    Description: This RIFS discussion paper presents preliminary insights from transdisciplinary research on the Co-Creative Reflection and Dialogue Space (CCRDS) implemented at the 25th, 26th and 27th United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP). The transformative research design and findings from over six years of dedicated experimentation with different participatory formats and design principles at the CCRDS are emphasised. The aim was to better understand the communication culture at the COP and to orientate the experimental formats towards reflecting the rich and diverse perspectives, knowledge, and potential of COP participants. A key objective was thereby to better understand whether participatory and reflective formats can support individual and collective climate action. Building on this, CCRDS research and practice design at COP 28 is presented, which aims to understand more relational communication practices as a way to more effective and supportive communication pathways and to work with other organisations and individuals to scale these efforts.

    Description: Technological and policy solutions for transitioning to a fossil-free society exist, many countries could afford the transition, and rational arguments for rapid climate action abound. Yet effective action is still lacking. Dominant policy approaches have failed to generate action at anywhere near the rate, scale or depth needed to avoid potentially catastrophic futures. This is despite 30 years of climate negotiations under the United Nations Framework Convention on Climate Change (UNFCCC), and wide-ranging actions at national, transnational and sub-national levels. Practitioners and scholars are, thus, increasingly arguing that also the root causes of the problem must be addressed – the mindset (or paradigm) out of which the climate emergency has arisen. Against this background, we investigate decision-makers’ views of the need for a different mindset and inner qualities that can support negotiating and activating climate action, along with factors that could enable such a mindset shift. Data were collected during participatory workshops run at the 25th UNFCCC Conference of the Parties (COP25) in 2019, and comprise surveys, as well as social media communication and semi-structured interviews with COP attendees. Our results underline vast agreement among participants regarding the need for a mindset shift that can support new ways of communication and collaboration, based on more relational modes of knowing, being and acting. They also suggest the emergence of such a mindset shift across sectors and contexts, but not yet at the collective and systems levels. Finally, they highlight the importance of transformative skills and the need for experimental, safe spaces. The latter are seen as a visible manifestation and enabler that can support agency for change through shared self-reflection, experience and practice. We present a transformative skills framework, and conclude with further research needs and policy recommendations.

    Description: Transnational climate change initiatives have increased in number and relevance within the global climate change regime. Despite being largely welcomed, there are concerns about their ability to deliver ambitious climate action and about their democratic legitimacy. This paper disentangles the nature of both authority and legitimacy of a specific form of transnational networks, transgovernmental networks of subnational governments. It then investigates how a major transgovernmental initiative focusing on tropical forests, the Governors’ Climate and Forests Task Force, attempts to command authority and to build and maintain its legitimacy. The paper illustrates the particular challenges faced by initiatives formed primarily by jurisdictions from the Global South. Three major trade-offs related to authority and legitimacy dimensions are identified: first, the difficulty of balancing the need for increased representation with performance on ambitious climate goals; second, the need to deliver effectiveness while ensuring transparency of governance processes; and third, the limited ability to leverage formal authority of members to deliver climate action in local jurisdictions, while depending on external funds from the Global North.

    Description: At their core, the UN Climate Change conferences known as “COPs” are the primary international venue for negotiating how countries should act and cooperate to avoid dangerous climate change. The 2015 Paris Agreement is its most recent notable success. Although the climate negotiations are a state government-led process, the UNFCCC (United Nations Framework Convention on Climate Change) community has increasingly recognized the need for dialogue and engagement with non-governmental stakeholders in acknowledgement of the critical role they will play in mobilizing and implementing climate change solutions. Non-governmental stakeholders include science, civil society, the private sector, and local communities. Such non-governmental stakeholders also attend the COP in large numbers, where they aspire to influence the negotiations, make their voices heard, and generally contribute to advancing climate action. Indeed, the COP has tremendous convening power, annually bringing together tens of thousands of people working on diverse aspects of climate policy, science, and advocacy in one place at the same time. Despite this enormous collective potential, a communication culture has developed that relies heavily on conventional presentation and panel formats that are not conducive to mutual engagement and learning. We therefore see a need to reinvigorate the COPs through new formats of dialogue that can better foster collaboration and co-creation of climate change solutions. Against this backdrop we make the following three recommendations to foster reflection, dialogue, and collaboration among diverse actors at the UN Climate Change conferences, focusing on the interactions that take place outside the formal negotiations. These recommendations are intended to be actionable by different types of meeting hosts at the COP, including observers, Party delegates, the UNFCCC Secretariat and the COP presidency.

    Description: The international UN Climate Change conferences known as “Conferences of the Parties (COPs)” have an enormous convening power and are attended annually by tens of thousands of actors working on climate change topics from a wide range of perspectives. In the COP spaces outside of the formal negotiations, the communication culture is dominated by “side events,” a format that relies heavily on conventional presentations and panels that can be informative, but is generally not conducive to mutual engagement, reflection, or dialogue. There is an urgent need for new dialogue formats that can better foster learning and community-building and thereby harness the enormous latent potential for climate action represented by the diverse stakeholders that gather at the COP. Against this backdrop, and drawing on our experience with the development and implementation of the Co-Creative Reflection and Dialogue Spaces at COP25, COP26, and COP27, we make recommendations for further developing the communication culture of the COPs. At the level of individual sessions, we provide recommendations for designing participatory dialogues that can better support reflection, interconnection, and action orientation. In addition, we offer guidance for scaling up these practices, for instance through networks and communities of practice to support a shift of the overall communication culture of the COPs. Our recommendations focus on interactions and exchanges that unfold outside of the formal negotiation sessions, with a view toward enabling and accelerating transformative action by non-state actors.

    Description: The gap between the internationally agreed climate objectives and tangible emissions reductions looms large. We explore how the supreme decision-making body of the United Nations Framework Convention on Climate Change (UNFCCC), the Conference of the Parties (COP), could develop to promote more effective climate policy. We argue that promoting implementation of climate action could benefit from focusing more on individual sectoral systems, particularly for mitigation. We consider five key governance functions of international institutions to discuss how the COP and the sessions it convenes could advance implementation of the Paris Agreement: guidance and signal, rules and standards, transparency and accountability, means of implementation, and knowledge and learning. In addition, we consider the role of the COP and its sessions as mega-events of global climate policy. We identify opportunities for promoting sectoral climate action across all five governance functions and for both the COP as a formal body and the COP sessions as conducive events. Harnessing these opportunities would require stronger involvement of national ministries in addition to the ministries of foreign affairs and environment that traditionally run the COP process, as well as stronger involvement of non-Party stakeholders within formal COP processes.
