    Notes: : Collaborative watershed groups have formed at a significant rate throughout the United States in the last decade. Data on these groups, however, has been largely anecdotal and lacking in rigorous examination of the relationship between group formation, membership, process, and group effectiveness. Using a mail survey, Oregon watershed group participants were asked to identify who initiated the formation of the group, how efficiently the group formed, how the group determines membership, what decision making method the group uses, and how members perceive the group's effectiveness. Findings indicated that a majority believe that, because of their participation in a watershed group, they better understand issues in the watershed and the perspectives of others, but less than half believe that relationships with government decision makers or physical conditions in the watershed have improved. Members of citizen initiated groups rated their groups higher than government initiated groups on addressing difficult or controversial issues. Members of groups that use consensus responded most positively on whether the group gives fair consideration to dissenting opinions. Overall, groups with restricted membership systems rated themselves lowest on involving key decision making groups, timeliness in addressing issues, and overall effectiveness. These results raise concerns about this type of group membership system.

    Notes: Forest harvesting can increase solar radiation in the riparian zone as well as wind speed and exposure to air advected from clearings, typically causing increases in summertime air, soil, and stream temperatures and decreases in relative humidity. Stream temperature increases following forest harvesting are primarily controlled by changes in insolation but also depend on stream hydrology and channel morphology. Stream temperatures recovered to pre-harvest levels within 10 years in many studies but took longer in others. Leaving riparian buffers can decrease the magnitude of stream temperature increases and changes to riparian microclimate, but substantial warming has been observed for streams within both unthinned and partial retention buffers. A range of studies has demonstrated that streams may or may not cool after flowing from clearings into shaded environments, and further research is required in relation to the factors controlling downstream cooling. Further research is also required on riparian microclimate and its responses to harvesting, the influences of surface/subsurface water exchange on stream and bed temperature regimes, biological implications of temperature changes in headwater streams (both on site and downstream), and methods for quantifying shade and its influence on radiation inputs to streams and riparian zones.

    Notes: : Controlling agricultural nonpoint source pollution from livestock grazing is a necessary step to improving the water quality of the nation's streams. The goal of enhanced stream water quality will most likely result from the implementation of an integrated system of best management practices (BMPs) linked with stream hydraulic and geomorphic characteristics. However, a grazing BMP system is often developed with the concept that BMPs will function independently from interactions among controls, climatic regions, and the multifaceted functions exhibited by streams. This paper examines the peer reviewed literature pertaining to grazing BMPs commonly implemented in the southern humid region of the United States to ascertain effects of BMPs on stream water quality. Results indicate that the most extensive BMP research efforts occurred in the western and midwestern U.S. While numerous studies documented the negative impacts of grazing on stream health, few actually examined the success of BMPs for mitigating these effects. Even fewer studies provided the necessary information to enable the reader to determine the efficacy of a comprehensive systems approach integrating multiple BMPs with pre-BMP and post-BMP geomorphic conditions. Perhaps grazing BMP research should begin incorporating geomorphic information about the streams with the goal of achieving sustainable stream water quality.

    Notes: : The Soil and Water Assessment Tool (SWAT) was used to evaluate the influence of woody plants on water budgets of semi-arid rangelands in karst terrain. The model was configured for the hydrologic evaluation of the North Fork of the Upper Guadalupe River watershed and was calibrated and verified using measured flow data. Nash and Sutcliffe fit efficiencies for daily and monthly verification periods were 0.09 and 0.50, respectively. Streamflow, baseflow, and evapotranspiration (ET) rates were comparable to published field data. Simulated deep recharge was considerably higher than the published values for the Edwards Plateau. The model was then used to simulate conditions with existing brush cover and four different brush removal scenarios. Scenarios were created to represent existing brush and the removal of brush from only locations that were either covered by heavy brush, were on a moderate slope, or were in shallow soils. Resulting data was compared to previous studies of both field experiments and model simulations. Maximum brush removal resulted in a reduction in ET equal to 31.94 mm/yr depth over the entire basin, or 46.62 mm/yr depth over the treated area. Removal of heavy brush cover resulted in the greatest changes in evapotranspiration, surface runoff, base-flow, and deep recharge. Slope was found to have the greatest effect on lateral subsurface flow.

