    Description: Blooms of toxic or harmful microalgae, commonly called "red tides," represent a significant and expanding threat to human health and fisheries resources throughout the United States and the world. Ecological, aesthetic, and public health impacts include: mass mortalities of wild and farmed fish and shellfish, human intoxication and death from the consumption of contaminated shellfish or fish, alterations of marine food webs through adverse effects on larvae and other life history stages of commercial fish species, the noxious smell and appearance of algae accumulated in nearshore waters or deposited on beaches, and mass mortalities of marine mammals, seabirds, and other animals. In this report, we provide an estimate of the economic impacts of HABs in the United States from events where such impacts were measurable with a fair degree of confidence during the interval 1987-92. The total economic impact averaged $49 million per year, with public health impacts representing the largest component (45 percent). Commercial fisheries impacts were the next largest (37 percent of the total), while recreation/tourism accounted for 13 percent, and monitoring/management impacts 4 percent. These estimates are highly conservative, as many economic costs or impacts from HABs could not be estimated.

    Notes: This article starts by highlighting the significance of two forms of authority--private and technical authority--that are becoming increasingly important relative to public authority, which traditionally has been considered the only relevant form of authority in international affairs. It then suggests that public, private and technical authority are related to one another not by the erasure of one by another, but rather through a process of politicized functional differentiation. Functional differentiation involves the transformation of multi-functional units into a set of more autonomous units that are related to one another in specific limited ways. The article explores differentiation between and within each of the three types of authority in the globalization of accounting, and the role of power as well. It challenges the view that globalization necessarily involves a centralized exercise of power or an elimination of differences.

    Notes: The Russian wheat aphid (RWA), is a serious threat to wheat production worldwide. The identification of a new RWA biotype in the USA virulent to all commercially grown winter wheats poses new challenges to wheat breeders. Wheat germplasm was evaluated to identify accessions resistant to the new virulent RWA isolate (biotype 2). Eleven biotype 1-resistant wheats and one susceptible check were challenged with RWA biotype 2. Two resistant wheat entries were identified (one highly resistant and one moderately resistant). This information is useful to wheat breeders searching for sources of resistance to the new RWA biotype to incorporate into their breeding programmes.

    Notes: We describe an unusual hybrid histidine protein kinase, which is important for spatially coupling cell aggregation and sporulation during fruiting body formation in Myxococcus xanthus. A rodK mutant makes abnormal fruiting bodies and spores develop outside the fruiting bodies. RodK is a soluble, cytoplasmic protein, which contains an N-terminal sensor domain, a histidine protein kinase domain and three receiver domains. In vitro phosphorylation assays showed that RodK possesses kinase activity. Kinase activity is essential for RodK function in vivo. RodK is present in vegetative cells and remains present until the late aggregation stage, after which the level decreases in a manner that depends on the intercellular A-signal. Genetic evidence suggests that RodK may regulate multiple temporally separated events during fruiting body formation including stimulation of early developmental gene expression, inhibition of A-signal production and inhibition of the intercellular C-signal transduction pathway. We speculate that RodK undergoes a change in activity during development, which is reflected in changes in phosphotransfer to the receiver domains.

    Notes: Purpose - To establish how people become managers. Design/methodology/approach - A survey of 50 managers carried out at the end of 2004 by students on the BA in Business and Management course at the University of Westminster. A total of 25 students chose two managers each to interview. Of the managers, 38 were from the UK. Findings - Out of 50 managers surveyed, 47 were specialists before they acquired management responsibilities. Only 12 received management training before becoming managers and that training was not always felt to be effective. The transition from specialist to becoming a manager of specialists was often stressful. Only two people became managers as a direct result of undertaking business studies degree programmes. Research limitations/implications - Specialists often acquire managerial responsibilities, and often quite early in their career. Those aspiring to management have found that their entry route is via a specialist department. Consequently, it is appropriate to see that managers have the right blend of specialist and managerial skills and that they are given help in adjusting to managerial roles. The implications of the specialist route into management needs to be reflected in the structure of increasingly popular undergraduate programmes in business studies. There is a case for such courses having both specialist options and a managerial component. Originality/value - There is little research about how people become managers. It is particularly important that the specialist route identified is understood by those wishing to become managers, by universities and colleges running both business and specialist courses and by employers.

    Notes: The major components of the scent of cut sweet pea flowers (Lathyrus odoratus L. cv Royal Wedding) are (E) and (Z)-ocimene, linalool, nerol, geraniol and phenylacetaldehyde. The aroma is almost exclusively produced by the standard and wing petals, with very little emanating from the keel petals and other floral structures. Only traces of these volatiles were detected in the liquid excreted by glandular trichomes on the surface of the scented petals. Once flowers are cut for display they produce increasing amounts of ethylene which induces wilting after 48 h and petal abscission 24 h later. The rate of linalool and ocimene emission declines over the first 48 h to approximately 10% of that directly after harvest. Ethylene production is not saturating during the first 24 h of vase life and exogenous ethylene further accelerates the senescence processes and loss of fragrance. Addition of the ethylene antagonists 1-methylcyclopropene (1-MCP) and silver thiosulphate (STS) delayed wilting and abscission for several days and similarly inhibits the decline in terpenoid emission.

    Notes: Co-dopants of either Yb3+ or Ca2+ were incorporated into 7.6 mol% YO1.5–ZrO2 (7.6YSZ) and 12 mol% CeO2–ZrO2 (12CeSZ) coatings by infiltrating porous spray-dried powders with salt solutions containing the appropriate co-dopant species prior to plasma spraying. Co-dopant concentration was varied from 2 to 5 mol%. Using a combination of transmission electron microscopy and energy-dispersive analysis, no secondary phase or Yb3+ segregation was detected at the grain boundary of either as-sprayed 2Yb/7.6YSZ or 2Yb/12CeSZ coatings. Dilatometer measurements showed that 2 mol% Yb3+ co-doped 7.6YSZ and 12CeSZ coatings shrank ∼0.6% during a 5 h soak at 1400°C, approximately the same contraction as the baseline coatings (i.e. not co-doped). X-ray diffraction results show that the as-sprayed 7.6YSZ, 2Ca/7.6YSZ, and 2Yb/7.6YSZ coatings comprised of non-transformable, non-equilibrium composition tetragonal ZrO2 (identified presently as t′-ZrO2), while the 5Ca/7.6YSZ coating was a non-equilibrium composition of cubic ZrO2. After a heat treatment of 100 h at 1200°C, the 2Yb/7.6YSZ coating was completely t′-ZrO2, while the baseline and Ca2+ co-doped 7.6YSZ coatings showed evidence of partitioning. Therefore, it appears that co-doping of 7.6YSZ with 2 mol% Yb3+ increases the stability of t′-ZrO2, whereas co-doping with 2 mol% Ca2+ decreases the stability of t′-ZrO2. The volume fraction of m-ZrO2 in the baseline 12CeSZ coatings was estimated to be 88% after a 100 h heat treatment at 1200°C. 2 mol% Yb3+ or Ca2+ co-doping limited the tetragonal to monoclinic phase transformation in 12CeSZ, with only 37% and 43% monoclinic phase observed, respectively, after a 100 h heat treatment at 1200°C; this was an improvement over the baseline 12CeSZ coating. As-sprayed 2Yb/7.6YSZ and 2Yb/12CeSZ coatings had slightly lower thermal conductivity than their baseline counterparts in the as-sprayed condition; after 100 h at 1200°C, their conductivity increased to that of the baseline coatings.
