    Notes: This paper explores the issue of the coordination of public services in conditions of plural service provision. It does this by focusing on the example of personal social services provision by local authorities in the UK. Specifically it explores the evolving relationship between these authorities and voluntary and non-profit organizations. It does so by using the models of markets, hierarchies and clans with which to examine the implications of different modes of service coordination. The paper argues that this is an important approach for helping us to understand the evolving nature of the management of plural public services in the UK.

    Notes: Recent progress in the development of high-resolution electron spectrometers in combination with highly monochromatized undulator radiation has allowed observation of the vibrationally resolved gas-phase C 1s photoelectron spectra of methane and ethane. For both molecules, the C–H stretching modes are well resolved and for ethane the active C–C stretching mode has been observed for the first time. The spectra have been measured at low kinetic energies and detailed fittings using post-collision interaction line profiles have been made both, using a free parameter fit and a fit adhering to a linear coupling model. The free parameter fit allows for any anharmonicity in the vibrational energies. The linear coupling model, on the other hand, assumes that the initial and final state potential curves are harmonic and differ only in the normal coordinates. This simple model is used to reduce the number of free parameters in the fit, which greatly simplifies the analysis. An intensity model based on the linear coupling predicts that the intensities of the C–H stretching modes are directly related to the number of C–H bonds around the core ionized atom. The result is verified for ethane and shows a potential for further reduction of free parameters for large molecules and polymers. Ab initio calculations of molecular geometry and vibrational frequencies have also been carried out using the equivalent core (Z+1) approximation. The values predicted for the decrease in bond length have then been compared to those determined empirically by the linear coupling approach. The calculation of ethane indicates that symmetric C–H and C–C stretching modes are important upon core ionization. The corresponding vibrational frequencies have been calculated and agree well with observed values. © 1997 American Institute of Physics.

    Notes: The Doppler profiles of Ba(3P2) atoms desorbed from the surface of argon clusters following the deactivation of Ba(1P1) have been measured. These measurements have been performed for desorption from pure ArN clusters and as a function of a known average number of CH4 molecules deposited on the cluster. Analysis of the profile widths with respect to the kinetic energy release from deactivation indicates that desorption occurs along a single Ba–Ar and Ba–CH4 coordinate in the former and latter cases, respectively. By comparing the kinetic energy distributions in the desorbed barium with the relative kinetic energy available at the temperature of the cluster it is found that the collisions leading to deactivation in both cases are gas kinetic at the temperature of the cluster (35 K). The residual anisotropies in the Doppler profiles reveal the Ba–Ar deactivation to be a relatively inefficient process allowing the barium to undertake a full migration on the cluster surface before desorbing. This results in an essentially isotropic distribution of recoil velocities. In contrast Ba–CH4 deactivation is sufficiently fast to preserve some degree of anisotropy in the desorbed barium velocity distribution. The anisotropy results from the depolarization of the barium orbital due to both the migration of the barium on the cluster surface and axial relaxation of the orbital by collisions with neighboring argon atoms. Calculations of the anisotropies resulting from both reorientating mechanisms show a significant degree of relaxation and migration to occur before the barium is desorbed. © 1997 American Institute of Physics.

    Notes: Abstract Artificial skin substitutes based on cultured autologous keratinocytes need to have sufficient strength and ease of handling to be utilized successfully by surgeons in the clinic. This may be achieved by crosslinking the collagen substratum on which the cells are cultured, which in this case is a collagen gel. Increased strength must be attained without detrimental effect on cell growth. The influence of potential crosslinking agents including the glycosaminoglycan, chondroitin-6-sulphate (Ch6SO4), the water soluble carbodiimide crosslinking agents 1-ethyl-3-(3-diaminopropyl) carbodiimide (EDAC), and 1,1-carbonyldiimidazole (CDI), and the polyamines putrescine, spermine and diaminohexane, on cell growth rate has been investigated. Incorporation of 20% Ch6SO4 into collagen gels caused an approximately 16% increase in keratinocyte growth, but had no significant effect on that of dermal fibroblasts. Pre-formed collagen gels (+/− Ch6SO4) were treated with the carbodiimides. This crosslinking treatment markedly inhibited fibroblast growth (EDAC 45% inhibition, CDI 70%), without affecting that of keratinocytes. Pre-formed collagen gels (+/−Ch6SO4 and carbodiimide) were treated with 0.1 M, 0.5 M or 1.0 M polyamine. Spermine inhibited the growth rate of both cell types at all concentrations tested, whereas putrescine and diaminohexane had little effect. The mechanical strength of these crosslinked gels is currently being assessed to determine the optimum composition in terms of cell growth and biocompatibility, and strength.

