughout the entire range of potential operating environments. The US experience in the Pacific in World War II and in Southeast Asia during the Vietnam War clearly demonstrated the need to test the performance of new equipment under the harsh conditions found in tropical jungles. Furthermore, since 1960, nearly 75 per cent of all international and internal armed conflicts have been in countries that are totally or partially in the tropics. This paper presents the findings of a scientific panel that was organised to propose a new location for testing US army materiel and systems within a tropical environment. Rather than simply choosing a location analogous to Panama, the panel sought to develop a methodology that could be employed for site selection based on any set of environmental criteria. This study is a classical locational analysis and reconfirms the integrative nature of geography and its utility for solving complex problems that cut across disciplinary boundaries.
