    Beschreibung: To help the Centers for Medicare and Medicaid Services more accurately predict future health care costs, RAND Health developed the Future Elderly Model (FEM). A demographic-economic model of health spending projections, the FEM enables the user to answer "what-if" questions about the effects of changes in health status and disease treatment on future health care costs. This report describes the development of the FEM and its application in four key clinical areas.

    Beschreibung: The Office of the Assistant Secretary for Preparedness and Response asked RAND to facilitate development of a public health systems research agenda for emergency preparedness, identify short- and long-term research priorities, and provide a basis for coordinating funders and researchers inside and outside the federal government. To identify research priorities, RAND staff conducted an extensive literature review and convened a panel of experts.

This monograph examines the use of military medical assets to support civil authorities in the aftermath of a chemical, biological, radiological, nuclear, or conventional high explosives attack inside the United States. The authors focus on key questions, including under what circumstances military medical assets could be requested and what assets are likely to be requested.

    Beschreibung: Human recovery is the process of rebuilding social and daily routines and support networks that foster physical and mental health and well-being. RAND researchers conducted a facilitated discussion with Louisiana NGO leaders to capture lessons learned and challenges faced by these organizations in the aftermath of Hurricane Katrina. The subsequent lessons also serve to inform potential policy changes and future research directions.

    Beschreibung: This study tracks the establishment of a single hospital-based integrative medicine center. Although some factors clearly worked in favor of the center, the hospital had few models to guide it and no experience in creating such a clinic. Thus, it made many decisions in the areas of administration, finance, and legal issues that created barriers to the center's success, and the center was ultimately closed.

    Beschreibung: In November 2005, New Orleans city leaders asked RAND to estimate the repopulation of the city in the aftermath of Hurricane Katrina. The Bring New Orleans Back Commission needed estimates of the city's population in the immediate and near-term future to guide the redevelopment planning process. An assessment of flood damage to housing based on the depth of floodwater and the likely pace of reconstruction of damaged housing guided the estimates.

    Beschreibung: This study assesses whether Army policy, doctrine, and guidance adequately address environmental activities in post-conflict phases of contingencies. A review of policy, doctrine, operational experience, and documentation, as well as interviews with Army personnel, indicates that environmental concerns can have significant impacts. Recommendations are made for improving the Army?s approach to environmental issues in contingency operations.
