    Description / Table of Contents: Summary During three trips across the Tanezrouft desert, in spring 1973 and 1977 (Fig. 1), migrating palaearctic birds were observed and fallouts recorded (Tab. 1). ForStreptopelia turtur, Merops apiaster, Calandrella brachydactyla, Oenanthe oenanthe, andCercotrichas galactotes regular intermediate stops in the desert are discussed. 20 exhausted or dead migrants, and 18 control birds, were analyzed for fat content, water content (Tab. 2), and chlorinated hydrocarbon residues. Small birds in Tanezrouft had failed because of exhausted fat stores, larger birds apparently because of water deprivation, while their fat reserves were not exhausted. Pesticide residues had no demonstrable influence on mortality. All migrants in the desert had low water indices. 42 (4 %) out of 1062 observed migrants (only a small fraction of the total number of migrating birds at the same localities and at the same time) had failed. The real mortality rate during the crossing of the western Sahara might usually be far below these 4 %, and especially low in some species, e. g.Merops apiaster, Calandrella brachydactyla, Cercotrichas galactotes, warblers.
    Notes: Zusammenfassung Bei drei Durchquerungen der Tanezrouft-Wüste im März und April 1973 und 1977 wurden durchziehende paläarktische Vögel beobachtet, gezählt und Verluste erfaßt. FürStreptopelia turtur, Merops apiaster, Calandrella brachydactyla, Oenanthe oenanthe, Cercotrichas galactotes wird die Möglichkeit regelmäßiger Zwischenlandungen diskutiert. 20 erschöpft gegriffene oder tot gefundene Durchzügler sowie 18 Kontrolltiere wurden u. a. auf Fettgehalt, Wassergehalt und Rückstände chlorierter Kohlenwasserstoffe untersucht. Kleinvögel waren in der Tanezrouft am aufgezehrten Fettdepot gescheitert, größere Vögel am Wasserverlust bei hohen Fettreserven. Biozidrückstände waren ohne nachweisbaren Einfluß auf die Mortalität. Die Wasserindices aller untersuchten Durchzügler aus der Wüste waren erniedrigt. Von 1062 beobachteten Zugvögeln (das ist nur ein Bruchteil der dort in der Beobachtungszeit zu erwartenden Durchzügler) hatten 42 (4 %) versagt. Die tatsächlichen Mortalitätsraten bei der Überquerung der Westsahara dürften gewöhnlich weit unter diesen 4 % liegen, besonders niedrig bei manchen Arten, wieMerops apiaster, Calandrella brachydactyla, Cercotrichas galactotes, Grasmücken- und Laubsängerarten.

    Description: In November 2005 the ‘Question of Antarctica’ was taken up yet again by the UN First Committee. Following formal placement upon its agenda in 1983 by the Malaysian government, the UN has discussed the topic regularly, initially annually, then biennially, but more recently upon a triennial basis. As usual, in 2005 UN members were guided by a lengthy report produced for the United Nations Secretary General (UNSG) by the United Nations Environment Programme (UNEP) in order to outline recent developments affecting Antarctica and the Antarctic Treaty system (ATS). In November 2005 the UN First Committee, acting upon proposed amendments advanced by the Malaysian delegation, agreed to a major change of course. Thus, resolution L60, adopted by the committee without a vote, stipulated that the UN, though remaining ‘seized’ of the ‘Question of Antarctica’, would not place the topic upon the agenda of the 63rd. session in 2008. Nor would the UNSG be required, henceforth, to produce a report on Antarctica for members. In December 2005, the UN General Assembly adopted draft resolution L60 as resolution 60/47, once again without a vote. As a result, for the first time since 1983, the UN is no longer scheduled to return to the ‘Question of Antarctica’. Meanwhile, the episode has raised interesting questions about future developments: the UN's role, if any, in the ‘Question of Antarctica’, the direction of Malaysian policy towards the ATS, including membership thereof; the continued ability of the Antarctic Treaty Consultative Parties (ATCPs) to manage Antarctica in a democratic, transparent and accountable manner without attracting criticism from the broader international community; and the relevance of the common heritage principle to the Antarctic region.

