    Description: The ESA Earth Explorer CryoSat-2 was launched on 8 April 2010 to monitor the precise changes in the thickness of terrestrial ice sheets and marine floating ice. To do that, CryoSat orbits the planet at an altitude of around 720 km with a retrograde orbit inclination of 92∘ and a quasi repeat cycle of 369 d (30 d subcycle). To reach the mission goals, the CryoSat products have to meet the highest quality standards to date, achieved through continual improvements of the operational processing chains. The new CryoSat Ice Baseline-D, in operation since 27 May 2019, represents a major processor upgrade with respect to the previous Ice Baseline-C. Over land ice the new Baseline-D provides better results with respect to the previous baseline when comparing the data to a reference elevation model over the Austfonna ice cap region, improving the ascending and descending crossover statistics from 1.9 to 0.1 m. The improved processing of the star tracker measurements implemented in Baseline-D has led to a reduction in the standard deviation of the point-to-point comparison with the previous star tracker processing method implemented in Baseline-C from 3.8 to 3.7 m. Over sea ice, Baseline-D improves the quality of the retrieved heights inside and at the boundaries of the synthetic aperture radar interferometric (SARIn or SIN) acquisition mask, removing the negative freeboard pattern which is beneficial not only for freeboard retrieval but also for any application that exploits the phase information from SARIn Level 1B (L1B) products. In addition, scatter comparisons with the Beaufort Gyre Exploration Project (BGEP; https://www.whoi.edu/beaufortgyre, last access: October 2019) and Operation IceBridge (OIB; Kurtz et al., 2013) in situ measurements confirm the improvements in the Baseline-D freeboard product quality. Relative to OIB, the Baseline-D freeboard mean bias is reduced by about 8 cm, which roughly corresponds to a 60 % decrease with respect to Baseline-C. The BGEP data indicate a similar tendency with a mean draft bias lowered from 0.85 to −0.14 m. For the two in situ datasets, the root mean square deviation (RMSD) is also well reduced from 14 to 11 cm for OIB and by a factor of 2 for the BGEP. Observations over inland waters show a slight increase in the percentage of good observations in Baseline-D, generally around 5 %–10 % for most lakes. This paper provides an overview of the new Level 1 and Level 2 (L2) CryoSat Ice Baseline-D evolutions and related data quality assessment, based on results obtained from analyzing the 6-month Baseline-D test dataset released to CryoSat expert users prior to the final transfer to operations.

    Notes: Although some studies and experiences have shown that R & D project selection models can be potentially useful decision aids, their adoption and routine use is not widespread. This lack of usage may be a consequence of the lack of attention which model builders have traditionally given to the prevailing adoption attitudes of R & D managers. A design methodology centering around the measurement of adoption attitudes has been developed and used by the authors. The methodology consists of procedures for analyzing the organizational climate relative to project selection model usage, developing an acceptable model form relative to the organizational climate, and inducing the adoption of this model form within the climate. Three case applications of the methodology are described in which negative-to-positive shifts in adoption attitudes occurred and project selection models were adopted for long-term use. These results indicate that the use of this general methodology may lead to increased formal adoption and widespread usage of project selection model forms in R & D.

    Notes: Abstract. This paper describes the application of three comparative procedures for scaling the relative worth of research and development projects. One procedure which assigns a monetary value to each project in units comparable to those used to measure the resources consumed proved to be simple for judges to understand and apply. Its application to sets of projects drawn from two laboratories permits investigating the degree of consensus among subject judges with various organizational affiliations and responsibilities. Significant differences in behavior were observed. Both the methodological and behavioral findings are potentially valuable to researchers and administrators dealing with the R&D function in public and private sectors.

    Notes: Abstract. A Management Information System relating to technical manpower resources has been developed at the Unilever Research, Port Sunlight, Laboratory over the past two years. Data concerning areas of technical expertise were obtained from the scientists themselves and collated in the form of an Experience inventory. Application of the Inventory in the fields of personnel development, personnel placement, expert location and manpower planning in general are discussed. Although based upon subjective data, it was concluded that the system was sufficiently robust to justify its use in these areas. Staff reactions to the concept were, on the whole, favourable and initial experience of its use has been encouraging. The system would therefore seem to provide a valuable aid in the vital area of human resource utilization.

    Notes: The development and use of an improved automatic system for the accurate measurement of dissolved organic carbon (D.O.C.) in fresh waters is described. The method, which covers the range 0-25 mgl−1 D.O.C., is based on the oxidation of organic carbon to carbon dioxide by U.V. radiation. The carbon dioxide produced is measured by a non dispersive infra-red gas analyser (I.R.G.A.). The I.R.G.A. is also used in the semi-automatic measurement of particulate organic carbon (P.O.C.) by a combustion method which allows very low concentrations to be measured using samples of 200 ml or less.Results of surveys of two river systems indicate that D.O.C. concentrations of less than 2.0 mg l−1 are typical in unpolluted chalk streams. D.O.C. concentrations of streams draining acid heathland were found to be significantly higher (3-5.5 mg l−1).D.O.C. concentration was found to increase rapidly during a spate, in a river draining areas of mixed underlying geology. The throughput of D.O.C. during the twenty-five to fifty spates which occur annually in the river could amount to 20-30% of the annual flux of D.O.C.P.O.C. concentration in chalk spring waters (0.03–0.04 mg l−1) were found to be higher than expected from preliminary estimates using membrane filtration techniques.The relevance of the measurement of D.O.C. and P.O.C. flux to estimates of the energy budgets of stream ecosystems is discussed and published methods for the automatic measurement of D.O.C. are reviewed.
