    Notes: Abstract We test implications of politicalcompetition theory concerning government size, usingdata from U.S. states. We find that greaterpolitical competition in the race for governor actsas a check against bigger government. Evidence onthe effectiveness of legal limits on expendituresand/or revenues growth is mixed. The DemocraticParty is associated with bigger government, but onlywhen party representation in both the governor'shouse and the legislature is strong. The flypapereffect of grants is found to be strong. Our resultshave implications for models of fiscal illusion.

    Notes: Abstract.  A method of proof is given for obtaining lower bounds on strip discrepancy when the distributions do not have atoms.     Notes: Abstract Gamma irradiation was investigated as a possible method for disinfestation of huhu beetle larvae, Prionoplus reticularis White, in Pinus radiataD. Don. Larvae of four representative size classes were irradiated at six doses, and the lethal dose (LD99) calculated from mortality data 3 days and 10 days post treatment. All larval size classes showed a similar sensitivity to gamma irradiation and required 3677 Gray (Gy) and 2476 Gy for a LD99 3 and 10 days post-treatment, respectively. The penetration of gamma irradiation into pine wood was found to be lowest in freshly cut logs, and decreased linearly at a rate of 0.698 Gy mm−1 of wood. The penetration was greatest in wood that had been stored for 2 years, and decreased 0.512 Gy mm−1 of wood. These results are likely to be correlated with wood moisture content. Gamma irradiation appears to be a potential alternative method to fumigation for quarantine treatment of P. reticularis.

    Notes: Abstract Courtship signaling via wing vibration, accompanied by sound production, has been reported in several species of tephritids. In this large family of flies, sound communication as well as complex courtship displays appears to be restricted to species with lekking mating systems (i.e., Mediterranean fruit fly, Anastrepha and Dacus species). In contrast, in tephritid species with resource-defense mating systems, such as species in the genus Rhagoletis, little or no courtship behavior, acoustical or otherwise, has been described. Wing displays in Rhagoletis species have been considered to play a visual role. This study describes a distinctive wing display performed by males of the walnut fly, Rhagoletis juglandis. Laboratory experiments and field observations demonstrate that the male wing display plays a role in courtship. We used sound and vibration detectors to record the signals produced by this wing display. Using a combination of techniques, we were able to record both the very low-frequency vibration and its accompanying airborne infrasound (12–22 Hz) produced by the males.

    Notes: Abstract —The digital seismic network used to monitor earthquakes in southwestern British Columbia recorded explosions from Lithoprobe’s Southern Cordillera Refraction Experiment (SCoRE) in 1989 and 1990 and from the USGS Pacific Northwest Refraction Survey in 1991. Both P and S waves were recorded. The geographical distribution of the shots and receiver stations enabled a large three-dimensional area to be sampled. For ray paths considered to be in the top 10 km of the crust, we used a tomographic inversion procedure to estimate the 2-D distribution of upper crustal P- and S-wave velocities within blocks of a refracting velocity grid, located beneath a near surface velocity layer of uniform thickness. The P-wave velocity distribution mapped the subsurface location of several terranes in the southwest Cordillera. Volcanic rocks of Wrangellia terrane, which is the principal component of the Insular Belt, were characterized by upper crustal velocities 〉 6.3 km s −1, whereas plutonic rocks of the Coast Belt had velocities 〈 6.3 km s−1. East of southern Vancouver Island, the velocity distribution indicated that Wrangellia extends in the subsurface beneath the Coast Belt for about 130 km eastward of the surface location of the Insular/Coast Belt boundary. A portion of the southern boundary of Wrangellia was also delineated by the P-velocity map, which suggested that metamorphic rocks of the Northwest Cascades Thrust System may extend beneath sedimentary cover as far west as south-central Georgia Strait. Inverted S-wave velocities were typically 3.6–3.7 km s−1. Corresponding values of Poisson’s ratio were 0.27–0.28 over Vancouver Island and 0.20–0.24 in the Coast Belt. The higher values for Vancouver Island likely reflect the high mafic content of Wrangellia volcanics, compared to the high quartz content of the Coast Belt plutonics.
