    Notes: Historically, the main objective of water resources development has been economic efficiency, and the technique for its evaluation has been benefit-cost analysis. Gradually other objectives have emerged, and these in order of their emergence are regional income redistribution, environmental quality and social well-being. These multi-objectives have given rise to multifarious problems, and have made the planning process much more complex than ever before. The different objectives are not mutually exclusive, and, hence, contributions to one can only be made at the expense of others. Trade-off studies between different objectives are difficult to make. It is suggested that one way to overcome this difficulty could be to design a system to perform optimally in terms of one objective, subject to a specified level of performance of the other, which in effect becomes a constraint. The paper also discusses the pros and cons of the desirability of public participation in our decision-making processes, and the necessity of developing social sciences models to aid water planning and management.

    Notes: Decisions to develop water resources systems so far have been primarily taken on the basis of engineering and economic feasibilities. Very rarely, if ever, sociological feasibility has been considered, except in a very broad sense. Planning is for the people, and it should improve the quality of life. Hence, it is argued that water resources decisions ought to be primarily social ones, and that the success or failure of any resource development should not only be judged by its techno-economic excellence but also by its impact on people.Water resources planning process is discussed, and the difficulties associated with the evaluation of sociological feasibility of projects are enumerated. The social consequences of water development projects are traced through planning, construction, operation and management impacts. Finally, it is suggested that the foremost factor in the success of any water management program is the public understanding and acceptance of that program.

    Notes: Abstract Blood glucose, tissue carbohydrate, total plasma and tissue protein and plasma electrolyte concentrations were estimated in male toads, exposed to simulated high altitude of 12,000, 18,000 and 24,000 feet respectively for 48 hours of continuous exposure in a decompression chamber. Blood glucose and muscle carbohydrate were decreased significantly in animals exposed to 18,000 and 24,000 feet altitude, without having any change in the liver carbohydrate. Muscle carbohydrate was also decreased in 12,000 feet altitude exposed animals. Plasma protein content was increased significantly in 18,000 and 24,000 feet altitude exposed animals, whereas no such change was noted in tissue protein content. A slight increase of plasma sodium concentration was found in animals exposed to 24,000 feet, and a decrease of potassium concentration was also noted in 18,000 and 24,000 feet exposed animals. Magnesium concentration of the plasma was increased in 18,000 and 24,000 feet exposed animals. This animal had also shown an eosinopenia, lymphopenia and neutrophilia when exposed at 24,000 feet high altitude.

    Notes: Abstract The demand for water has been increasing steadily with increases in population and standard of living. The food and energy crises of the Seventies have made water resources development a priority issue in many countries. Agriculture currently accounts for 80 % of all global water consumption but hydroelectric generation does not consume any water. Since irrigation and hydropower generation are compatible uses of water, most recent water developments include both these uses. Quantity of water available to any country is limited, but demands are continually rising. Accordingly, water use has to be made more efficient and options like interregional water transfers have to be explored. The paper outlines the problems and prospects associated with long distance water transfer projects and discusses the latest plans for this type of development in the People's Republic of China.

    Description: Cloud flare-ups along the inner eye wall of a hurricane lead to enhancement of cloud scale divergence, which in turn leads to a large local enhancement of the departure from balance laws and can lead to local supergradient winds. This scenario is tested using the results from a mesoscale microphysical model at horizontal resolution of 1.33 km for the simulation of hurricane Katrina. Rainwater mixing ratio tags growing cloud elements. The departure from balance laws includes terms such as the local, horizontal and vertical advections of divergence, divergence square and a term invoking the gradient of vertical velocity. It is noted that these terms collectively contribute to a substantial local enhancement of the departure from balance laws. Departures from balance laws are related to the radial gradient wind imbalances in a storm-centred coordinate. In this study, several examples, from the hurricane Katrina simulations, that display this scenario of rapid intensification are illustrated. Organisation of convection in the azimuthal direction seems important for the hurricane scale; cloud flare-ups away from such regions of azimuthal organisation fail to contribute to this scenario for the overall intensification of the hurricane.     Description: There are various factors governing the spatial and temporal variability of soil water storage including soil properties, topography, and vegetation. Some factors act locally, while others act non-locally, which means that a factor measured at one location has effect on soil water storage at another location. The objective of this study was to examine the effects of local and nonlocal controls of soil water storage in a hummocky landscape using cyclical correlation analysis. Soil water storage, soil properties, and terrain indices were measured along a 128-point transect of 576 m long from the semi-arid, hummocky, prairie pothole region of North America. There are large coefficients of determination ( r 2 ) between soil water storage and sand content ( r 2  = 0.32 to 0.53), organic carbon content ( r 2  = 0.22 to 0.56), depth to carbonate layer ( r 2  = 0.13 to 0.63), wetness index ( r 2  = 0.25 to 0.45), and other variables at the measurement scale at different times, indicating strong local effects from these variables. The correlation coefficients were also calculated by physically shifting the spatial series of soil water storage with respect to that of controlling factors. The shifting improves the correlation between the spatial series and the length of shifting indicated the difference in the response of soil water to its controlling factors. For example, the value of r 2 increased over eight folds ( r 2  = 0.47 to 0.64) after shifting the spatial series of soil water storage by 54 m, almost equal to the average length of existing slope, compared to the very weak correlation ( r 2  = 0.02 to 0.08) at the measurement scale. This indicated the nonlocal effect from the relative elevation. Identification of nonlocal effects from factors improves the prediction of soil water storage. Copyright © 2011 John Wiley & Sons, Ltd.
