Notizen: Tax Increment Financing (TIF) is a popular yet controversial tool that allows local governments to use property tax revenue to fund the public costs of economic development. Since TIF gives one local government the power to affect the tax bases of the overlapping jurisdictions, there is uncertainty and argument on the part of government officials and taxpayers as to who really finances the program. To evaluate the alternative contentions, this paper presents a general methodology that identifies which taxpayers in which locations fund the TIF's expenditures, and sets forward the conditions under which such a local economic development policy can be beneficial to taxpayers. The paper applies the model to study the TIF program currently active in downtown Des Moines, Iowa. The evidence indicates that the taxpayers in the entire metropolitan area subsidized the downtown activities in the early years, but now pay lower property tax rates due to the city's TIF-financed urban revitalization program.

Notizen: : Conditions under which a given topological space does, or does not, possess a stronger maximal feebly compact topology are given. Procedures are developed which can be used, for certain feebly compact spaces, to obtain stronger maximal feebly compact spaces. Several examples are constructed.

Notizen: Abstract . Photodynamic therapy (PDT) may have a role in the prevention of oesophageal cancer. Ten patients with Barrett's oesophagus, three with low-grade dysplasia (LGD), four with high-grade dysplasia (HGD), one with carcinoma in situ and two with invasive carcinoma, were treated with PDT. All received 30 mg/kg aminolaevulinic acid (ALA) followed 4 h later by laser endoscopy. Half were treated with red light (630 nm; 100 mW/cm2 for 1000 s) and half with green light (514 nm; 100 mW/cm2 for 500 s). Columnar epithelial regression was seen in all patients with dysplasia (mean area decrease 44%; range 10–100%), with apparent elimination of dysplasia in all cases. In patients with in situ or invasive carcinoma, no response was seen. ALA-induced PDT, using either red or green light, produces effective ablation of dysplastic Barrett's oesophagus, hence may have a role in the prevention of oesophageal carcinoma, but has little effect on in situ or invasive adenocarcinoma.

Notizen: Abstract Early auroral observations recorded in various oriental histories are examined in order to search for examples of strictly simultaneous and indisputably independent observations of the aurora borealis from spatially separated sites in East Asia. In the period up to AD 1700, only five examples have been found of two or more oriental auroral observations from separate sites on the same night. These occurred during the nights of AD 1101 January 31, AD 1138 October 6, AD 1363 July 30, AD 1582 March 8 and AD 1653 March 2. The independent historical evidence describing observations of mid-latitude auroral displays at more than one site in East Asia on the same night provides virtually incontrovertible proof that auroral displays actually occurred on these five special occasions. This conclusion is corroborated by the good level of agreement between the detailed auroral descriptions recorded in the different oriental histories, which furnish essentially compatible information on both the colour (or colours) of each auroral display and its approximate position in the sky. In addition, the occurrence of auroral displays in Europe within two days of auroral displays in East Asia, on two (possibly three) out of these five special occasions, suggests that a substantial number of the mid-latitude auroral displays recorded in the oriental histories are associated with intense geomagnetic storms.

Notizen: Abstract The Southern Oscillation (SO) is examined in three 10 year AMIP-type integrations of a 30-level GCM having prescribed monthly mean observed sea surface temperatures for the period January 1979 to December 1988. Three horizontal spectral resolutions of T21, T42 and T79 are investigated and the results are compared with the low-frequency variability, having periods longer than 8 months, in the observed Darwin and Tahiti sea level pressures (SLP) and in the T106 ECMWF analyses from May 1985 to April 1991. Both the ECMWF analyses and the GCM results give unrealistic SLP variability at Tahiti resulting in low Darwin-Tahiti SLP correlations and low S/N ratios for the Tahiti-Darwin SO index. The ECMWF analyses are in particularly poor agreement with the observations during 1987 with anomalously high SLP at Tahiti. Examination of the ECMWF assimilated SSTs, reveals that this may be related to the assimilated SSTs being too cold in the central and eastern equatorial Pacific during mid-1987. The GCM results show the familiar SLP dipole in the tropical Pacific albeit displaced eastwards compared to previous observational studies especially at T42 resolution, thus accounting for the problems at Tahiti which lies near strong gradients in the correlation pattern. Time-longitude diagrams of low-level convergence and correlation maps of upper-level streamfunction suggest that the model is reproducing the SO divergence anomalies although too weakly at T21 resolution and at different longitudinal locations at T42 and T79 resolutions. The time-mean low-level convergences in the GCM simulations give ITCZs and SPCZs in qualitative agreement with the observations with a tendency for increased convergence in the eastern Pacific ITCZ at higher resolution. Longitudinal shifts are not apparent in the time-mean convergence when comparing the GCM results at different resolutions.
