    Description: Report on assessment of the EuroSea observational (and thematic) networks coordination This Deliverable serves to present the initial situation, in terms of coordination, of the observation and thematic networks in EuroSea represented in work package 3 (WP3). The networks include the networks represented in EuroGOOS and additional ones. The study is based on a comprehensive questionnaire that was answered by all EuroSea WP3 tasks. In addition, information from the Global Observing Networks of GOOS was considered. An important basis for the questionnaire was the list of "Network Attributes, Commitment and Benefits -What it means to be an OPA network" which was compiled by the Observation coordination group (OCG) of GOOS. This deliverable is linked to the deliverable D3.10 that will repeat the assessment at the end of the EuroSea project to assess the evolution of the coordination over the period of the EuroSea project. The present study shows that the observation and thematic networks in EuroSea all have highly developed coordination mechanism elements, except for task 3.7 - ASV, which represents a new network to be established. Given the spectrum of coordination themes and envisioned targets significant heterogeneity across the networks is also evident. The coordination of ship-based observations is not fully represented in EuroSea (and thus in EuroGOOS) and ideally this task should have been divided into research vessels and commercial vessels (container ships, ferries) but as it stands currently is dominated by one technology only (Ferrybox). This reflects the situation in EuroGOOS. For the thematic networks it is interesting to note that the observatories that are operated in task 3.8 (Augmented observatories) are not represented in the observational networks (task 3.1-3.7). The assessment presented in this deliverable has its focus on the status quo. It does not question or analyze the necessity for individuals, institutions and countries to be represented in a network - “Why should individuals, institutions or countries feel a need or a motivation to engage with the networks?”. It seems logical that networks are only founded, maintained and developed when individuals see an advantage in their involvement in a network – for themselves, their institution or a country. The "characteristics" of the apparent advantage of contributing to a network is likely of central importance. For example, if the advantage is only that there are no disadvantages (e.g. fines), a further development and improvement of the network is questionable. This important investigation of the motivation of individuals will be part of final assessment prepared in D3.10.

    Description: The European Ocean Observing and Forecasting System (EOOFS) plays a pivotal role in understanding, monitoring, forecasting, and managing the complex dynamics and resources of Europe's Seas. It serves as a critical interdisciplinary system for addressing a myriad of challenges, from climate change impacts to marine resources management. However, to ensure its continued effectiveness, it is essential to identify and address the gaps within this system and provide actionable recommendations for improvements at short- and long-term. Therefore, this document serves as a baseline that can guide the funders and supporters of the EOOFS, as well as the various stakeholders directly or indirectly related to the EOOFS, towards the gaps that hinder better monitoring and prediction of various ocean phenomena, along the ocean observing value chain. The main identified gaps are related to spatial and temporal coverage of data and products of the EOOFS, the data integration and accessibility by various types of users, the uncertainties of projections, the technological challenges, as well as to the engagement of various actors and the communication of results and services to them. The main recommendations to be taken into consideration for addressing all highlighted gaps are detailed in the report for every phenomenon and component of the ocean value chain. These recommendations are not provided just to satisfy the academic interest of the EOOFS community, however, they may have profound implications for multiple sectors and the society as a whole, if taken into consideration. This is due to the fact that the EOOFS is essential for climate change mitigation and adaptation measures, in improving the efficiency of the marine resources’ management, in enhancing the resilience of marine and coastal ecosystems as well as coastal cities and infrastructures against disasters and extreme events, for shipping and navigation safety, and for the scientific advancements and innovations of Europe in the field of marine science that serves the society. We propose a scoring approach that can evaluate the EOOFS readiness level (RL) in monitoring ocean phenomena, on a regular basis and in a systematic way. We have demonstrated the usefulness of this approach by implementing it based on our assessment and the feedback of the EOOFS community. The main results clearly show that the EOOFS has “Fitness for Purpose” readiness levels (RL 7) in the three main pillars of the value chain (Input, Process, and Output) only for one ocean phenomenon, while 83% of ocean phenomena have RLs varying from 1 (Idea) to 4 (Trial). A deeper analysis of the scoring results reflects that the EOOFS major gaps are predominantly concentrated in two of its three pillars: the coordination and observational elements (Process) and data management and information products (Output) (Figure 1). In a changing world that is affecting all aspects of European lives, it is crucial to significantly invest and support the EOOFS to better monitor and accurately predict the European Seas, and provide sustained services that can help businesses and improve the resilience of communities and resources.

    Description: Understanding and sustainably managing complex environments such as marine ecosystems benefits from an integrated approach to ensure that information about all relevant components and their interactions at multiple and nested spatiotemporal scales are considered. This information is based on a wide range of ocean observations using different systems and approaches. An integrated approach thus requires effective collaboration between areas of expertise in order to improve coordination at each step of the ocean observing value chain, from the design and deployment of multi-platform observations to their analysis and the delivery of products, sometimes through data assimilation in numerical models. Despite significant advances over the last two decades in more cooperation across the ocean observing activities, this integrated approach has not yet been fully realized. The ocean observing system still suffers from organizational silos due to independent and often disconnected initiatives, the strong and sometimes destructive competition across disciplines and among scientists, and the absence of a well-established overall governance framework. Here, we address the need for enhanced organizational integration among all the actors of ocean observing, focusing on the occidental systems. We advocate for a major evolution in the way we collaborate, calling for transformative scientific, cultural, behavioral, and management changes. This is timely because we now have the scientific and technical capabilities as well as urgent societal and political drivers. The ambition of the United Nations Decade of Ocean Science for Sustainable Development (2021–2030) and the various efforts to grow a sustainable ocean economy and effective ocean protection efforts all require a more integrated approach to ocean observing. After analyzing the barriers that currently prevent this full integration within the occidental systems, we suggest nine approaches for breaking down the silos and promoting better coordination and sharing. These recommendations are related to the organizational framework, the ocean science culture, the system of recognition and rewards, the data management system, the ocean governance structure, and the ocean observing drivers and funding. These reflections are intended to provide food for thought for further dialogue between all parties involved and trigger concrete actions to foster a real transformational change in ocean observing