    Notes: Abstract Over the last few years a great deal of research has focussed on hypothetical bias in value estimates obtained with the contingent valuation (CV) method and on means for ameliorating if not eliminating such bias. To date, efforts to eliminate hypothetical bias have relied on calibration techniques or on word-smithing of one kind or another to induce subjects to provide responses to hypothetical questions that mimic responses made by subjects facing actual payments in the valuation experiment. This paper introduces a different approach for eliminating hypothetical bias. A design for a CV survey format is presented which provides subjects with the opportunity to “learn” how the CV institution works. Sequential referenda are conducted where respondents gain experience in CV settings by participating in both hypothetical and real referenda. The logic of this Learning Design is a straightforward application of the trials process used in experimental economics. We demonstrate that the Learning Design is effective in eliminating hypothetical bias in surveys concerning donations to two different public goods.

    Notes: Abstract Since the mid-1980s there have been very considerable changes inparticipation rates of all age cohorts in higher education courses withinhigher education institutions and further education colleges in Scotland. Inparticular there have been disproportionate increases in the number ofentrants aged 21 and over to full time undergraduate and sub-degreecourses. The increasing heterogeneity of the undergraduate population raisesquestions of performance of the different populations of students. Whilstsome research has previously been carried out on the performance of mature,'non-standard' and 'non-traditional' students, existing data is constrainedby the restricted data sets of national admissions systems, and thelimitations of institutional record-keeping. In particular, littleinformation exists on students whose entry route is the Access Course despiteits designation as the 'third' route into higher education (DES 1987) and itsincreasing popularity as a mode of entry from the late 1980s to the presentday. In this study the performance of students admitted to the University ofStirling with a variety of traditional and non-traditional qualifications iscompared. Using detailed student records, fine distinctions by type of Accessprogramme or other mature entry qualifications and by points scores in GCE'A' levels and SCE 'Highers' are compared. We show that performance of formerAccess students bears a relationship to the extent of control that theuniversity exerts on the particular type of Access programme. We confirm thatnon-Access students who didn't enter the university direct from school, butwho came in with a variety of qualifications perform at least as well as'standard' entrants. Our studies of entrants with 'standard' qualificationsconfirms previous research that points scores are important indications ofsuccess or failure. Finally study of a discrete sub-set of former Accessstudents studying Mathematics and Science courses at the university showsthat their performance is slightly poorer than all Access students.

    Notes: Sixty women at increased risk for breast cancer were enrolled in a placebo-controlled, double-blind dose-ranging chemoprevention study of indole-3-carbinol (I3C). Fifty-seven of these women with a mean age of 47 years (range 22-74) completed the study. Each woman took a placebo capsule or an I3C capsule daily for a total of 4 weeks; none of the women experienced any significant toxicity effects. The urinary estrogen metabolite ratio of 2-hydroxyestrone to 16α-hydroxyestrone, as determined by an ELISA assay, served as the surrogate endpoint biomarker (SEB). Perturbation in the levels of SEB from baseline was comparable among women in the control (C) group and the 50, 100, and 200 mg low-dose (LD) group. Similarly, it was comparable among women in the 300 and 400 mg high-dose (HD) group. Regression analysis showed that peak relative change of SEB for women in the HD group was significantly greater than that for women in the C and LD groups by an amount that was inversely related to baseline ratio; the difference at the median baseline ratio was 0.48 with 95 % confidence interval (0.30, 0.67). No other factors, such as age and menopausal status, were found to be significant in the regression analysis. The results in this study suggest that I3C at a minimum effective dose schedule of 300 mg per day is a promising chemopreventive agent for breast cancer prevention. A larger study to validate these results and to identify an optimal effective dose schedule of I3C for long-term breast cancer chemoprevention will be necessary. J. Cell. Biochem.
