    Notes: Summary The aim of the paper is to study the composition of intermediate products supplied by non profit institutions. In case the institution is financed according to part of the intermediate products supplied by it, we expect it to choose distorted composition of production factors. We studied Israeli mental hospitals. The aim of mental hospitals is to maximize the probability of curing but it produces both medication and maintenance. We measured the output by the number of patients discharged back home and assumed Cobb-Douglas production function. Data were collected for fifteen hospitals seventeen years back. Hospitals are financed according to the bed days they supply. The econometric study shows that while the marginal product of medical factors: doctors, nurses and medicines are significantly positive, the marginal product of the factors used for maintenance: capital and food, are significantly negative.

    Notes: Abstract This paper is concerned with make‐to‐stock pull control policies. A classical policy is the kanban policy. Another policy, very easy to implement, is the base stock policy. These two policies contain one design parameter per stage. A general control policy, known as the generalized kanban policy, can also be used to implement the pull mechanism. The generalized kanban policy includes, as special cases, the kanban and the base stock policies. This policy uses two parameters for each stage of the production system. The aim of this paper is to provide qualitative and quantitative comparisons of these three policies. The results of our study will help to choose the policy to implement in order to control a production system. We give practical rules. We also show that if there is no delay in filling orders, all three policies have similar costs. However, for the systems studied, we show that, if there is a delay in filling orders, generalized kanban systems and base stock systems yield close to optimal costs, which are lower than costs of kanban systems for the same service quality.

    Notes: Abstract A static stochastic simulation was used to assess the performance of alternative management strategies in the satisfaction of multiple objective criteria in the context of a sequentially exploited transboundary resource. The model was applied to the Yukon River chum salmon (Oncorhynchus keta) fishery. Four strategies were evaluated using three criteria: probability of satisfying escapement objectives; probability of jointly satisfying escapement and subsistence harvest objectives; and probability of simultaneously reaching escapement, subsistence and commercial harvest objectives. The modeled strategies were also compared with the actual performance of the fishery for 1980–1995. The results indicate that satisfaction of escapement and subsistence harvest goals in the middle Yukon depends on imposing restrictive limits on commercial harvests in the lower Yukon. However, even with full information, escapement objectives in the upper drainage are only satisfied 65–70% and 75–80% of the time for summer and fall chum, respectively. The model was also used to explore the effects of increased average run strength that could arise from reduced bycatch of Yukon origin chum in marine fisheries. The results suggest that reduced marine interceptions are unlikely to substantially increase the probability of satisfying catch and escapement goals for the middle and upper Yukon.

    Notes: Abstract Fully automated production cells consisting of flexible machines and a material handling robot have become commonplace in contemporary manufacturing systems. Much research on scheduling problems arising in such cells, in particular in flowshop-like production cells, has been reported recently. Although there are many differences between the models, they all explicitly incorporate the interaction between the materials handling and the classical job processing decisions, since this interaction determines the efficiency of the cell. This paper surveys cyclic scheduling problems in robotic flowshops, models for such problems, and the complexity of solving these problems, thereby bringing together several streams of research that have by and large ignored one another, and describing and establishing links with other scheduling problems and combinatorial topics.

    Description / Table of Contents: Zusammenfassung. Die bisherige theoretische Forschung im Bereich der Außendienstentlohnung hat üblicherweise Paradigmen der Wirtschaftstheorie angewandt, um daraus dezentrale Kontrollpläne abzuleiten. Diese Forschungsrichtung hat allerdings den in der Fachliteratur als wichtig bei der Außendienstentlohnung angesehenen Gerechtigkeitsaspekt vernachlässigt. Dieser Artikel zeigt, wie sich auf der Grundlage der Gerechtigkeitstheorie ein wertvolles Paradigma für die Analyse dieses Problems in einem zentralisierten Außendienstkontrollsystem entwickeln lässt. Das Paradigma hat zwei Ziele: zum einen soll es durch Anwendung der Gerechtigkeitstheorie den Vertriebsmanagern Richtlinien für die Bestimmung von kurzfristigen Lohnniveaus und Verkaufszielen für einen heterogenen Außendienst geben. Zweitens schlägt es auch einige normative Konsequenzen für eine gerechte Außendienstentlohnung vor.
    Notes: Abstract. Past theoretical sales force compensation research has typically applied paradigms from economic theory in order to derive optimal decentralized control schemes. This research stream has generally neglected the important equity aspect of sales force compensation plans which is recognized in the professional literature. This paper shows how equity theory provides a valuable paradigm for analyzing this problem within a centralized sales force control framework. Its purposes are to provide guidelines to sales managers for determining short-term remuneration levels and sales objectives for a heterogeneous sales force through application of equity theory, and to propose a few normative implications for sales force equitable compensation.

    Notes: Abstract Using a large-scale AT&T database, we decompose usage levels into frequency and duration, and then investigate how they affect survey response accuracy. Results show that more accurate surveys are obtained from those in the high frequency group (possibly because of the increased use of the more accurate rate-based method of recall and higher degrees of regularity), and from those in the longer duration group (possibly because of increased involvement). We therefore suggest that the survey method is less suited for light users because of higher error, and that alternative methods such as diaries might be more appropriate. We also found similarly consistent results with respect to self-perception of usage rate and the accuracy of survey recall.

    Notes: Abstract With the objective of improving policy making, efforts have recently intensified to integrate behavioral sciences, cost-effectiveness analysis, and related disciplines into an evolving field that has been termed “policy sciences.” After reviewing some aspects of policy sciences, the paper discusses an approach, called situational normativism, by which the components of policy sciences may be put to work effectively on real decision problems. The approach is situational in that each problem must be approached individually, but the methodology can be viewed as a general heuristic. Thus, situational normativism involves a synthesis of descriptive (behavioral) and normative approaches. One begins with a descriptive model of a real world decision situation in terms of the participants, their values (objectives, goals) and the decision rules that determine existing outcomes. Then, the analysis becomes normative (and may use mathematical optimizing techniques) in the sense of generating prescriptive alternatives for attaining in a preferred way these same values or a more fundamental set identified during the analysis. The iterative process, including adaptive system redesign, involves a search for a set of means-ends (goals, constraints) relationships within which a search for prescriptive solutions may be undertaken. Change, implementation, and political feasibility are viewed as constraints to be satisfied. Thus, situational normativism provides a framework for the combined use of behavioral knowledge and costeffectiveness techniques for improved policy making.

    Notes: Abstract The study examines the spatial arrangement of convenience food stores in the Denver metropolitan area. It deviates from the traditional approach in that not only the overall locational pattern of the stores was examined, but it also identified stores of different chains, and hypotheses were formulated to investigate various locational strategies as manifested in the spatial pattern the stores assumed. Site economics, a location factor rarely treated empirically, was also closely studied. Among the findings worthy of note are first, income and household density provide unexpectedly low statistical explanation of the spatial pattern of the stores; and second, stores of a given chain tend to locate closer to each other than to stores of a competing chain.