    Notes: : Region-of-influence (RoI) approaches for estimating stream flow characteristics at ungaged sites were applied and evaluated in a case study of the 50-year peak discharge in the Gulf-Atlantic Rolling Plains of the southeastern United States. Linear regression against basin characteristics was performed for each ungaged site considered based on data from a region of influence containing the n closest gages in predictor variable (PRoI) or geographic (GRoI) space. Augmentation of this count based cutoff by a distance based cutoff also was considered. Prediction errors were evaluated for an independent (split-sampled) dataset. For the dataset and metrics considered here: (1) for either PRoI or GRoI, optimal results were found when the simpler count based cutoff, rather than the distance augmented cutoff, was used; (2) GRoI produced lower error than PRoI when applied indiscriminately over the entire study region; (3) PRoI performance improved considerably when Rol was restricted to predefined geographic subregions.

    Notes: Two distinctive, independently developed technologies, geographic information systems (GIS) and predictive water resource models, are being interfaced with varying degrees of sophistication in efforts to simultaneously examine spatial and temporal phenomena. Neither technology was initially developed to interact with the other, and as a result, multiple approaches to interface GIS with water resource models exist. Additionally, continued model enhancements and the development of graphical user interfaces (GUIs) have encouraged the development of application “suites” for evaluation and visualization of engineering problems. Currently, disparities in spatial scales, data accessibility, modeling software preferences, and computer resources availability prevent application of a universal interfacing approach. This paper provides a state-of-the-art critical review of current trends in interfacing GIS with predictive water resource models. Emphasis is placed on discussing limitations to efficient interfacing and potential future directions, including recommendations for overcoming many current challenges.

    Notes: : Climate variations can play an important, if not always crucial, role in successful conjunctive management of ground water and surface water resources. This will require accurate accounting of the links between variations in climate, recharge, and withdrawal from the resource systems, accurate projection or predictions of the climate variations, and accurate simulation of the responses of the resource systems. To assess linkages and predictability of climate influences on conjunctive management, global climate model (GCM) simulated precipitation rates were used to estimate inflows and outflows from a regional ground water model (RGWM) of the coastal aquifers of the Santa Clara-Calleguas Basin at Ventura, California, for 1950 to 1993. Interannual to interdecadal time scales of the El Niño Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO) climate variations are imparted to simulated precipitation variations in the Southern California area and are realistically imparted to the simulated ground water level variations through the climate-driven recharge (and discharge) variations. For example, the simulated average ground water level response at a key observation well in the basin to ENSO variations of tropical Pacific sea surface temperatures is 1.2 m/°C, compared to 0.9 m/°C in observations. This close agreement shows that the GCM-RGWM combination can translate global scale climate variations into realistic local ground water responses. Probability distributions of simulated ground water level excursions above a local water level threshold for potential seawater intrusion compare well to the corresponding distributions from observations and historical RGWM simulations, demonstrating the combination's potential usefulness for water management and planning. Thus the GCM-RGWM combination could be used for planning purposes and — when the GCM forecast skills are adequate — for near term predictions.

    Notes: : A series of reforms in the water industry in Australia has created a demand from the industry and regulators for objective methodologies to evaluate incremental changes in the customer service standards. In this paper, the use of choice modeling for estimating implicit prices associated with urban water supply attributes is explored. Results from multinomial logit (MNL) and random parameters logit (RPL) models show that increases in annual water bills and the frequency of future interruptions were the most important attributes. Implicit price confidence intervals based on the best models suggest that people are willing to pay positive amounts to achieve a water supply that is less frequently interrupted. The provision of alternative water supplies during an interruption and notification of the interruption were found to be unimportant to respondents. Choice modeling proved to be a useful technique and provided the industry and regulators with additional information for standard setting.