    Description: In June 1988, at the final session of the Fourth Special Antarctic Treaty Consultative Meeting in Wellington, New Zealand, the Convention on the Regulation of Antarctic Mineral Resource Activities (CRAMRA) was adopted, bringing to a successful conclusion six years of negotiations. Christopher Beeby, chairman of the discussions, presented the convention as the most important political development affecting Antarctica since the 1959 treaty, especially as it established the ability of the Antarctic Treaty System to reach an internal accommodation even upon matters raising serious political, legal, environmental and other issues. There remain uncertainties regarding the future development of the Antarctic minerals question; for example, when will the minerals convention and the proposed institutional framework come into effect, will its ratification encourage mining, can the fragile Antarctic environment be adequately protected against mining, how will certain key terms and concepts be defined, and will the regime's operation bring latent tensions to the surface? It is also difficult to predict how other governments will react to the convention, in the light of recent UN resolutions on Antarctica. The convention is perceived within the Antarctic Treaty system as a significant development, but it will be some time before a considered evaluation of the Antarctic Minerals Regime can be conducted.

    Description: The UN Secretary-General's third Report of September 1987 provided the background for the fifth annual round of the UN's consideration of the ‘Question of Antarctica’. The First Committee's discussions in November 1987 resulted in the adoption by large majorities of two further UN resolutions in favour of a moratorium on the Antarctic minerals regime negotiations, an enhanced UN role in the operations of the Antarctic Treaty System, and the exclusion of South Africa from Consultative Meetings. On the surface, the session might be dismissed as yet another ‘sterile annual UN ritual’, serving to confirm the international community's lack of consensus about the future management of Antarctica. In reality, the episode, suggesting that the UN/Antarctic relationship may be at the crossroads, offered several points of interest, including increased signs of strain within the Antarctic Treaty System consequent upon the South African issue, and a greater appreciation by the critics of the need to work for change within the framework of the existing Antarctic Treaty regime.

    Description: The question of Antarctica was discussed at the United Nations General Assembly in 1985 for the third successive year. While the content of the debates differed little from that of previous years, the discussions resulted in the adoption, by large majorities, of three resolutions in favour of an expanded and up-dated UN Study on Antarctica, the provision of information for the UN on the Antarctic minerals regime negotiations, and the exclusion of South Africa from the Antarctic Treaty System. The Antarctic Treaty powers, favouring no real UN role in Antarctica, stressed the need to maintain the present arrangements and did not participate in the UN votes on the three resolutions. The apparent breakdown of the consensus approach that was characteristic of 1983 and 1984 raises a question for the future; will 1986 witness bridge-building or continuing divisions on the most appropriate way to manage Antarctica in the future?

    Description: The personal papers of Admiral Dufek, former Antarctic Projects Officer of the United States Department of Defense, provide insights into the political negotiations (May 1958 to October 1959) that immediately preceded the international Antarctic Conference and prepared the way for the Antarctic Treaty of 1959. The papers, lodged with the University of Syracuse, disclose information hitherto unpublished on the first 26 preparatory meetings, with interesting sidelights recording the attitudes of the 12 governments taking part in the discussions, and showing the origins of the draft treaty from which the Antarctic Treaty evolved.

    Description: In 1983 the UN Secretary-General was requested by the General Assembly to prepare a ‘Study on the question of Antarctica’ for the 1984 meeting of the Assembly. Published in November 1984, the Study provided a foundation for the UN First Committee's discussions of 28–30 November. These demonstrated, as had the discussions of the previous year, the polarization of views among UN member states for and against the Antarctic Treaty System. The UN resolution that followed the discussions similarly represented little advance on that of 1983, merely postponing any decision for a further year. Meanwhile the considerable amount of information marshalled for the Study may help to spread interest in Antarctic affairs and enhance international understanding.
